<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">It is submitted that the industry is a small scale red category dyeing unit and it was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH4/2022/18685270 dated 06/06/2022, upto 05/12/2022 for production of Dyeing of Polyester/PC Fabrics @ 6650 Kg/day and for discharge of trade effluent @ 995 KLD and domestic effluent @ 05 KLD into CETP 40 MLD (Focal Point Module).</span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 was granted vide no. CTOA/Varied/LDH4/2022/18685223 dated 06/06/2022, upto 05/12/2022 for using rice husk as fuel in its one FBC boiler of capacity 03 TPH with cyclone separator as APCD alongwith adequate stack height & One DG set of capacity 362 KVA with canopy. </span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">Earlier, the industry was visited by a surprise team on 20.09.2020. The team reported that during the visit, manholes near the dyeing cluster of Phase-VIII, Focal Point, Ludhiana and the industries located at the upstream of the manhole, wherein coloured effluent was observed were also inspected. The team further reported that while carrying out the above exercise, dark violet coloured waste water was observed flowing in the sewer manhole located in front of the subject cited industry. Accordingly, the subject cited industry was visited by the team. During the visit the team collected effluent samples from the outlet of the ETP installed by the industry. As per analysis report received from the lab, parameters (TSS 1156 mg/l), (TDS 5379 mg/l), (COD 520 mg/l) and (BOD 190 mg/l) were beyond the prescribed limits of the Board. </span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">Accordingly, the consent to operate granted to the industry under the Water (Prevention & Control of Pollution) Act, 1974 was revoked and directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 were issued for closure of the industry as well as disconnection of electric supply. The direction was conveyed to this office vide letter no. 8635 dated 08.10.2020. </span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">In compliance, the electric supply available to the industry has been disconnected by PSPCL authorities vide TDCO no. 129/56 dated 12.10.2020.</span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">Thereafter, the electricity supply to the industry was restored temporarily upto 31.03.2021 in light of directions issued vide no. 9032-36 dated 20.10.2022. The restoration was further extended upto 30.06.2021 vide order no. 3376-80 dated 19.04.2021. Further, the restoration was extended upto 31.12.2021 vide order no. 5069-73 dated 01.07.2021. Lastly, the restoration letter was issued vide order no. 301-04 dated 06.01.2022 which was upto 30.06.2022.</span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">Apparently, during the issuance of last consent to operate issued dated 06/06/2022, upto 05/12/2022 under both the Acts the restoration of electric connection was approved by the competent authority on 29.05.2022 in application no.<span style="mso-spacerun: yes;"> </span>18685270, however, the letter was not received in this office. <span style="mso-spacerun: yes;"> </span></span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">Now, the industry has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 through OCMMS on 19.02.2023.</span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">As per record, the industry has already deposited consent fee amounting to Rs. 73,440/- vide UTR No. N139211508134473 dated 19.05.2021 under the Air Act, 1981 and Rs. 45,000/- vide R.No. 41/4242 dated 22.06.2016 and Rs. 33,000/- vide R.No. 87/4913 dated 13.02.2019, Rs. 17,800/- vide R.No. 32/5005 dated 18.04.2019 & Rs. 64,800/- vide R.No. N139211508134688 dated 19.05.2021 under the Water Act, 1974 against the gross value of fixed assets Rs. 454.76 Lacs and plant & machinery Rs. 244.01 Lacs as on 31.12.2022, which is adequate upto which was adequate upto 31.03.2026. Now after deducting 10% penalty for late application the fee and NOC regularization fee, the fee is now adequate upto 30.06.2025.<strong style="mso-bidi-font-weight: normal;"> </strong></span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">Accordingly, the industry was visited by the AEE of this office on 24.02.2023 and it was observed as under:-</span></p>

The M.C. sewer in proximity of industry was verified during visit and no connection was observed during the visit. Further, the untreated waste water was being discharged through the dedicated sewer line provided by the PDA.</span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>

Stack emission sample was collected on 15.11.2022</span><span style="line-height: 115%;"> </span><span style="line-height: 115%;">and as per analysis results SPM was found to be 232 mg/Nm3 against the permissible limits 500 mg/Nm3.</span></span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">From above, it evident that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and no action is pending against the industry. </span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">In view of above, if approved, it is proposed as under:-</span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>

<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;">The industry will also dismantle any other connection available for discharge of effluent either into public sewer or PDA conveyer system.</span></li>
<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR.<span style="mso-spacerun: yes;"> </span></span></li>
<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. </span></li>
<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent. </span></li>
<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. </span></li>
<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">The industry shall maintain the record of flow meter installed at source and at the outlet leading to CETP. </span></li>
