CTE/Fresh/BTI/2022/20081538 dt. 26.10.2022, with validity upto 17.10.2023, for establishment of brick kiln with induced draft High Draft Zig-Zag Firing Technology to manufacture bricks & tiles @ 30,000 nos./day, subject to the conditions mentioned therein. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -34.7pt; line-height: normal; mso-pagination: none; mso-list: l3 level1 lfo2; tab-stops: 35.45pt; text-autospace: none; margin: .4pt .2pt 0cm 14.2pt;">Ø    Now, the industry has applied for obtaining fresh consents to operate under the Water Act, 1974 & Air Act, 1981 for operation of brick kiln with induced draft High Draft Zig-Zag Firing Technology to manufacture bricks & tiles @ 30,000 nos./day under orange category. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -34.7pt; line-height: normal; mso-pagination: none; mso-list: l3 level1 lfo2; tab-stops: 35.45pt; text-autospace: none; margin: .4pt .2pt 0cm 14.2pt;">Ø    The kiln has deposited consent fee of Rs. 14,500/- through online vide R.no. 274825163 dated 31.01.2023 under Air Act, 1981 and Rs. 14,500/- through online vide R.no. 205156047 dated 31.01.2023 under Water Act, 1974, which is adequate upto 30.09.2027 against the fixed asset of Rs. 43.70 lac as per the C.A. certificate. Ø    The brick kiln was visited by the AEE of this office on 10.03.2023 and it was observed as under: 1. The kiln was not in operation during visit. <p class="MsoListParagraphCxSpFirst" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 113%; mso-list: l0 level1 lfo4; tab-stops: 35.45pt; margin: 5.05pt .2pt 0cm 32.2pt;">2.    The kiln has provided a ladder and a plat form with the stack for collection of emission sample. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 113%; mso-list: l0 level1 lfo4; tab-stops: 35.45pt; margin: 5.05pt .2pt 0cm 32.2pt;">3.    The kiln has stabilized the periphery road / movement area. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 113%; mso-list: l0 level1 lfo4; tab-stops: 35.45pt; margin: 5.05pt .2pt 0cm 32.2pt;">4.    The kiln has provided adequate plantation all along its boundary. <p class="MsoListParagraphCxSpLast" style="mso-add-space: auto; text-align: justify; text-justify: inter-ideograph; text-indent: -18.0pt; line-height: 113%; mso-list: l0 level1 lfo4; tab-stops: 35.45pt; margin: 5.05pt .2pt 0cm 32.2pt;">5.    The industry does not generate any trade effluent and domestic effluent is discharged onto land for plantation after treatment in septic tank. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -35.45pt; line-height: normal; mso-pagination: none; mso-list: l2 level1 lfo1; tab-stops: 35.45pt; text-autospace: none; margin: 0cm .2pt 0cm 14.2pt;">Ø    The kiln is complying with the code of practice prescribed by the Board for the brick kin in the state and directions issued by Govt./ PPCB from time to time.  The kiln is also complying with the recommendations given by the CSIR-Central Building Research Institute, Roorkee in the feasibility report for adopting operating practice as well as fuel feeding practice. The industry is also complying with the provision of Water Act, 1974. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -35.2pt; line-height: 113%; mso-pagination: none; mso-list: l2 level1 lfo1; tab-stops: 35.45pt; text-autospace: none; margin: 0cm .2pt 0cm 14.2pt;">Ø    Keeping in view of above, it is re commended that consent to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the brick kiln for production of bricks & tiles @ 30,000 no./day under orange category for a period up to 30.09.2027, subject to the suitable conditions along with the following specific conditions: - <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 115%; mso-pagination: none; mso-list: l1 level1 lfo3; text-autospace: none; margin: 3.7pt .2pt 0cm 14.2pt;">1.        This consent is granted subject to the orders passed by the Hon'ble High Court for the States of Punjab & Haryana/ Hon'ble National Green Tribunal or Other Judicial Authority in the case spending or being filed with regard to the operation of brick kilns in the State. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 115%; mso-pagination: none; mso-list: l1 level1 lfo3; text-autospace: none; margin: 3.7pt .2pt 0cm 14.2pt;">2.        This consent is granted subject to the performance evaluation of new technology adopted by the brick kilns. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 115%; mso-pagination: none; mso-list: l1 level1 lfo3; text-autospace: none; margin: 3.7pt .2pt 0cm 14.2pt;">3.        The BKO will obtain Environmental Clearance under EIA notification for mining of brick clay to be used as raw material for the manufacture of bricks and submit the same, within two months. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 115%; mso-pagination: none; mso-list: l1 level1 lfo3; text-autospace: none; margin: 3.7pt .2pt 0cm 14.2pt;">4.        The industry shall comply with code of practice for brick kiln and shall achieve the prescribed standard notified by MOEF&CC. <p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; text-indent: -21.25pt; line-height: 115%; mso-pagination: none; mso-list: l1 level1 lfo3; text-autospace: none; margin: 3.7pt .2pt 0cm 14.2pt;">5.        The industry shall not generate/ discharge any trade effluent and shall discharge only Domestic Effluent onto land for plantation after passing through septic tank.
