<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">It is intimated that the industry is a small scale Orange Category unit and was granted consent under the Water Act, 1974 vide no. CTOW/Renewal/FGS/2019/11803869 dated 17/12/2019 & under the Air Act, 1981 vide no. CTOA/Renewal/FGS/2020/11803854 dated 15/01/2020, both valid upto 30/09/2022 for the manufacturing of Steel Ingots & Roll & Castings @ 70 MTD.<span style="mso-spacerun: yes;"> </span>The industry has obtained NOC for expansion vide no. CTE/EXP/FGS/2020/1326581 dated 15/08/2020 valid upto 14/08/2021 for manufacture of Steel Ingots, Roll & Castings @ 84 MTD with induction furnace of capacity 7 TPH with suitable conditions.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">Now, the industry has applied for obtaining varied 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of steel Ingots, Roll & Castings @ 84.0 MTD, by installing induction furnace of capacity 7 TPH with requisite documents and fee. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 72.0pt; line-height: 150%;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">As per the record file, the previous consent fee deposited by the industry was adequate upto 30/06/2023. The industry has deposited consent fee of Rs. 54000/- each vide UTR. No. AXIC222417610160 & vide UTR. No. AXIC222417609794 dated 29/08/2022 under the Water Act, 1974 and the Air Act, 1981 against the un-depreciated of fixed assets of Rs. 481,.73 Lacs as on 31/07/2022 as per CA Certificate dated 13/08/2022 which is adequate upto 31/03/2028 under both the acts, separately after deducting penalty charges 25%. There is an increase in the cost of fixed assets of about Rs. 189.77 lacs for installation of induction furnace of capacity 7 TPH etc. The industry has submitted details of the increase in the cost of fixed assets and also deposited Rs.</span><span lang="EN-US" style="font-family: 'Tahoma',sans-serif;"> </span><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">8400/- vide UTR no. AXIC222417611060</span> <span lang="EN-US" style="font-family: 'Tahoma',sans-serif;">dated 29/08/2022 </span><span lang="EN-US" style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma',sans-serif;">as NOC regularization fee, which is adequate. </span></p>
<p class="MsoListParagraph" style="margin: 0cm; margin-bottom: .0001pt; mso-add-space: auto; text-align: justify; text-indent: 72.0pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry has got its stack emission analysis carried out by Imarat Engineering Lab (NABL) <span style="mso-spacerun: yes;"> </span>on 10/03/2023 and as per report, the concentration of SPM is 24 mg/Nm3, which is with permissible limits.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;"><span style="mso-tab-count: 2;"> </span>To verify the contents of the application the industry was visited by AEE of this office on 02/03/2023 and contacted Sh. Rohit Garg, Director of the industry at site. During visit, it was observed as under:</span></p>

<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;"><span style="mso-spacerun: yes;"> </span><span style="mso-tab-count: 2;"> </span>The Board vide letter no. 1955-57 dated 18/01/2023 has informed that department of Water Resources (RD and GR), Central Ground Water Authority, Ministry of Jal Shakti Govt. of India, New Delhi under Section 5 of the Environment (Protection) Act, 1986 has issued directions vide order dated 6/4/2022 that “It shall be mandatory for the project proponent abstracting ground water to obtain No objection Certificate from Central Ground Water Authority or the concerned State/UT Ground Water Authority as the case may be in the compliance conditions in consent to operate and consent to establish issued by the State pollution control Board”</span></p>
<p class="MsoBodyText" style="text-align: justify; text-indent: 75.7pt; line-height: 115%; tab-stops: 504.0pt; margin: 9.8pt 2.5pt .0001pt 12.0pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:</span></p>
<p class="MsoBodyText" style="margin-top: 9.8pt; text-align: justify; text-indent: 87.7pt; line-height: 115%; tab-stops: 504.0pt;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify;"><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;"><span style="mso-tab-count: 2;"> </span>In view of above mentioned facts, if approved, it is recommended that varied 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for production of Steel Ingots, Roll & Castings @ 84 MTD, may be granted to the industry upto <strong>30/09/2027</strong> with suitable conditions and following special conditions:</span></p>
<p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 49.5pt;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall comply with the guidelines/SOPs provided by PSCST, Chandigarh in the effective operation of APCD.</span></p>

<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 49.5pt;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall provide complete pavement of roads within the premises within one month and submit compliance.</span></p>
<p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 49.5pt;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall keep a qualified person to handle the operation and maintenance of the APCD. </span></p>
<p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-indent: -27.0pt; mso-list: l1 level1 lfo2; margin: 0cm 0cm .0001pt 49.5pt;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">7.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 12.0pt; line-height: 115%; font-family: 'Tahoma',sans-serif;">The industry shall provide appropriate & adequate APCD to control the emissions generated form the metal recovery section (slag crushing and sieving process) within one month and submit compliance.</span></p>
