<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';">It is intimated that the industry had earlier <span style="mso-spacerun: yes;"> </span>applied for varied consent to operate in the name and style of<span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>M/s Sidana Wires. The industry had made an agreement with <span style="mso-spacerun: yes;"> </span>M/s JBR Technologies (Unit-1) @ 6000 Ltr/month in the name of M/s Sidana Wires, Sua Road, Industrial Area –C, Ludhiana. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';">However, the consent application under Water Act, 1974 was refused due to the reason that :- </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"><span style="mso-tab-count: 2;"> </span>The industry has applied for fresh consent to operate under Water Act, 1974 & Air Act, 1981 for phosphating of bicycle parts. But, consents to operate could not be issued for new establishment as the Board has issued directions to M/s JBR Technologies, Ludhiana “CETP Operator shall ensure that no new/revised agreements are made without CTE/CTO of the Board. Ludhiana Effluent Treatment Society (LETS) shall issue letter of intent to the new members/existing members which seek revision in agreements clearly delineating the balance capacity available with the CETP which will form the basis of issuance of CTE/CTO to the electroplating/surface coating units by the Board” vide Board’s letter no. 9078 dated 19.10.2020. So, the application for consent to operate is accordingly refused. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';">. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"><span style="mso-tab-count: 3;"> </span>Now, the industry has again applied for consent to operate under Water Act, 1974 through OCMMS. The penalty on consent fee for one year due to refusal of earlier consent has been deducted and the fee submitted by the industry is valid upto 30.06.2026 now</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"><span style="mso-tab-count: 2;"> </span>The site of industry had already been visited by the AEE of this office on 14.10.2022 and it was observed as under:-</span></p>
<p class="MsoListParagraph" style="text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';">The industry was in operation and is engaged in wire drawing process.</span></p>

<li class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: normal; mso-list: l0 level1 lfo1;"><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';">The industry has signed agreement with M/s JBR Technologies Pvt. Ltd., Ludhiana @ 6000 Ltr/M for lifting its trade effluent. </span></li>

<p class="TableParagraph" style="text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; margin: 5.9pt 5.0pt .0001pt .5in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';">The industry has installed new water meter in process area and the reading was noted to be 4.6 KL as observed during the visit. </span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; margin: 5.9pt 5.0pt .0001pt .5in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';">As per the record maintained by the industry, the industry has consumed 2700 Ltr, 3250 Ltrs and 3450 Ltrs of water in the month of July, August and September respectively and has lifted 2500 Ltr, 3000 Ltrs and 3000 Ltrs in the respective months. As such the industry has consumed 9400 Ltrs from 01.07.2022 to 30.09.2022 and has got lifted 8500 Ltr of effluent. </span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; margin: 5.9pt 5.0pt .0001pt .5in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';">The industry has provided one storage tank of capacity 3000 Ltr and approx. 1500 Ltr of effluent was lying in storage tank as observed during the visit. </span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; margin: 0in 4.9pt .0001pt .5in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';">As such, the industry is getting the spent acid lifted in synchronization with water consumed.</span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; margin: 6.0pt 0in .0001pt .5in;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';">The industry is discharging only domestic effluent into sewer.</span></p>

<p class="MsoNormal" style="text-align: justify; line-height: normal; margin: 0in 0in .0001pt .5in;"><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"> </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; line-height: normal;"><span style="font-size: 12.0pt; font-family: 'Times New Roman','serif'; mso-fareast-font-family: 'Times New Roman';"><span style="mso-tab-count: 1;"> </span>Keeping in view of above, it is recommended that varied consent to operate under Water Act, 1974 may be granted upto 30.06.2026 with usual conditions, please.</span></p> |
