<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: .5in; line-height: normal; background: white;"><span lang="EN-US" style="mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Tahoma; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">Accordingly, the proposal was sent to the District Town Planner, Amritsar and the Tehsildar Patti vide this office letter nos. 75 and 76 dated 20.01.2023, respectively with the request to submit reports regarding their concerned parameters as required in view of the sitting guidelines prescribed by the State Govt. vide order dt. 15.10.2013.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span lang="EN-US" style="mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Tahoma; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;"> <span style="mso-tab-count: 1;"> </span>The industry has now applied for consent to establish (NOC) through OCMMS for the establishment of rice sheller unit to manufacture raw rice @ 07 TPH with dryer along with sortex machine to produce sorted rice @ 05 TPH. The details of case is as under:</span></p>

<p class="MsoListParagraph" style="margin-left: 1.0in; text-align: justify; text-indent: -.25in; mso-list: l3 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">a)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">Site falls in the local planning area of Patti and master plan of same is under preparation. Site likely to fall in the agriculture zone of Master Plan under preparation and establishment of rice sheller unit is suitable at this site.</span></p>
<p class="MsoListParagraph" style="margin-left: 1.0in; text-align: justify; text-indent: -.25in; mso-list: l3 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">b)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;"> Site falls at distance of 5.75 Km outside the limits of Nagar Council Patti.</span></p>
<p class="MsoListParagraph" style="margin-left: 1.0in; text-align: justify; text-indent: -.25in; mso-list: l3 level1 lfo2; background: white;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">c)<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">There is no national highway/state highway, Bye-pass and scheduled road within 500 m radius of the site.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The Tehsildar, Patti vide letter dated 06.03.2023 has sent report, as per which site area of 56 Kanal 19 Marla bearing khasra no. </span><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif';">68//9 (7-2), 10 (7-16), 11 (8-0), 12 (7-12), 68//19 (7-12), 20 (8-0), 21/2 (3-12), 22/1 (2-1), 22/2 (5-4) </span><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">in the revenue estate of village Sarhali Kalan , Tehsil and Distt. Tarn Taran belong to the name of M/s Baba Bheem Nath Agro Food. There is no village lallakeer/phirni, wild life sanctuary, zoo, designated residential colony, educational institute, historical religious place and protected monument within 500 m radius of the site.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The industry has submitted feasibility report proposing to install Cyclone separators as air pollution control devices to contain the dust emissions from shelling section of capacity 05TPH of raw rice and paddy pre-cleaner with the dryer section separately, which seems adequate in principle.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The industry has proposed to discharge only domestic effluent onto land for irrigation through treatment in septic tank.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1; background: white;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The industry has submitted project report, as per which proposed gross fixed assets of the industry will be 340.65 lacs and accordingly it has deposited Rs. 8400/- vide no. N030232307416327 dated 30/01/2023) and Rs. 2400/- vide No. N054232343273697 dated 23.02.2023 as NOC regularization fee, adequate for a period of one year.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span lang="EN-US" style="mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Tahoma; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The site of proposed rice sheller unit was visited by undersigned on 10.03.2023 and it was observed as under –</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo3; background: white;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The site falls on the link road, kairon shakri road, having approach road of width more than 16.5 feet as required in compliance to the siting criteria for these types of units.</span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo3; background: white;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The site is surrounded by agricultural area from three sides and no construction work has been started at the site. Agriculture crop was lying on the site. As per representative, they will start the construction at site after the harvesting of crop. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo3; background: white;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">There were 07 no. scattered pucca houses within 500 radius of the site. There is no village lallakeer/phirni, wild life sanctuary, zoo, designated residential zone, educational institute, historical religious place and protected monument within 500 m radius of the site. </span></p>
<p class="MsoListParagraph" style="margin-left: .25in; text-align: justify; text-indent: -.25in; mso-list: l1 level1 lfo3; background: white;"><!-- [if !supportLists]--><span style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">An electric wire passes through the proposed site of the rice sheller unit. As per representative they will commence construction at site only after removal of this electric wire from the site. </span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span lang="EN-US" style="mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Tahoma; color: red; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;"> <span style="mso-tab-count: 1;"> </span></span><span lang="EN-US" style="mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Tahoma; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">Therefore, in view of the above, site of the industry is suitable for establishment of a rice shelling unit with dryer and sortex machine as per the guidelines dated 15.10.2013 of the State Govt. and has submitted proposal to contain process emissions generated from such type of units.</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; line-height: normal; background: white;"><span lang="EN-US" style="mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Tahoma; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;"> <strong>Recommendations:</strong> -</span></p>
<p class="MsoNormal" style="mso-margin-top-alt: auto; mso-margin-bottom-alt: auto; text-align: justify; text-indent: .5in; line-height: normal; background: white;"><span lang="EN-US" style="mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Tahoma; mso-ansi-language: EN-US; mso-fareast-language: EN-IN; mso-bidi-language: PA;">Keeping in view of above, it is recommended that consent to establish (NOC) may be granted to the industry for establishment of rice sheller unit to manufacture raw rice @ 07 TPH with dryer along with sortex machine to produce sorted rice @ 05 TPH, subject to the suitable conditions along with specific condition that:</span></p>
<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo4; background: white;"><!-- [if !supportLists]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-ansi-language: EN-US;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The industry shall always comply with the conditions of verification report issued by DTP Amritsar regarding the site vide its letter no. 110 dated 31.01.2023.</span></p>
<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo4; background: white;"><!-- [if !supportLists]--><span lang="EN-US" style="mso-ansi-language: EN-US;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The consent to establish (NOC) is valid for site measuring 56 Kanals 19 Marla bearing khasra nos. 68//9 (7-2), 68//10 (7-16), 68//11 (8-0), 68//12 (7-12), 68//19 (7-12), 68//20 (8-0), 68//21/2 (3-12), 68//22/1 (2-1) and 68//22/2 (5-4) Tehsil and<span style="mso-spacerun: yes;"> </span>District Tarn Taran.</span></p>

<p class="MsoListParagraph" style="margin-left: .5in; text-align: justify; text-indent: -.25in; mso-list: l2 level1 lfo4; background: white;"><!-- [if !supportLists]--><span lang="EN-US" style="mso-ansi-language: EN-US;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span lang="EN-US" style="font-size: 11.0pt; font-family: 'Tahoma','sans-serif'; mso-ansi-language: EN-US;">The industry shall submit approved building plan for the designated authority at the time of obtaining consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.</span></p> |
