<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is submitted that the industry is a small scale orange category unit, the industry was earlier granted consent to operate under Water Act, 1974 for the production of garments @ 1500 numbers/day and for discharge of trade effluent @ 0.2 KLD Evaporation by electrical heating, which is valid upto 22.03.2023.</p>
<p style="text-align: justify;">Further the directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 were issued to the PSPCL authorities to restore the electric connection of the unit temporarily upto 22.03.2023 vide Board’s letter no. 5971 dated 23.09.2022.</p>
<p style="text-align: justify;">Now the industry has applied for renewal of consent to operate under Water Act, 1974. The industry had already deposited consent fee, which is adequate upto 31.03.2025.</p>
<p style="text-align: justify;"> The unit was visited by the officer of RO on 09.03.2023 & observed that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry is engaged in the process of manufacturing and printing of garments and the same was in operation during the visit.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has installed 01 automatic circular printing machine and table printing section inside the premises.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has made arrangement to evaporate its trade effluent @ 0.2 KLD generated from the washing of screens with the help of forced evaporators and the domestic effluent @ 1.3 KLD is being discharged into the MC sewer.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->The industry has constructed 02 settling tanks having sizes 3’x3’x4’ each for collection and evaporation of trade effluent being generated from the washing of screens. The industry has provided 04 no. electric heaters of capacity 04 KW each for evaporation of the effluent. During the visit evaporation system was in operation, which is adequate in principle.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->The industry has already submitted the copy of building plan approved from the competent authority under Factory Act, 1948.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The industry has already submitted the copy of electricity bill as proof of date of commissioning i.e. 05.04.2017.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->7. <!--[endif]-->The industry has submitted continuity certificate from ATP, Municipal Corporation, Ludhiana vide no. 649/ATP/A/D dated 23.05.2022 mentioning that the site of the industry falls in mixed Industrial Mix Zone as per Master Plan Ludhiana.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->8. <!--[endif]-->The industry has been visited thrice by officer of the Board on 23.02.2022, 22.08.2022 and 09.03.2023 after disconnection of the electric connection of the industry. Hence the electric connection can be restored permanently as per protocol prescribed by the Board.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->9. <!--[endif]-->The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974.</p>
<p style="text-align: justify;"> In view of above, it is recommended that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 may be issued to restore the electric connection of the industry permanently.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 31.07.2023 with usual conditions and special conditions that the industry shall comply with the zoning regulation of Master Plan of Ludhiana and shall shift its unit accordingly.</p>
