<p class="TableParagraph" style="text-align: justify; text-indent: 35.25pt; margin: .15pt 2.45pt .0001pt 6.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">Now, the industry has proposed to install 2 nos. mechanical dryers and boiler plant to produce </span><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 110%;">Sorted<span style="letter-spacing: .7pt;"> </span>raw<span style="letter-spacing: .8pt;"> </span>rice with dryer/Steamed rice<span style="letter-spacing: .85pt;"> </span>@<span style="letter-spacing: .65pt;"> </span>4.0<span style="letter-spacing: .6pt;"> </span>TPH and Parboiled rice @ 2.0 TPH</span><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"> by using </span><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 110%;">Paddy @ 9.0 TPH after expansion. </span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: 35.25pt; margin: .15pt 2.45pt .0001pt 6.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">Accordingly, the industry has applied for NOC (CTE) for expansion under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981, to produce Sorted raw rice with dryer/Steamed rice @ 4.0 TPH and Parboiled rice @ 2.0 TPH by using Paddy @ 9.0 TPH after expansion with requisite documents and fee under orange category.</span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: 35.25pt; margin: .15pt 2.45pt .0001pt 6.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 110%;">The project </span><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">cost of plant & machinery as per expansion project is Rs. </span><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 120%;">235.0<span style="letter-spacing: -.2pt;"> </span>Lacs</span><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">. The industry has deposited Rs. 10800/- as NOC expansion fee as mentioned at sr. no. (vii), as per the value of fixed assets mentioned in project report submitted by the industry, which is adequate as per the policy of the Board.</span></p>
<p class="TableParagraph"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"> To check the contention of the application submitted, the industry was visited by undersigned on 07/03/2023 and it was observed as under:-</span></p>

<p class="TableParagraph" style="text-align: justify; text-indent: 35.4pt; margin: 0cm 2.45pt .0001pt 7.15pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">The industry has submitted feasibility report mentioning the type of pollution to be involved in the expansion project and its proposed measurements. <p class="TableParagraph" style="text-align: justify; text-indent: 35.4pt; tab-stops: 42.55pt; margin: 0cm 1.75pt .0001pt 7.15pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"> It is pertinent to mention here that the industry has proposed to execute the expansion project in the existing land only for which CLU issued by DTP, Sangrur vide its letter no. 842 DTP(S) RS-I dated 09/06/2022 for land measuring 28 kanal 3 marla only has already been obtained. <strong>No land will be added in the existing land for the installation of proposed new plant & machinery as per the undertaking submitted by the industry (copy enclosed).</strong> </span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: 35.4pt; margin: 0cm 2.45pt .0001pt 7.15pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">Furthermore, as per the policy of the Board for expansion of the rice sheller vide no. </span><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif';"><a href="https://ppcb.punjab.gov.in/sites/default/files/documents/Officeorder%2015.10.2013.pdf" target="_blank" rel="noopener"><span style="color: windowtext; text-decoration-line: none;">Deptt of Science Technology & Environment Govt. of Punjab Order No.10/48/2004/STE(4)/932 dated 15.10.2013</span></a>, following sitting guidelines has been laid down: </span></p>

<p class="TableParagraph" style="text-align: justify; text-indent: 35.4pt; margin: 0cm 2.45pt .0001pt 7.15pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">Accordingly, as per the letter issued by DTP Sangrur vide no. 394 dated 24.3.2022 during the grant of NOC to the rice sheller, there is no MC limit within 2.0 km radius of the site of the rice sheller. </span></p>

<p class="TableParagraph" style="text-align: justify; text-indent: 35.4pt; margin: 0cm 2.45pt .0001pt 7.15pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">From the above, it is clear that the industry is meeting with the specific sitting guidelines prescribed by the Board / Govt., Deptt of Science Technology & Environment Govt. of Punjab Order No.10/48/2004/STE(4)/932 dated 15/10/2013 and hence suitable for expansion of the project.</span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: -14.2pt; margin: 0cm 2.45pt .0001pt 35.5pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;"> </span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: 35.25pt; margin: .15pt 2.45pt .0001pt 6.2pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">No complaint is pending against the industry. The industry was found complying with consent conditions during last visit and consents were granted thereafter.</span></p>
<p class="TableParagraph" style="text-align: justify; text-indent: 35.4pt; margin: 0cm 2.45pt .0001pt 7.15pt;"><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-font-width: 115%;">Keeping in view of above, it is recommended that the consent to establish (NOC expansion) for installation of mechanical dryer (2 nos.) and a boiler plant of capacity 6.0 TPH in its existing land measuring 28 kanal 3 marla, may be granted to manufacture Sorted raw rice with dryer/Steamed rice @ 4.0 TPH and Parboiled rice @ 2.0 TPH by using Paddy @ 9.0 TPH, with suitable conditions as per policy of the Board.</span></p>
<p><span lang="EN-US" style="font-size: 12.0pt; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: Cambria; mso-bidi-font-family: Cambria; mso-font-width: 115%; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;">The competency for grant of consents/NOC to the rice shellers with or without dryer lies with the Environmental Engineer of the Regional Office.</span></p> |
