<p style="text-align: justify;"><span lang="EN-US">RO has reported that earlier Con</span><span lang="EN-US">sent to Establish (NOC) for pollution angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 was granted to the industry vide online reference no. CTE/Fresh/PKT/2020/12881634 dated 08/09/2020, which was valid upto 07/09/2021, under orange category. Earlier, industry was visited by the AEE on 15/12/2022 and observed as under:-</span></p>
<ol style="text-align: justify;" start="1" type="1">
<li><span lang="EN-US">The industry is a dairy unit engaged in the manufacturing of dairy products.</span></li>
<li><span lang="EN-US">The industry was in operation during visit.</span></li>
<li><span lang="EN-US">The industry has not installed Effluent Treatment Plant.</span></li>
<li><span lang="EN-US">The trade effluent was being discharged into sewer without any treatment.</span></li>
<li><span lang="EN-US">The industry has installed one no. Baby Boiler and wood is used as fuel.</span></li>
<li><span lang="EN-US">The industry has failed to obtain consents to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 till date.</span></li>
</ol>
<p style="text-align: justify;"><span lang="EN-US">The report in this regard was sent to competent authority of the Board for taking action under 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and the competent authority has issued directions for the closure of the unit to the PSPCL authorities vide Board’s letter no. 430-31 dated 10/08/2021 for disconnection of electric connection. The PSPCL authorities have disconnected the power supply of the said industry and has submitted the TDCO no.1000208330224 dated 02/03/2023 of the same.</span></p>
<p style="text-align: justify;"><span lang="EN-US"> Now, the industry has applied for obtaining fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 through OCMMS in a totally paperless manner by uploading necessary documents as PDF under orange category.</span></p>
<p style="text-align: justify;"><span lang="EN-US"> The industry has deposited Rs. 18,000/- each vide UTR No. N061232353100856 & N061232353097139 dated 03/03/2023 & Rs. 7200/- vide UTR No. N061232353101950 dated 03/03/2023 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 500/- vide UTR No. N061232353096459 dated 03/03/2023 as Form Downloading fee against total gross value of fixed assets worth Rs. 58,98,486/- as on 31/03/2022 and same are adequate upto 30/09/2023 under both Acts. The industry has submitted building plan endorsed approved architect. </span></p>
<p style="text-align: justify;"><span lang="EN-US"> Now, industry was visited by the AEE on 09/03/2023 and observed as under:-</span></p>
<p style="text-align: justify;"><span lang="EN-US">1. </span><span lang="EN-US">The industry is a dairy unit engaged in the manufacturing of dairy products.</span></p>
<p style="text-align: justify;"><span lang="EN-US">2. </span><span lang="EN-US">The industry was not in operation due to disconnection of power supply.</span></p>
<p style="text-align: justify;"><span lang="EN-US">3. </span><span lang="EN-US">The industry has now installed Effluent Treatment Plant. The ETP consists of equalization tank- aerobic bioreactor- secondary clarifier- filter.</span></p>
<p style="text-align: justify;"><span lang="EN-US">4. </span><span lang="EN-US">The trade effluent will be discharged into PSIEC sewer after treatment.</span></p>
<p style="text-align: justify;"><span lang="EN-US">5. </span><span lang="EN-US">The industry has installed one no. Baby Boiler with adequate stack height and wood is used as fuel.</span><span lang="EN-US"> </span><span lang="EN-US"> </span></p>
<p style="text-align: justify;"><span lang="EN-US"> </span><span lang="EN-US"> </span><span lang="EN-US">RO has recommended as under:-</span></p>
<p style="text-align: justify;">1. The consent to operate under Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted for six months period.</p>
<p style="text-align: justify;">2.<span lang="EN-US"> </span>PSPCL Authorities may be directed to restore electric connection of the unit temporarily for six months period.</p>
<p style="text-align: justify;"><span lang="EN-US">In view of above, it is recommended as under:-</span></p>
<p style="text-align: justify;">1. The consent to operate under Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted for six months period with the conditions that the industry shall get analyzed its effluent samples thrice by the Board lab within this consented period.</p>
<p style="text-align: justify;">2.<span lang="EN-US"> <span lang="EN-US"> </span></span>The directions u/s 33-A of Water Act, 1974 may be issued to <span lang="EN-US">PSPCL Authorities to restore electric connection of the unit temporarily for six months period.</span><span lang="EN-US"> </span></p>
