BMW/Fresh/RPN/2018/8126776 dated 24/08/2018 which is valid upto 31/03/2023 for 16 no. of beds. Now, the HCF has applied for obtaining fresh authorization under BMW Rules, 2016 for 20 no. of beds which is being processed separately.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">Further, the HCF has also applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 for 20 no. of beds along with the following documents submitted by it:</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">The HCF has deposited Rs. 1,000/- vide R No. 998223263 dated 19/02/2023, Rs. 4,000/- vide R No. 777488883 dated 24/02/2023 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 1,000/- vide R No. 924520422 dated 19/02/2023, Rs. 4,000/- vide R No. 789926769 dated 26/02/2023 under the Air (Prevention & Control of Pollution) Act, 1981. As such, the fee deposited by the HCF is adequate upto 29.02.2028 according to Board's order no. EPA/2017/No. 2235-59 dated 07/07/2017.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">Further, as per Board’s Office Order No. EPA/2018/04 dated 10/04/2018, the authorization under Bio-Medical Waste Management (Amendment) Rules, 2019 (fresh and renewal) applied by the health care upto 20 beds / dental chairs will be granted by the concerned regional office within 7 days of receipt of complete application without making inspection of those health care facilities. As such, the HCF was not visited to check the compliance of the Bio-Medical Waste (Management) Rules, 2016.</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"> As per Board’s Office Order No. 468 dated 31.08.2021, it has been decided that the authorization under the Bio-medical Waste Management, Rules, 2016 as amended in 2018 and consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to all the bedded HCEs located in town and cities and outside by bifurcating the facilities where terminal STPs have been installed/yet to be installed upto 31.03.2022, subject to the following conditions:</span></p>

These HCEs (except Govt. <p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">As the HCF is in Type A category where terminal STP has been provided by the MC Sri Anandpur Sahib and is less than 30 beds therefore, no bank guarantee is required to be deposited. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">Further, vide Boards office order no. 601 dated 16.12.2021 it has been decided that the HCFs upto 50 beds capacity which are discharging their liquid waste into public sewer and operating within MC limits of towns, where, terminal sewerage treatment plants has been installed, shall be granted consents/authorizations by Punjab Pollution Control Board without installation of individual ETPs, as an interim arrangement/ measure subject to the condition that the HCFs shall ensure to comply with the effluent standards as notified under Bio-Medical Waste Management Rules, 2016 amended upto date and subsequent amendments if any.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span style="font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">In view of above, it is recommended that Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for 20 no. beds may be granted to the HCF for short period i.e. upto 31/03/2023 subject to the suitable conditions and following additional conditions:</span></p>

<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; mso-font-width: 115%;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">The HCF will apply for fresh consent to operate/ authorization if it increases its bed capacity.</span></p>

The HCF has to comply with the zoning regulation of master plan & to be shifted from the site as and when asked by the Govt./PPCB/ or any concerned Govt. agency.</span></p>
<p class="MsoListParagraphCxSpLast" style="text-align: justify; text-indent: -18.0pt; line-height: 150%; mso-list: l0 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Bookman Old Style'; mso-bidi-font-family: 'Bookman Old Style'; mso-font-width: 115%;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">The HCF shall obtain other statutory approvals required from other departments, if any. </span></p>
