CTOW/Varied/SAS/2021/15639753 dated 24/05/2021 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/SAS/2021/15639712 dated 24/05/2021 both having validity upto 31/03/2022 for manufacturing of RS/ENA/Industrial Alcohol/Ethanol @ 450 Kilo Liters/Day (with Ethanol production restricted to 330 KLD), FUSEL OIL @ 0.0040 Kilo Liters/Day & feed supplement @ 190.0 T/day as by- product by using<span style="mso-spacerun: yes;"> </span>subject GRAIN @ 955 Metric Tonnes/Day as raw material and CO-GENERATION @ 8.25 Megawatt & CO-GENERATION @ 3.10 Megawatt, subject to certain condition as mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Thereafter, the industry was granted renewal of consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2022/18187199 dated 25.05.2022 which is valid upto 31.03.2023 and the Air (Prevention & </span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin;">Control</span><span style="font-family: 'Tahoma','sans-serif';"> of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2022/18187045 dated 16.05.2022 which is valid upto 31.03.2023 subject to certain terms and conditions mentioned therein.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">Now, the industry has applied for obtaining renewal of 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, for manufacturing of RS/ENA/Industrial Alcohol/Ethanol @ 450 KLD (with Ethanol production restricted to 330 KLD), FUSEL OIL @ 0.0040 KLD & feed supplement @ 190.0 T/day as by- product by using raw materials GRAIN @ 955 MTD and Co-generation @ 8.25 Megawatt & Co-generation @ 3.10 Megawatt, with requisite documents. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The industry has deposited Rs. </span><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN;">783600/- vide online R. No. </span><span style="font-family: 'Tahoma','sans-serif';">849580037 dated 25/02/2022 {Rs. 7,20,000/- under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 63,600/- on account of NOC regularization fees (linked with App. ID. 18011935} and Rs. 1000/- vide online R. no. 812558082 dated 11/03/2022 (linked with App. ID. 18187199). The industry has also </span><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN;">deposited Rs. 720000/- vide online R. No. </span><span style="font-family: 'Tahoma','sans-serif';">750388153 dated 25/02/2022 under Air (Prevention & Control of Pollution) Act, 1981 (linked with App. ID. 18011884) and Rs. 1000/- vide online R. no. 950556112 dated 11/03/2022 (linked with App. ID. 18187045). The industry has deposited Rs. 14400/- vide R. No. 793028400 dated 23.02.2023 as NOC regularization fee. The consent fees deposited by the industry is adequate upto 30.06.2025, against the cost of fixed assets of Rs. 33903.96 lakh as on 31/01/2023.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 70.9pt;"><span style="font-family: 'Tahoma','sans-serif';">The industry has submitted analysis results of the samples of ETP outlet & STP outlet collected on 31.10.2022 by M/s Environ Tech Laboratories, SAS Nagar and results are as under:</span></p>

<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The analysis results revealed that the concentration of various parameters was within the permissible limit. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The industry has submitted compliance report of the previous granted consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Further, compliance special conditions made by the industry is given as under:</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span style="font-family: 'Tahoma','sans-serif';">The site of the industry was earlier jointly visited by Senior Environmental Engineer, Environmental Engineer alongwith AEEs of the Board on 22.12.2022. During the visit, the ground water samples, effluent samples and stack emissions samples were collected as per analysis results received vide Head Office letters endst. no. 2401-03 dated 23.01.2023, endst. no. 901-03 dated 09.01.2023 & endst. no. 403-05 dated 04.01.2023, the conc. of the parameters were within the prescribed limits of the Board as tabulated below:</span></p>
<p class="MsoNormal" style="text-align: justify; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN; mso-bidi-font-weight: bold;">The </span><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-font-weight: bold;">analysis results of ground water samples collected </span><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN; mso-bidi-font-weight: bold;">on 22.12.2022 </span><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-font-weight: bold;">from piezometers and Borewell</span><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN; mso-bidi-font-weight: bold;"> near 55 TPH boiler </span><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-font-weight: bold;">had shown</span><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN; mso-bidi-font-weight: bold;"> the conc. of the COD in the range of 10-26 mg/l and conc. of magnesium hardness is beyond permissible limit. Further, conc. of total hardness and calcium </span><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-font-weight: bold;">is beyond the permissible </span><span style="font-family: 'Tahoma','sans-serif';">limit<span style="mso-bidi-font-weight: bold;"> in ground water </span></span><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN; mso-bidi-font-weight: bold;">near 55 TPH boiler and 66 KVA grid area and conc. of fluoride is also beyond permissible limit in ground water sample of CO2 plant area, near 55 TPH boiler and 66 KVA grid area.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 1.0in; line-height: 150%;"><span lang="EN-IN" style="font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-IN;">The site of the industry visited by the undersigned on 03.03.2023. During the visit, it was observed as under:</span></p>

