<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is submitted that the industry is a small scale red category industry and has been granted Consent to operate under the Water Act, 1974 valid upto 30.05.2018 and Air Act, 1981, valid upto 30.06.2018 for disposing off trade effluent @ 1 KLD lifted by M/s J.B.R Technologies Pvt. Ltd., Ludhiana (CETP operator).</p>
<p style="text-align: justify;">Earlier, the industry was visited by officer of RO on 13.09.2022 and observed that the industry was discharging untreated effluent into sewer and APCD on the galvanizing furnace was not operational.</p>
<p style="text-align: justify;">As such, directions for disconnecting the electric connection of the industry were issued and RO was directed to calculate the amount of EC to be imposed on the industry for degrading the environment.</p>
<p style="text-align: justify;">Now, the industry has applied for consents to operate under the Water Act, 1974 and under the Air Act, 1981 under Green category. The industry has deposited consents fee, which is adequate upto 31.03.2029 under both act.</p>
<p style="text-align: justify;">To verify the facts, the industry was visited by the officer of RO on 28.02.2023 and it was observed as under :-</p>
<p style="text-align: justify;">1. The industry was not in operation during visit and electric connection of the industry has been found disconnected vide TDCO no. 298 dated 20.01.2023.</p>
<p style="text-align: justify;">2. The industry has installed power press machines of various capacities.</p>
<p style="text-align: justify;">3. The industry has also installed one zinc plating plant and Hot Dip Galvanizing process which were not in operation during visit and lying in dismantled conditions. In this regard, the industry has given letter in this office and has requested to seal the polluting section. </p>
<p style="text-align: justify;">4. No trade effluent is generated by the industry and domestic effluent discharged into sewer.</p>
<p style="text-align: justify;">5. The industry has provided one D.G. set of 125 KVA with canopy and adequate stack height.</p>
<p style="text-align: justify;">In view of above, it is recommended that :-</p>
<p style="text-align: justify;">1. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act 1974 may be issued to PSPCL Authorities to restore the electric connection temporarily for six months alongwith sealing of the polluting machinery i.e. Zinc Plating section and hot dip galvanizing section be sealed.</p>
<p style="text-align: justify;">2. Consent to Operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for six months under green category with special condition that the industry shall not start any polluting process without prior permissions of the Board.</p>
<p style="text-align: justify;">3. The Regional Office be requested to process the matter of Environmental compensation separately.</p>
