<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is submitted that the industry is a small scale orange category unit and was granted Consent to Operate under the Water Act, 1974 and Air Act, 1981, both valid upto 30.09.2024 in the name of M/s D.M. Construction Co.</p>
<p style="text-align: justify;">Now, the industry has applied for varied Consent to Operate under the Water Act, 1974 and Air Act, 1974 in the name and style of M/s S.P. Bansal Const Co, Location-I (Previously Known as D.M. Construction Co.) by installing automatic batch mixing plant by replacing conventional hot mix plant. The industry has deposited consents fee, which is adequate upto 30.09.2032 under both Acts.</p>
<p style="text-align: justify;">The industry was visited by the officer of RO on 27.02.2023 and it was observed as under:-</p>
<p style="text-align: justify;">1. The hot mix plant was not in operation during visit.</p>
<p style="text-align: justify;">2. The hot mix plant has installed automatic batch mixing plant by replacing conventional hot mix plant with dust collector followed by wet scrubber with re-circulation system as APCD to contain the emissions from rotary drum, which was found in line. The industry has maintained the recirculation tank.</p>
<p style="text-align: justify;">3. The industry has provided adequate stack height after APCD with sample collection facilities.</p>
<p style="text-align: justify;">4. The hot mix plant has installed one no. bitumen heaters and adequate stack heights have been provided with these heaters.</p>
<p style="text-align: justify;">5. The hot mix plant has stabilized the movement area with stone aggregates within its premises.</p>
<p style="text-align: justify;">6. The hot mix plant has provided three no. D.G sets of capacity @ 30 KVA & 150 KVA with canopies and adequate stack height.</p>
<p style="text-align: justify;">7. The hot mix plant has provided the septic tank for treatment of domestic effluent with provisions to discharge onto land for plantation.</p>
<p style="text-align: justify;">8. The hot mix plant has planted trees along with boundary in the premises.</p>
<p style="text-align: justify;">9. The point wise compliance of the code of practice is attached herewith.</p>
<p style="text-align: justify;">As per the cost of plant has been reduced from the Rs. 1.77 cr. to Rs. 1.33 cr. The application ID remains R14LDH41601352. The industry has submitted fresh partnership deed. The industry has submitted copy of land use classification certificate from District Town Planner, Ludhiana vide 446 dated 20.02.2023 mentioning that the site falls under industrial Zone and as per approved Master Plan of Ludhiana.</p>
<p style="text-align: justify;">Keeping in view of above, it is recommended that the varied consent to Operate under the Water Act, 1974 and Air Act, 1981 may be granted to the hot mix plant up to 30.09.2032 with suitable conditions and with special condition that:-</p>
<p style="text-align: justify;"> </p>
<p style="text-align: justify;">1. The hot mix plant will get its stack emission sample analyzed from Board Lab within one month.</p>
<p style="text-align: justify;">2. The hot mix plant will comply with the SOP prescribed by the Board in true letter and spirt.</p>
