It is submitted that the industry is medium scale red category unit. Earlier, the industry was granted Consent to Establish"(NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/LDH4/2022/19885554 dated 15/11/2022, upto 18/09/2023 for manufacture, sale and export of precision engineering products and allied engineering products @ 20 MTD by using M.S Round, Flat, ERW etc. @ 26.6 MTD as raw material and discharge of trade effluent @ 15 KLD will be treated through proposed ETP and utilized in process (for core & non-core activities), entirely and domestic effluent @ 10 KLD will be discharged into sewer of Focal Point, Ludhiana after passing through proposed septic tank and for proposed to install one shot blast machine will be provided with cyclone as APCD. The industry has proposed to install 02 DG set of capacities (1x250 KVA and 1x500 KVA) which will be provided with canopy and adequate stack height. Now, the industry has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS on 04.02.2023 for manufacture, sale and export of precision engineering products and allied engineering products @ 20 TPD by using M.S Round, Flat, ERW etc @ 26.66 TPD as raw material. The note history may kindly be perused, the industry has replied to the observations of this office on dated 21.02.2023 and 02.03.2023 which are re-produced below for ready reference. Dated 21.02.2023. 1.    We have applied for partial CTO that mean currently there is no process which is creating or contributing either in air pollution or water pollution so when we will install phosphating/powder coating plant then according to PPCB rules and norm, we will install ETP or agreement with CETP and before phosphating/Powder coating plant is operational we will apply for varied consent. 2.    This is old plant and we are discharging the domestic effluent into sewer after passing through septic tank. 3.    We are commissioning and installing the 18 TPD capacity shot blast and one 8TPD is being taken as standby. 4.    We are attaching the completion certificate of APCD which is connected with shot blast, 5.    We already mentioned that it is partial CTO application and complete project will take time to absorb the complete project cost and by the time we will again apply for varied consent when the project and installation of phosphating/powder coating plant will be completed. Dated 02.03.2023 1.    The undertaking of Septic tank and we are discharging the domestic effluent into sewer after passing through septic tank. 2.    Only one shot blast of 18TPD will be regularly in use and one 8TPD will be keep as a standby and use when 18TPD shot blat will be under break down or maintenance. 3.    We have already applied for approval of layout of GCPL to Director Factory office on 25.01.2023 and we have stability certificate of building and attaching here receipt of application, stability certificate and site plan and layout duly prepared by competent and authorized person by Director factories. Further, the industry has deposited consent fee Rs. 21,600/- vide R.No. 606463352 dated 04.02.2023 under the Water Act, 1974 and Rs. 21,600/- vide R.No. 283658202 dated 04.02.2023 under the Air Act, 1981 against gross value of fixed assets Rs. 6,10,43,428/- and plant & machinery Rs. 5,56,35,690/-, which is adequate for one year from the date of issuance of the consent to operate alongwith compliance report, approved layout from the competent person, requisite fee, undertaking regarding septic tank and feasibility report of the APCD.   Accordingly, the industry was visited by the undersigned on 24.02.2023 and it was observed as under:- 1.    The industry was not in operation during the visit. 2.    The industry has 02 no. of sheds, one is established by the M/s Gripwel Conag Pvt. Ltd and the 2nd shed is being dismantled by M/s Gold Star, no operation/manufacturing activity is being carried out under the shed. 3.    The industry has installed 02 shot blast machine of capacity 18 TPD and 08 TPD both are provided with combined pulse jet type dust collector as APCD which is provided with adequate stack height and sampling arrangement. 4.    The industry has informed that the 08 TPD shot blast is standby and layout plan of both the shot blast machines has been incorporated in the approved building plan of the competent person Director of Factories, Punjab. 5.    The industry has submitted approved building plan from Sh. Sukhjinder Singh competent person recognized by Director of Factories, Punjab. 6.    The industry has installed one DG set of capacity 250 KVA which are provided with canopy alongwith adequate stack height. 7.    The industry has not installed phosphating section/wet process at the site. 8.    There is no generation of trade effluent, only domestic effluent will be generated which shall be discharged into sewer after passing through septic tank. In view of above observations, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be one year with suitable conditions as the industry is obtaining partial consent to operate, please.
