SCOs of G+3 story building and 42 no. double storied shops in an area of 3.660 acres (14811.37 sqm) having built up area of 19902.55 sqm and generation of Domestic Effluent @ 42 KLD which after treatment in STP of 50 KLD, 30 KLD reused for flushing and 12 KLD discharged into GMADA Sewer with special conditions as under:</span></p> <p class="MsoListParagraphCxSpFirst" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-IN" style="mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span lang="EN-IN">The project proponent shall submit revised layout plan w.r.t. change of location of STP within a period of 03 months.</span></p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-IN" style="mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span lang="EN-IN">The project proponent shall maintain the record of treatment of waste water as well as treated water utilization in the flushing purpose.</span></p> <p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-IN" style="mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span lang="EN-IN">The project proponent shall maintain the record of energy consumption utilized for the operation of STP.</span></p> <p class="MsoListParagraphCxSpLast" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span lang="EN-IN" style="mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </span></span></span><!--[endif]--><span lang="EN-IN">The project proponent shall install a water meter on fresh water supply and all mode of disposals and maintain the record.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">Now, the project proponent has applied for renewal of Consent to Operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 along with requisite documents.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The project proponent has submitted CA Certificate with the value of fixed assets of Rs. 121,07,79,526/- dated 31.01.2023. The project proponent has deposited Rs. 105600/- vide R no. 463212561 dated 07.03.2023. The CTO fee under Water Act, 1974 is adequate till 31.03.2024.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The project proponent has submitted compliance report of the previous Consent to Operate under the Water (Prevention &amp; Control of Pollution) Act, 1974 granted to it.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">The site was visited by the AEE of this office on 09.03.2023 and contacted Sh. Vikas, Senior Manager (7837679001). During visit it was observed as under:</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">1.<span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp; </span>The project site is situated on Airport Road, Mohali and opposite to the Indian School of Business.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">2.<span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp; </span>The project is having 41 no. SCOs on each floor having G+3 configuration and 36 no. DSS on each floor having G+1 configuration. The structure work of the 41 SCOs have been completed and only fa&ccedil;ade plaster work is pending. The structure work of 35 DSS have been completed and finishing work is 95% completed. The construction work of DSS no. 1 is yet to start. No occupancy has come in the project. The representative informed that they are in process of applying for OC from GMADA.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">3.<span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp; </span>The project proponent has completed the development works w.r.t. sewer line network, electricity and sewage treatment. Only connection of treated water line from STP till the toilets of SCOs/DSS are yet to be done. Green area is yet to be developed. </span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">5.<span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp; </span>The project proponent has installed skid mounted STP of capacity 50 KLD based on MBR Technology, in the basement of the commercial sites.<span style="mso-spacerun: yes;">&nbsp; </span>The component of STP consist of bar screen &amp; G trap, anoxic tank, aeration tank, MBR tank, hypo dosing tank, CWT tank. STP is yet to be made operational as no occupancy has come in the project. However, as per the approved layout plan, the STP is marked near the double story shops of 1-6 no., hence the pp has changed the location of STP as per approved layout plan. The pp has not submitted revised layout plan in compliance of special condition of CTO granted to it.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">6.<span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp; </span>The pp has installed DG set of 160 KVA with canopy and inadequate stack height. The pp has not obtained CTO under Air Act, 1981. </span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">7.<span style="mso-spacerun: yes;">&nbsp;&nbsp;&nbsp; </span>02 no. of Rain Water Harvesting (RWH) pits provided.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">8. The pp is yet to install composter at the site for biodegradable solid waste management.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">9. The pp is getting fresh water supply from GMADA and the reading of water meter provided over it was 3613.6 m3.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">In view of above, it is recommended that the pp may be granted CTO under Water Act, 1974 for construction of Commercial Project having 41 no. SCOs of G+3 story building and 35 no. double storied shops in an area of 3.660 acres till 31.03.2024 subject to special condition as under:</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">1. The pp will submit revised layout plan approved from GMADA showing new location of STP, within one month.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">2. The pp will connect the treated water line from STP uptill the toilet of the DSS/SCOs within 1 month.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">3. The pp will install composter of adequate capacity to treat the biodegradable solid waste within one month.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">4. The pp will provide stack of adequate height with the DG set and will obtain CTO under Air Act, 1981 immediately.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">5. <span style="mso-spacerun: yes;">&nbsp;</span>Incase of failure to comply with the above within the given timelines, the CTO granted to the pp may be considered as revoked.</span></p> <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN">Competency: Worthy Chairman</span></p>