Both the production plants of capacity 280 KLD and 170 KLD were in operation.</span></p>

UASB reactors, out of which 1 no. UASB reactor was in operation. The industry has already dismantled 03 no. UASB reactors and has converted 01 no. UASB reactor into Fire Fighting Water Holding Tank. Further, the representative of the industry informed that the 7 no. UASBs were earlier installed to treat the quantum of wastewater generated from the processing of Molasses, but now the industry is only engaged in processing of grains to manufacture its product. Therefore, only one UASB reactor is enough to treat the quantum of wastewater generated from the same.</span></p>

The representative of the industry informed that the unit intends to use the lagoon for pisciculture purposes upon complete drying of the same.</span></p>

The ‘Thin Slop’ generated is partly used for slurry making and the rest is fed to the MEE. This MEE and decanter were in operation at the time of visit. The representative of the industry informed that CIP of decanter is carried out on regular basis, but CIP of MEE is carried out once in a month. The condensate generated from the treatment of this effluent from MEE is now been re-channelized/ primarily sent to ETP for treatment before forwarding it to the cooling tower for re-utilization.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.35pt; line-height: 150%; mso-list: l2 level1 lfo2; margin: 0in 0in .0001pt 27.35pt;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-font-weight: bold;">7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-weight: bold;">The industry has installed ETP of capacity 2200 KLD consisting of collection-cum-equalization tank, anaerobic reactor, buffer tank, aeration, clarifier, treated water storage tank, PSF, ACF and softener to treat the wastewater, which was in operation at the time of visit. The industry has installed an online continuous effluent monitoring system for various parameters viz–a-viz as pH, TSS, BOD and COD which is connected with the Punjab Pollution Control Board &CPCB servers. The industry has installed the OCEMS at the outlet of ETP, and the sensor/ probes are placed in a tank after tertiary treatment from which, the treated effluent is carried to plantation area through pipeline and has also re-channelized the pipeline carrying the treated effluent to the cooling towers & connected it to the same tank. The industry is complying with the stipulation of SOP framed by the Board for installation and operation of OCEMS. Samples were collected from the outlet of ETP and the results are awaited.</span></p>

However, during visit, the industry was utilizing only its treated domestic effluent in the agro-forestry developed in about 40 acres of land. The plantation area was found completely dry at some of the places as the industry is rarely discharging its treated trade effluent in the said area. The representative of the industry informed that the unit has achieved ‘Zero Liquid Discharge’ (ZLD) status as it is utilizing the treated wastewater as make-up water for the cooling towers and the it has to use fresh water from borewells for irrigation of the plantation area at times.</span></p>

It was observed that the industry has installed a new bag filter house (BFH) alongside the ESP installed as APCD with the boiler of capacity 55 TPH and provided arrangement to channelize the emissions/ flue gases from the operation of 55 TPH boiler, partly into the ESP and partly into the newly installed BFH. The representative of the unit informed that the said arrangement for diversion of flue gases from the 55 TPH boiler is such that the flue gases (with load of 40 TPH) are being channelized to ESP and the flue gases (with load of 15 TPH) are being channelized to BFH; the treated emissions from both the APCDs are channelized to the wet scrubber installed as an additional pollution control arrangement in series to the said 55 TPH boiler. Further, the industry has installed trima cyclone followed by separate wet scrubber arrangement acting as APCD with the boiler of capacity 30 TPH. </span></p>

The industry has provided piping arrangement to utilize the purge water from the aforementioned wet scrubber(s) for quenching of the fuel ash generated from both the boilers.</span></p>
