File Note: <p class="TableParagraph" style="text-align: justify; text-indent: 54.15pt; margin: 0in .45pt .0001pt 44.85pt;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt;">It is intimated that the industry proposed to establish a unit for the manufacturing of GARDEN FENCING AND SHEET METAL COMPONENETS (SCAFFOLDINGS) involving the process of machining and galvanizing at village Kaddon Tehsil Payal, Ludhiana and earlier, application of the industry was refused by the Competent Authority due to the reason that the CETP operator (JBR, Focal Point) was given direction not to make any agreement without permission of the Board and industry had not proposed any in-house treatment facility. Now, the CETP operator i.e. M/s JBR Technologies Focal point,phase-8, Ludhiana has been granted permission to make agreements vide Board letter no. 64 dated 09.02.2023, as new CETP for electroplating units namely M/s Bantech Pvt. Ltd., District Mohali has been commissioned. The Board vide order dated 30.09.2023 has demarcated the area of operation of CETPs. Due to which the volume of effluent lifted by M/s JBR technologies Pvt. Ltd. Phase-8 Ludhiana has decreased about 51 KLD. So the CETP has said quantity available with it. </span></p> <p class="TableParagraph" style="text-align: justify; text-indent: 54.15pt; margin: 0in .45pt .0001pt 44.85pt;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt;">Now, the industry has again applied for 'Consent to Establish (NOC)' under the provisions of Water Act, 1974 &amp; Air Act, 1981 for the establishment of the unit to be engaged in the process of manufacturing of garden fencing and sheet metal components (scaffoldings) @ 10.5 T/day involving the process of galvanizing. </span></p> <p class="TableParagraph" style="text-align: justify; text-indent: 54.15pt; margin: 0in .45pt .0001pt 44.85pt;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt;">To verify the facts, the industry was visited by officer of this office on 09.03.2023 &amp; following observations were made:-</span></p> <p class="TableParagraph" style="text-align: justify; text-indent: -13.5pt; mso-list: l0 level1 lfo1; margin: 0in .45pt .0001pt 85.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; letter-spacing: -.1pt;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp; </span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt;">The industry is located at HB No.246, village kaddon, Tehsil Payal, Ludhiana. The construction work of the shed at site has been 80 % completed and no machinery yet installed at site.</span></p> <p class="TableParagraph" style="text-align: justify; text-indent: -13.5pt; mso-list: l0 level1 lfo1; tab-stops: 44.9pt; margin: 0in .45pt .0001pt 85.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; letter-spacing: -.1pt;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp; </span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt;">The industry has submitted DTP/CLU vide no. 3443 dated 11.11.2021 as per which the site of the industry falls in Industrial Land Use Zone as per&nbsp; Master Plan, Ludhiana (2007-2031).</span></p> <p class="TableParagraph" style="text-align: justify; text-indent: -13.5pt; mso-list: l0 level1 lfo1; tab-stops: 44.9pt; margin: 0in .45pt .0001pt 85.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; letter-spacing: -.1pt;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp; </span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt;">There is no educational, residential area, historical and religious place near to this site. </span></p> <p class="TableParagraph" style="text-align: justify; text-indent: -13.5pt; mso-list: l0 level1 lfo1; tab-stops: 44.9pt; margin: 0in .45pt .0001pt 85.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; letter-spacing: -.1pt;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp; </span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt;">The industry has also proposed galvanizing section and the trade effluent will be lifted to M/s JBR Technology Pvt. Ltd., (CETP).</span></p> <p class="TableParagraph" style="text-align: justify; text-indent: -13.5pt; mso-list: l0 level1 lfo1; tab-stops: 44.9pt; margin: 0in .45pt .0001pt 85.5pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt; letter-spacing: -.1pt;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';">&nbsp;&nbsp; </span></span><!--[endif]--><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt;">The industry has already signed agreement of quantity 10000 ltr/month on 21.03.2022 with the CETP operator (JBR Focal Point, Ludhiana) for lifting its trade effluent and same was submitted with previous and present application. Now fresh permission has been given to the CETP operator to sign new agreement which is being regularized by the Competent Authority.</span></p> <p class="TableParagraph" style="margin-right: .45pt; text-align: justify; tab-stops: 44.9pt;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt;">&nbsp;</span></p> <p class="TableParagraph" style="text-align: justify; text-indent: 54.15pt; margin: 0in .45pt .0001pt 44.85pt;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt;">In view of above it is recommended that 'Consent to Establish (NOC)' under the provisions of Water Act, 1974 &amp; Air Act, 1981 may be granted to the industry for one year with suitable conditions as per policy of the Board.</span></p> <p>&nbsp;</p> <p class="TableParagraph" style="text-align: justify; tab-stops: 44.9pt; margin: 0in .45pt .0001pt 0in;"><span style="font-size: 12.0pt; mso-bidi-font-size: 11.0pt;">&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; (Comp, SEE, ZO-1, Ludhiana)</span></p>
