<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.5in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">It is submitted that</span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"> the industry has applied for fresh of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 <span style="background: white;">for the production of industrial packing material @ 720 MT/Year with the disposal of only domestic effluent @ 0.5 KLD </span></span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">onto land for plantation after septic tank</span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; background: white;">.</span><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"> The industry has deposited Rs. 28,050/- vide R. No. 766131645 dated 17.01.2023 (Rs. 20,350/- under Water Act, 1974, Rs. 2200/- NOC fee, Rs. 5000/- under VDS fee and Rs. 500/- as application form fee) and Rs. 25,350/- vide R no. 23488824 dated 17.01.2023 (Rs. 20,350/- under Air Act, 1981 and Rs. 5000/- under VDS fee), which are adequate upto 31.12.2026 under both acts. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.5in; line-height: 150%;"><em><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">It is intimated that the Board vide office order no. 394 dated 21.11.2022 has announced Voluntary Disclosure Scheme (VDS), as per which "Under the scheme the industries/institutes/other establishment have to deposit consent fee w.e.f. 01.11.2018 or from the date of the commissioning of the unit (whichever is later). In case the industry is operating before 01.11.2018 and in between the period of 01.01.2010 to 01.11.2018, the industry shall deposit one time notional fee amounting to Rs. 5000/-." As per the scheme the consent fee submitted by the industry under both Acts is adequate upto 31.12.2026.</span></em></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 1.5in; line-height: 150%; mso-layout-grid-align: none; text-autospace: none;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">The industry was visited by AEE of this office on 09.03.2023 and observed that:-</span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">The industry was in operation and same was engaged in the process of manufacturing of industrial plastic packing material by using fresh plastic granule.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">The industry has installed extruder and cutting machines inside the premises.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">The industry does not generate any trade effluent and domestic effluent @ 0.5 KLD is being discharged onto land for plantation provided along the boundary wall after septic tank.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-font-weight: bold;">4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-font-weight: bold;">The industry has submitted the copy of approved building plan from the competent person under Factory Act.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;">5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">The industry has submitted copy of area classification certificate obtained from ATP, Ludhiana vide no. 1229/ATP dated 16.02.2016 mentioning that the site of the industry falls in Industry Land Use Zone as per Master Plan Ludhiana (2007-2021). </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry has submitted the copy of Udyam Registration Certificate as proof regarding the date of commissioning of the unit i.e. 01.10.2016.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l0 level1 lfo1; mso-layout-grid-align: none; text-autospace: none;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry has not obtained registration under EPR rules.</span></p>

<p style="text-align: justify;"><span style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: PA;">In view of above, it is recommended that consent under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for the period of 06 months with usual conditions and special condition that it shall obtain registration under EPR rules within 01 month.</span></p> |
