<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">It is submitted that the industry has applied for fresh of 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Plastic Waste @ 1550 kgs/day and Waste Plastic and Scrap Rubber (HDPE, LDPE, PVC, PP, MLP, HM, Rubber etc) @ 6050 kg/day by using Plastic Granules (HDPE, LDPE, PVC etc.) @ 1500 Kgs/day and Ground Plastic/ Flakes and Rubber Crumbs @ 6000 kg/day</span> <span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">as raw material under orange category with requisite documents. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The industry has deposited has deposited Rs. 30200/- (5000 /- VDS, 9000/- penalty fee & 16200/- water fee) vide R. No. SBIN323032495082 dated 01.02.2023 under the Water Act, 1974 and Rs. 30200/- (5000 /- VDS, 9000/- penalty fee & 16200/- water fee) vide R. No. SBIN323032492802 dated 01.02.2023 under Air Act, 1981. The consent fee deposited by the industry is adequate upto 30.09.2027 against the value of fixed assets of Rs. 20.5 lakhs as on 31.03.2022 as per CA certificate dated 01.08.2022 submitted by the industry.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The industry has submitted a lease from 99 years. The industry has submitted approved building plan from Competent Person, under the Punjab Factory Act, 1948.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The industry has also submitted the completion certificate from M/s Terrasym Initiated, Patiala have setup a new industrial unit for to manufacture recycled plastic (HDPE/LDPE/PVC) granules of various specifications with installed production capacity of ~600 kg/day. The manufacturing process comprises of Sorting, Cleaning, Cutting/shredding, Grinding, Mixing, Extrusion, Cooling, Cutting and final product.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The industrial unit will generate air pollution due to the fugitive emissions from the extrusion process, for which the industry has provided wet scrubber as APCD for control of emissions.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The industry was visited by the JEE of this office on 09.03.2023 to verify the contacts of consent application and contacted Sh. Munish Goyal, Proprietor</span><strong><span style="font-size: 6.5pt; line-height: 150%; font-family: 'Verdana','sans-serif'; color: #1f6fb7; background: #E8F6F9;"> </span></strong><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">of the Industry at site. During visit, it was observed as under: -</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 150%; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">1.</span><span style="font-size: 12pt; line-height: 150%; font-family: 'Times New Roman', 'serif';"> </span><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The operation of the industry w.r.t compaction of waste plastic is in operation however, the process of manufacturing of plastic granules was not in operation at the time of visit. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 150%; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">3.</span><span style="font-size: 12pt; line-height: 150%; font-family: 'Times New Roman', 'serif';"> </span><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The industry has installed one no. extruder with wet scrubber as APCD having stack of adequate height.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 150%; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">4.</span><span style="font-size: 12pt; line-height: 150%; font-family: 'Times New Roman', 'serif';"> </span><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">There is no source of trade effluent generation. The domestic waste water is discharged into sewer.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 150%; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">5.</span><span style="font-size: 12pt; line-height: 150%; font-family: 'Times New Roman', 'serif';"> </span><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">No washing activity is being carried out and the scrubbing water is being re-circulated.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 150%; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">6.</span><span style="font-size: 12pt; line-height: 150%; font-family: 'Times New Roman', 'serif';"> </span><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The industry has not installed any DG set in its premises.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';"> The industry is complying with the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; margin-bottom: 6.0pt; text-align: justify; line-height: 150%; background: white;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">In view of the above, it is recommended that the fresh Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 may be granted up to 30.09.2027 under orange category subject to suitable conditions as per the policy of the Board and following additional conditions that:</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 150%; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">1.</span><span style="font-size: 12pt; line-height: 150%; font-family: 'Times New Roman', 'serif';"> </span><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The project proponent shall take necessary permissions from the other concerned departments.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -27.0pt; line-height: 150%; background: white; margin: 0in 0in 6.0pt 27.0pt;"><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">2.</span><span style="font-size: 12pt; line-height: 150%; font-family: 'Times New Roman', 'serif';"> </span><span style="font-size: 12pt; line-height: 150%; font-family: Tahoma, 'sans-serif';">The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).</span></p>
<p><span style="font-size: 12pt; line-height: 115%; font-family: Tahoma, 'sans-serif';">3.</span><span style="font-size: 12pt; line-height: 115%; font-family: 'Times New Roman', 'serif';"> </span><span style="font-size: 12pt; line-height: 115%; font-family: Tahoma, 'sans-serif';">The project proponent shall not cause any kind of public nuisance due to its activity, in and around the unit.</span></p> |
