Ø  The industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Renewal/BTI/2020/12900748 & CTOA/Renewal/BTI/2020/12899090 dated 11.08.2020, for operation of milk plant to process raw milk @ 100 TPD with validity upto 31.03.2023 with suitable conditions along with special conditions that- 1.    The industry will ensure scientific disposal of its fuel ash. 2.    The industry will maintain its green belt as per the Karnal technology and shall ensure scientific disposal of the effluent. 3.    The industry will operate the ETP regularly and scientifically and shall maintain proper record of the effluent generated/treated/discharged. 4.    The industry shall obtain the permission of CGWA for abstraction of ground water, if required. Ø  Now, the industry has applied for renewal of consent to operate under the provisions of the Water Act, 1974 and Air Act, 1981 for operation of milk plant to process raw milk @ 100 TPD with requisite documents. Ø  The industry has deposited the consent fee of Rs. 3,18,000/- through online vide no. 643270582 dated 20.02.2023 under the Water Act, 1974 and Rs. 3,18,000/- through online vide no. 781517953 dated 20.02.2023 under the Air Act, 1981, against the fixed assets of Rs. 3517.15 lacs, which is valid upto 31.03.2028. The industry has also deposited the NOC regularization fee of Rs. 14,400/- through online vide no. 482844316 dated 27.02.2023. Ø  The industry has submitted an undertaking that the increase in fixed value assets is due to installation of automatic machinery (for avoiding human contact with milk and milk products) to provide hygienic and quality products to the customers. They also built infrastructure at village dairy cooperative societies to procure good quality milk as per food safety standards from the farmers. Further, the milk handling capacity of the plant is same as per the previous consent. Ø  Earlier, the industry was visited by AEE of this office along with JSO from Head Office Lab, Patiala on 09.11.2021, 23.09.2022 and now again visited on 22.02.2023, during visit one no. air emission sample was collected each time from the port hole on stack after APCD (Boiler 4 TPH). As per analysis reports, the concentration of particulate matter was 298 mg/Nm3, 219 mg/Nm3 and 397 mg/Nm3 respectively, which is within the permissible limit as prescribed by the Board. Ø  Similarly, the industry was also visited on 27.07.2021, 29.03.2022 and 18.08.2022 by officer from this office and treated effluent samples were collected and each time the concentration of various parameters is within the permissible limits as prescribed by the Board. (Copies of analysis reports attached) Ø  The industry was visited by officers of the Board on 22.02.2023 and it was found as under: - 1.    The industry was in operation for production of various milk products including ice cream unit. 2.    The industry has installed 2 no. boilers of 4 TPH capacity each. Out of two no. boilers installed by the industry only one no. boiler of thermax make was in operation. 3.    The industry has installed an effluent treatment plant of capacity 480 KLD consists of Inlet collection tank<span lang="EN-US" style="font-size: 10.5pt; font-family: Wingdings; mso-ascii-font-family: Verdana; mso-hansi-font-family: Verdana; mso-bidi-font-family: Tahoma; color: black; mso-themecolor: text1; mso-char-type: symbol; mso-symbol-font-family: Wingdings;">à anaerobic tank <span lang="EN-US" style="font-size: 10.5pt; font-family: Wingdings; mso-ascii-font-family: Verdana; mso-hansi-font-family: Verdana; mso-bidi-font-family: Tahoma; color: black; mso-themecolor: text1; mso-char-type: symbol; mso-symbol-font-family: Wingdings;">àaeration tank with diffused aeration system <span lang="EN-US" style="font-size: 10.5pt; font-family: Wingdings; mso-ascii-font-family: Verdana; mso-hansi-font-family: Verdana; mso-bidi-font-family: Tahoma; color: black; mso-themecolor: text1; mso-char-type: symbol; mso-symbol-font-family: Wingdings;">àsettling tank<span lang="EN-US" style="font-size: 10.5pt; font-family: Wingdings; mso-ascii-font-family: Verdana; mso-hansi-font-family: Verdana; mso-bidi-font-family: Tahoma; color: black; mso-themecolor: text1; mso-char-type: symbol; mso-symbol-font-family: Wingdings;">à outlet, for treatment of trade effluent & domestic effluent generating from the industry, which was in operation. The industry has installed flowmeter at the outlet of ETP and as its record is being maintained by the industry on daily basis. 4.    The industry has developed an area of about 9 acres under plantation within its premises and adjoining the ETP area with ridges & furrows for the discharge of treated effluent onto land for plantation, where the effluent is being discharged in scientific manner and the area is being maintained by the industry.   5.    The fuel ash generated from burning of rice husk in the boiler was kept in wet condition near the boilers area and the representative of the industry claimed that the same is dumped in the low-lying areas through covered trolleys. 6.    The industry has installed one no. DG set of capacity 500 KVA equipped with canopy of adequate stack height. 7.    The industry has failed to submit permission from CGWA, however, representative of the industry informed that they will start using canal water instead of ground water within one month.              Keeping in view of above, it is recommended that renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for a period upto 31.03.2028 as per the adequacy of consent fees, subject to the specific condition.
