<p class="MsoNormal" style="text-align: justify; line-height: 115%;"><strong style="mso-bidi-font-weight: normal;"><span style="color: black;"><span style="mso-tab-count: 1;"> </span></span></strong><span style="color: black; mso-bidi-language: PA;">The project proponent has applied for ‘Consent to Establish (NOC) from Pollution Angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 alongwith requisite documents for the installation of new industrial unit for Manufacturing Of Aluminium Alloys @ 4850 MT/year.<span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 115%;"><span style="color: black; mso-bidi-language: PA;"><span style="mso-tab-count: 1;"> </span>The project proponent has submitted project report with total cost of Rs. 366.55 Lacs and has deposited Rs. 10,800/- vide UTr No. 606958975 dated 03.03.2023 as NOC Fee on account of NOC fee which is adequate for one year. The industry has submitted the in principal approval from Invest Punjab vide no. 218 dated 18.01.2023 for establishment of the unit at the above location.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 115%;"><span style="color: black; mso-bidi-language: PA;"><span style="mso-tab-count: 1;"> </span>On perusal of the project report submitted by the industry, the industry has submitted following proposals :-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 74.7pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 115%; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="mso-bidi-language: PA;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="mso-bidi-language: PA;">The industry has proposed to install 2 No. LDO fired Aluminnium Scrap Melting Furnace of 6 TPH capacity and 1 no. D.G set of capacity 125 KVA. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 74.7pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 115%; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="mso-bidi-language: PA;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="mso-bidi-language: PA;">There shall be no trade effluent generation and only domestic effluent shall be discharged onto land for plantation after septic tank. The cooling water shall be re-circulated.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: 74.7pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 115%; mso-pagination: widow-orphan; mso-list: l0 level1 lfo1; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="mso-bidi-language: PA;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="mso-bidi-language: PA;">The industry has submitted feasibility report of the APCD as per which the industry proposes to install cyclone separator followed by bag house (alongwith mechanical shaker) further followed by wet scrubber as APCD. The feasibility report is principally adequate.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 35.6pt; line-height: 115%;"><span style="mso-bidi-language: PA;">Accordingly, the site of the project was visited by the AEE of this office on 09.03.2023 and it was observed that :-</span></p>

<p class="MsoNormal" style="margin-left: 74.7pt; text-align: justify; text-indent: -.25in; line-height: 150%; mso-pagination: widow-orphan; mso-list: l2 level1 lfo2; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="mso-bidi-language: PA;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="mso-bidi-language: PA;">The industry has not submitted CLU, however, the undertaking has been submitted by the industry which states that the site falls in the industrial zone. Further, as per physical verification, the site of the industry has been found to be surrounded by industries particularly induction furnaces units from all the sides and it falls in industrial zone.</span></p>

<p class="MsoListParagraph" style="text-align: justify; line-height: 115%;"><span style="color: black; mso-bidi-language: PA;">The industry is not covered under 1st Schedule under Factory Act, 1948. </span></p>
<p class="MsoListParagraph" style="text-align: justify; line-height: 115%;"><span style="color: black; mso-bidi-language: PA;"> </span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 115%;"><span style="color: black; mso-bidi-language: PA;">Keeping in view of above, it is recommended that :- </span></p>

<p class="MsoNormal" style="margin-left: 35.1pt; text-align: justify; text-indent: -35.1pt;"><span style="color: black; mso-bidi-language: PA;">A<span style="mso-tab-count: 1;"> </span>The industry may be granted Consent to establish (NOC) under the provisions of the Water Act, 1974 & the Air Act, 1981 may be granted for one year subject to suitable and special condition that :-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l1 level1 lfo3; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="color: black; mso-bidi-language: PA;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="color: black; mso-bidi-language: PA;">The industry shall submit copy of approved building plan from the Director of Factories, Punjab.</span></p>
<p class="MsoListParagraphCxSpLast" style="margin-left: .5in; mso-add-space: auto; text-align: justify; text-indent: -.25in; mso-pagination: widow-orphan; mso-list: l1 level1 lfo3; text-autospace: ideograph-numeric ideograph-other;"><!-- [if !supportLists]--><span style="color: black; mso-bidi-language: PA;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="color: black; mso-bidi-language: PA;">A copy of the said NOC to be granted alongwith undertaking and location plan of the industry clearly indicating the category of industry (red/orange/green) would be sent by the concerned Senior Environmental Engineer/ Environmental Engineer to the concerned District Town Planner of the Department of Town & Country Planning, Punjab / Local Body / Development Authority (also an intimation in this regard will be sent through e-mail) with the request to intimate the applicant (project proponent) under intimation to the Punjab Pollution Control Board within 15 days, if the said authority has any objection to the location of the project at proposed site. In the said endorsement, it would be mentioned that in case no reply is received from the aforesaid Authority within 15 days, then, it would be presumed that the proposed site is suitable for the project from the point of view of above referred Competent Authority. However, in case of any objection to the location of the project by the above referred Competent Authority or if any of the undertakings or documents are found wrong, the NOC granted to the project would be deemed to have been cancelled and the Board would not be responsible for the cost incurred by the project proponent on the basis of the said NOC.</span></p>
