CTOW/Renewal/LDHKH/2019/10909393 dated 10/09/2019, valid upto 31/03/2021 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/LDHKH/2019/10909356 dated 12/09/2019, both valid upto 31/03/2021 for the manufacturing of Bars, Angle, Channel @ 45.0 MTD, auto renewed upto 30/09/2021 as per PPCB office order no. 316 dated 21/05/2021. </span></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; background: white;">It is pertinent to mention here that the industry had applied for obtaining renewal of 'consent to operate' under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide application no. 19714573 (W) and 19714543 (A) dated 05.09.2022, which were returned back due to following reason:<span style="mso-spacerun: yes;"> </span></span></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-indent: 1.0in; line-height: 115%;"><em><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; background: white;">"The subject cited application for renewal of CTO under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 has been examined by this office. Since, the matter regarding conversion of fuel from coal to PNG or any other cleaner fuel is under consideration of Competent Authority of the Board. Hence, the application could not be decided at this stage and is being returned in original."</span></em></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; background: white;">Hence, the industry has not deposited penalty fee further. However, the subject cited industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 and Air Act, 1981 with requisite documents. </span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; letter-spacing: .05pt; mso-bidi-font-weight: bold;">The industry has earlier deposited </span><span lang="EN-US" style="font-family: 'Bookman Old Style','serif';">Rs. 1100/- vide UTR No. AXSK222380010639 dated 26/08/2022 and Rs. 43200/- vide UTR No. AXSK222380010583 dated 26/08/2022 and now <span style="mso-bidi-font-weight: bold;">Rs. 8100/- vide e-R No. 487957949 dated 10/03/2023</span><strong style="mso-bidi-font-weight: normal;"> </strong><span style="mso-bidi-font-weight: bold;">under Water Act and</span><strong style="mso-bidi-font-weight: normal;"> </strong><span style="mso-bidi-font-weight: bold;">Rs. 8100/- vide e-R No. 204086472 dated 10/03/2023 </span>as Water and Air consent fee <span style="background: white;">against the un-depreciated fixed assets of Rs. 255.33 Lacs as on 31/05/2022 as per CA certificate dated 03/06/2022, which is adequate upto <strong>31/12/2023</strong> as per Board's Office Order dated 29/10/2018 after deducting NOC regularization charges. The industry has also deposited </span><span style="mso-bidi-font-weight: bold;">Penalty charges of Rs</span>. 21600/- vide UTR no. AXSK222520014420 dated 09/09/2022 (100% of one year fee).</span></p>
<p class="MsoBodyText" style="margin-bottom: 12.0pt; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; background: white;">The industry was visited by the AEE of this office alongwith ASO, Air Lab, Head Office, Patiala <strong>on 21.02.2023</strong> and during visit, it was observed as under:</span></p>

<p class="MsoBodyText" style="text-indent: 1.0in; line-height: 115%; margin: 12.0pt 0in 12.0pt 0in;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; background: white;">Moreover, no complaint has been received/pending in this office. The industry has submitted stack emission sampling was carried out by Board's lab on <strong>21.02.2023</strong>. As per the analysis results, the concentration of SPM is found to be <strong>112 mg/Nm3</strong>, which is within the permissible limits of 150 mg/Nm3 as laid down by the Board. The industry is complying with consent conditions under both acts with Environmental laws. </span></p>
<p class="MsoNormal" style="margin-bottom: 12.0pt; text-align: justify; text-indent: 1.0in; line-height: 115%;"><span lang="EN-US" style="font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; mso-fareast-language: EN-IN;">In the meeting held under the Chairmanship of Shri Vijay Kumar Janju, Chief Secretary, Punjab with the representatives of rolling mills operating in Mandi Gobindgarh Area on 30/12/2022 at 12:00 noon regarding their conversion of fuel from Coal/Furnace Oil to PNG, it was unanimously decided that the rolling mills operating in Mandi Gobindgarh area may be granted relaxation for some time for converting from their conventional fuels to cleaner fuels and the Competent Authority of the Board may consider/ decide regarding extending the validity of the Consents to Operate till finalization of State Fuel Policy or 31/12/2023, whichever is earlier subject to suitable conditions.</span></p>

However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."</span></strong></p>

CEE(HQ)/F.No.957/2016/59 dated 02/02/2016 has decided that the Board shall grant renewal of NOC / Consent to operate within 7 days to all types of industries falling under Orange and Green category, without visiting the industry on the basis of submission of documents self attested by the Owner / Director /Managing partner of industry and deposition of fee prescribed by the Board for such type of industries. The data, processes and pollution control measures installed by the industry shall be verified at a later date by visiting the site as per inspection guidelines. Further, as per PPCB office order no. 443 dated 09.08.2021</span><span lang="EN-US">, </span><span lang="EN-US" style="font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-fareast-theme-font: minor-fareast; mso-bidi-font-family: Tahoma; color: windowtext; mso-bidi-language: PA; mso-bidi-font-weight: bold;">the Board in its 185th meeting held on 07.01.2021 has decided to extend the facility for auto generated renewal to all categories of small scale industries / projects, without inspection / physical verification of the environmental parameters at the time of application(s).</span></p>
