File Note: <p class="MsoNormal"><span lang="EN-US">It is submitted that the HCF is bedded Hospital. The HCF has applied for renewal of&nbsp;&nbsp;consent to operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 and under the Air (Prevention &amp; Control of Pollution) Act, 1981 with requisite documents through OCMMS.&nbsp;&nbsp;The HCF has deposited consent fee Rs. 1,0000/- vide R.No.523872417 Dated 13-05--2022 under Water Act, 1974 &amp; Rs. 1,0000/- Air Act, 1981 Vide R.No. 837048835 Dated 13-05-2022, which is adequate upto 31/03/2026.</span></p> <p class="MsoNormal"><span lang="EN-US">&nbsp;&nbsp;The HCF has already obtained authorization under Bio-Medical Waste Management Rules, 2016 vide no. BMW/fresh/LDH4/2018/7435997 Dated 20-04-2018 for 06 beds only valid up to 31-03-2023 and further the hospital has applied for renewal of authorization .</span></p> <p class="MsoNormal"><span lang="EN-US">The HCF was visited by the undersigned on 07-03-2023 and it was observed as under:</span></p> <p class="MsoNormal"><span lang="EN-US">1.&nbsp;&nbsp;&nbsp;&nbsp;The HCF was in operation during visit.</span></p> <p class="MsoNormal"><span lang="EN-US">2.&nbsp;&nbsp;&nbsp;&nbsp;The HCF is 06 bedded Hospital and has valid agreement with Medicare Environmental Management Pvt Ltd&nbsp;&nbsp;valid up to 6.2.2028 for 6 beds&nbsp;&nbsp;.</span></p> <p class="MsoNormal"><span lang="EN-US">3.&nbsp;&nbsp;&nbsp;&nbsp;The liquid waste is being treated with 1-2% hypo chloride solution generated by HCF and same is being discharged into M.C. Sewer.</span></p> <p class="MsoNormal"><span lang="EN-US">4.&nbsp;&nbsp;&nbsp;&nbsp;The HCF has provided one storage room for storing Bio-Medical Waste provided with lock and key arrangement.</span></p> <p class="MsoNormal"><span lang="EN-US">5.&nbsp;&nbsp;&nbsp;&nbsp;The HCF has provided color coded bins for managing biomedical waste and is properly segregating the biomedical waste.</span></p> <p class="MsoNormal"><span lang="EN-US">6.&nbsp;&nbsp;&nbsp;&nbsp;The Hospital has provided OT.</span></p> <p class="MsoNormal"><span lang="EN-US">7.&nbsp;&nbsp;&nbsp;&nbsp;The HCF has provided needle shredder.</span></p> <p class="MsoNormal"><span lang="EN-US">&nbsp;</span></p> <p class="MsoNormal"><span lang="EN-US">8.&nbsp;&nbsp;&nbsp;The HCF is being consumed source of fresh water supply from tap of Municipal Corporation, Ludhiana.</span></p> <p class="MsoNormal"><span lang="EN-US">&nbsp;</span></p> <p class="MsoNormal"><span lang="EN-US">9.&nbsp;&nbsp;&nbsp;The HCF has installed 01 D.G. set of capacity 20 KVA equipped with canopy along with adequate stack height.</span></p> <p class="MsoNormal"><span lang="EN-US">&nbsp;</span></p> <p class="MsoNormal"><span lang="EN-US">10. The HCF is located with in Municipal Corporation, Ludhiana.</span></p> <p class="MsoNormal"><span lang="EN-US">&nbsp;</span></p> <p class="MsoNormal"><span lang="EN-US">Now as per office order no. 601 dated 16.12.2021 that in partial modification to earlier Board&rsquo;s office order no. 468 dated 31.08.2021, it has been decided that, HCF&rsquo;s upto 50 beds capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where terminal sewage treatment plants (STP&rsquo;s) have been installed, shall be granted consent/authorization by Punjab Pollution Control Board (PPCB) without installation of individual ETPs, as an interim arrangements/measure, subject to the condition that HCF shall ensure to comply with the effluent standards as notified under Bio-Medical Waste Management Rules, 2016 amended upto date and subsequent amendments if any.</span></p> <p class="MsoNormal"><span lang="EN-US">&nbsp;</span></p> <p class="MsoNormal"><span lang="EN-US">Keeping in view of the above, it is recommended that consent to operate under Water (Prevention &amp; Control of Pollution) Act, 1974 and Air (Prevention &amp; Control of Pollution) Act, 1981 may be granted to the HCF upto 31.03.2026 with usual conditions and with special conditions that:-</span></p> <p class="MsoNormal"><span lang="EN-US">&nbsp;</span></p> <p class="MsoNormal"><span lang="EN-US">1. The HCF shall ensure to comply with the effluent standards as notified under Bio-Medical Water Management Rules, 2016 amended up to date and subsequent amendments if any.</span></p> <p class="MsoNormal"><span lang="EN-US">&nbsp;</span></p> <p class="MsoNormal"><span lang="EN-US">2.&nbsp;&nbsp;&nbsp;The HCF shall renewed its agreement with CBMWTF with well in time i.e. before its expiry.</span></p> <p class="MsoNormal"><span lang="EN-US">&nbsp;</span></p> <p class="MsoNormal"><span lang="EN-US">3.&nbsp;&nbsp;&nbsp;The HCF is valid only for Six beds.
