<p class="MsoNormal" style="text-indent: 85.05pt; text-align: justify;">It is submitted that earlier, the industry namely M/s Dua Plastics, 75, Industrial Area-A, Ludhiana was earlier visited by the officer of the Board and found engaged in the manufacturing of plastic carry bags. Accordingly, directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 was issued by the Board for closure of the industry vide Zonal office letter no. 4098 and no. 4100 dated 09.09.2022. The PSPCL, Ludhiana was also directed for disconnection of electricity and Environmental Compensation of Rs 2 lacs was imposed.</p>
<p class="MsoNormal" style="text-indent: 85.05pt; text-align: justify;">Thereafter, the PSPCL authority have disconnected the electric supply of the industry vide TDCO letter no. 65864/30 dated 09.09.2022. The industry has also submitted Environmental Compensation of Rs 2 lacs vide R. No. 71/5165 dated 30/09/2022.</p>
<p class="MsoNormal" style="text-indent: 85.05pt; text-align: justify;">Accordingly, Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was granted to the industry for short term period and electricity connection were restored upto 30/04/2023.</p>
<p class="MsoNormal" style="text-indent: 85.05pt; text-align: justify;">Now, the industry has applied for renewal of Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</p>
<p class="MsoNormal" style="text-indent: 85.05pt; text-align: justify;">The industry was visited by the undersigned on 06/03/2023 and it was observed that the industry was not in operation during visit. The industry is manufacturing packaging bags and has installed machinery for the same. No carry bag was found being manufactured or stored inside the premises.</p>
<p class="MsoNormal" style="text-indent: 85.05pt; text-align: justify;">In view of above, it is recommended that:-</p>
<p class="MsoListParagraphCxSpFirst" style="text-indent: -0.25in; text-align: justify;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for manufacturing of Industrial packing material upto 30/09/2023 (Comp: EE)</p>
<p class="MsoListParagraphCxSpLast" style="text-indent: -0.25in; text-align: justify;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span><!--[endif]-->The directions issued to the industry u/s 31-A of Air (Prevention & Control of Pollution) Act, 1981 and 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be dropped and electric connection for non-polluting process and for domestic purpose may be restored permanently to the industry subject to suitable conditions and additional condition that it will not manufacture carry bags in future and will not manufacture carry bags in future.</p>
