<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is intimated that the industry is a large scale red category unit and was granted consent under Water Act, 1974 and Air Act, 1981, both valid upto 10.03.2023 for the production of dyeing of fabric @ 24000 kgs/day, finishing of fabric @ 34000 kgs/day, printing of fabric @ 10000 kgs/day and dyeing & washing of garments @ 2000 numbers/day with disposal of trade effluent @ 1900.0 KLD and domestic effluent @ 20.0 KLD into 15 MLD CETP.</p>
<p style="text-align: justify;"> Earlier the effluent samples from the outlet of industry leading to the inlet of the CETP were collected on 25.08.2021 and the same was sent to the Board’s lab for analysis. As per the effluent analysis report of the unit received from the Board’s lab, the concentration of such parameters i.e. COD and BOD was found as 955 mg/l and 310 mg/l, which are abnormally high as compare to the inlet design parameters of the CETP as per the DPR.</p>
<p style="text-align: justify;">Accordingly, notice issued u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 was issued to the industry with an opportunity of personal hearing before the Hon’ble Chairman of the Board on 29.09.2022 due to non-achievement of inlet effluent discharge standards as per the DPR of the CETP-15 MLD. During the hearing following decisions were taken:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->Environmental Compensation amounting to Rs. 2.0 lacs shall be imposed upon the industry for violations under the provisions of Water Act, 1974.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry shall install pre-treatment plant, so as to achieve the inlet effluent standards of CETP as per DPR.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->Environmental Engineer, Regional Office-3, Ludhiana shall visit the industry, verify the compliances made and send the report/recommendations, within 15 days, positively. </p>
<p style="text-align: justify;">The industry has failed to submit the compliance of decisions of personal hearing dated 29.09.2022 till date and has also not deposited the EC amount of Rs. 2.0 lac imposed upon it.</p>
<p style="text-align: justify;">Now, the industry has applied for renewal of consent to operate under Water Act, 1974 and Air Act, 1981. The industry has already deposited consents see, which is adequate upto 31.12.2028 (Water) and 30.09.2025 (Air). </p>
<p style="text-align: justify;">The industry was visited by AEE of RO on 01.03.2023 and it was observed that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was in operation during the visit and was engaged in dyeing and printing process.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has installed 21 no. round type soft flow machine of capacity (1X900 kg), (1X800 kg), (1X700 kg), (2X600 kg), (3X500 kg), (1X450 kg), (4X350 kg), (3X300 kg), (2X250 kg), (1X150 kg), (1X100 kg) and (1X50 kg) inside the premises.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has also installed 05 long type soft flow dyeing machines of capacity (1X300 kg), (2X80 kg), (2X25 kg) inside the premises. The industry has also installed 1 flatbed printing machine.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The entire trade effluent as well as domestic effluent was being discharged into dedicated sewer system leading to CETP 15 MLD after collecting in into a collection tank.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The industry has installed a digital flow meter at the final outlet leading to CETP. The industry has installed SCADA system and the SCADA system of the subjected cited industry was found connected with CETP server during visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The record from the online SCADA system was checked and it was found that the average discharge of the industry during the month of September 2022, October 2022, November 2022, December, 2022, January 2023 and February, 2023 were found as 1343 KLD, 1046 KLD, 1134 KLD, 1243 KLD, 1020 KLD & 935 KLD respectively, which are within the quantum of shares obtained and consent granted.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->The industry has installed one thermax boiler of steam generation of capacity 08 TPH with separate cyclone followed by double stage Alkali Scrubber as APCD and has installed one thermo pack of capacity 2500 U with separate trima cyclones followed by double stage Alkali Scrubbers as APCD. The industry has provided common stack with the boiler as well as thermo pack. Pet coke was being used as fuel in the boiler as well as in thermo pack furnaces.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8. <!--[endif]-->Earlier air emission sample of the industry was collected on 21.12.2022 and the concentration of the SPM & SO2 were found within the limits prescribed by the Board i.e. 75 mg/Nm3 & 343 mg/Nm3 against the limit of 500 mg/Nm3 & 400 mg/Nm3.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->9. <!--[endif]-->The industry has installed 02 no. DG sets of capacities 1250 KVA & 1037 KVA, which are fitted with canopies.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->10. <!--[endif]-->The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</p>
<p style="text-align: justify;">The industry is complying with the guidelines framed to use pet coke as fuel in its boiler as it has installed separate cyclones followed by double stage alkali scrubbers as APCD with boiler and Thermopac and has also installed pH meter as well as SO2 analyser with its stack as per the guidelines of the Board.</p>
<p style="text-align: justify;">It is pertinent to mentioned here that as per the record file, the industry falls in small scale industrial zone as per draft master plan 2000-2021 vide DTP letter no. 1248 dated 20.06.2001. No certificate of area classification as per latest master plant was observed in the record file.</p>
<p style="text-align: justify;">In view of above, it is recommended that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->Show cause notice for refusal of consent to operate under Water Act, 1974 may be issued to the industry with an opportunity of personal hearing before the Competent Authority of the Board due to non- compliance of the decisions of personal hearing dated 29.09.2022.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->Consent to operate under Air Act, 1981 may be granted to the industry upto 31.07.2023 with suitable conditions and special condition that the industry shall submit latest classification of land use as per Master Plan, Ludhiana 2007-31 or the industry shall comply with the zoning regulation of Master Plan of Ludhiana and shall shift its unit accordingly.</p>
