File Note: <p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p> <p style="text-align: justify;">It is submitted that the industry is a small scale orange category unit. The industry has applied for fresh consent to operate under the Water Act, 1974 and Air Act, 1981 for the manufacturing of Premix @ 90 T/Hrs.</p> <p style="text-align: justify;">The industry has deposited consents fee, which is adequate upto 07.02.2033 under both Acts against gross value of fixed assets Rs. 32,50,000/- and plant &amp; machinery Rs. 15,00,000/- as on 30.12.2022.</p> <p style="text-align: justify;">The industry was visited by the officer of RO on 27.02.2023 and it was observed as under:-</p> <p style="text-align: justify;">1.&nbsp;&nbsp;&nbsp;&nbsp;The hot mix plant was not in operation during visit.</p> <p style="text-align: justify;">2.&nbsp;&nbsp;&nbsp;&nbsp;The hot mix plant has provided dust collector followed by wet scrubber with re-circulation system as APCD to contain the emissions from rotary drum, which was found in line. The industry has maintained the recirculation tank. The industry has provided adequate stack height after APCD with sample collection facilities.</p> <p style="text-align: justify;">3.&nbsp;&nbsp;&nbsp;&nbsp;The hot mix plant has stabilized the movement area with stone aggregates within its premises.</p> <p style="text-align: justify;">4.&nbsp;&nbsp;&nbsp;&nbsp;The hot mix plant has provided two no. D.G sets of capacity @ 30 KVA &amp; 150 KVA with canopies and adequate stack height.</p> <p style="text-align: justify;">5.&nbsp;&nbsp;&nbsp;&nbsp;The hot mix plant has provided the septic tank for treatment of domestic effluent with provisions to discharge onto land for plantation.</p> <p style="text-align: justify;">6.&nbsp;&nbsp;&nbsp;&nbsp;The hot mix plant has planted trees along with boundary in the premises.</p> <p style="text-align: justify;">7.&nbsp;&nbsp;&nbsp;&nbsp;The point wise compliance of the code of practice is attached in AEE note.</p> <p style="text-align: justify;">8.&nbsp;&nbsp;&nbsp;&nbsp;The industry has submitted copy of land use classification certificate from District Town Planner, Ludhiana vide 1619 dated 08.07.2022 mentioning that the site falls under Local Planning Area of village Manuke (2017-2037) whose Master Plan has not been finalized.</p> <p style="text-align: justify;">9.&nbsp;&nbsp;&nbsp;&nbsp;The industry has submitted lease deed dated 07.02.2023 as proof of date of commissioning.</p> <p style="text-align: justify;">10.&nbsp;The industry has submitted distance certificate from SDM Jagraon dated 15.12.2022 mentioning that :-</p> <p style="text-align: justify;">&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The site is located 5KM away from the Municipal Corporation, Ludhiana/ Municipal Committee Jagraon.</p> <p style="text-align: justify;">&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The site is located&nbsp;2 KM away from Town and city limits.</p> <p style="text-align: justify;">&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The site is located 500 mtr away from the Lal Lakir/Firni of village.</p> <p style="text-align: justify;">&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The site is located 500mtr away from the Wild life and Bird Sanctuary.</p> <p style="text-align: justify;">&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The site is located 500 mtr away from National highway/ bypass/ State Highway /Scheduled Road.</p> <p style="text-align: justify;">&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The site is located 300 mtr away from Residential colony/15 pucca houses.</p> <p style="text-align: justify;">&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;The site is located 300 mtr away from Education Institute/Historical Places/ Religious places and protected monuments.&nbsp;</p> <p style="text-align: justify;">The master plan of the area is yet to be finalized and the HMP is complying with the siting criteria. &nbsp;</p> <p style="text-align: justify;">Keeping in view of above, it is recommended that the Consent to Operate under the Water Act, 1974 and under the Air Act, 1981 may be granted to the hot mix plant up to 30.09.2032 with suitable conditions and with special condition that :-</p> <p style="text-align: justify;">1.&nbsp;&nbsp;&nbsp;&nbsp;The hot mix plant will get its stack emission sample analyzed from Board Lab within one month.</p> <p style="text-align: justify;">2.&nbsp;&nbsp;&nbsp;&nbsp;The hot mix plant will comply with the SOP prescribed by the Board in true letter and spirt.</p> <p style="text-align: justify;">Competency : SEE (ZO)</p> <p>&nbsp;</p>
