Discussed, it is submitted that the proposed  site is located in industrial zone,    as per the land use classification certificate submitted by the industry  from District Town Planner, Ludhiana vide 371 DTP(L) M2A dated 22.02.2022 . In view of facts mentioned above, it is recommended that the “Consent to Establish‟ (NOC) for setting up a Zinc Sulphate Monohydrate plant at Village Bhagwanpura, Sahnewal-Dehlon Road, Ludhiana for production of Zinc Sulphate Monohydrate @ 3000 Metric Ton/Annum (33% Zinc Sulphate Agriculture/Industrial Grade) may be granted for one year with suitable conditions and additional conditions that: <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: normal; mso-pagination: none; mso-list: l0 level1 lfo1; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.95pt 8.0pt 47.0pt;">1.    The industry shall provide necessary pollution control arrangements and other stipulations as per the Standard Operating Practices (SOPs) prescribed by the Central Pollution Control Board for such reprocessing units. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: normal; mso-pagination: none; mso-list: l0 level1 lfo1; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.95pt 8.0pt 47.0pt;">2.    The industry will obtain the permission for the use/abstraction of ground water as per the requirements of Central Ground Water Authority (CGWA). The Board will not be responsible for any loss, in case the CGWA will prohibit the abstraction/use of water on account of non-obtaining of such permission. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: normal; mso-pagination: none; mso-list: l0 level1 lfo1; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.95pt 8.0pt 47.0pt;">3.    The industry shall submit the approved building plan under the Factories Rule, 1952 from the competent authority or the authorized person of the Department of Labour at the time of consent to operate. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: normal; mso-pagination: none; mso-list: l0 level1 lfo1; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.95pt 8.0pt 47.0pt;">4.     The industry shall obtain the statutory clearances/permissions from all other concerned departments. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: normal; mso-pagination: none; mso-list: l0 level1 lfo1; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.85pt 8.0pt 47.0pt;">5.    The industry shall not discharge any trade & domestic effluent (treated or untreated) into choe/ drain /river or in inland surface water at any time or to any other unauthorized place by any unauthorized means and shall reuse the treated effluent in the plant in accordance with the water balance submitted by it. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: normal; mso-pagination: none; mso-list: l0 level1 lfo1; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.85pt 8.0pt 47.0pt;">6.    The industry shall handle the hazardous waste(s) strictly in accordance with the provisions of the Hazardous and Other Wastes (Management and Trans-boundary Movement) Rules, 2016 and guidelines issued by Central Pollution Control Board/Ministry of Environment & Forests and Climate Change, New Delhi. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: normal; mso-pagination: none; mso-list: l0 level1 lfo1; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.75pt 8.0pt 47.0pt;">7.    The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other Environmental Law applicable to him and Rules, Circulars & Directions issued by the Board from time to time. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: normal; mso-pagination: none; mso-list: l0 level1 lfo1; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.75pt 8.0pt 47.0pt;">8.    The industry shall comply with the directions issued by CPCB u/s 18(1)b of Water Act, 1974 and Air Act, 1981 in the matter of manufacturing, storing and import of hazardous chemical Rules, 1989 . <p class="MsoListParagraph" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: normal; mso-pagination: none; mso-list: l1 level1 lfo2; tab-stops: 47.05pt; text-autospace: none; margin: 0in 12.75pt 8.0pt 49.4pt;">9         The industry shall submit the details on onside emergency plan, safety reports and safety audit reports in accordance with the manufacture, storage and import of hazardous chemical rules, 1989, in case the industry or installation handling hazardous chemicals quantity equal to or more than the threshold quantity specified in the said rules.
