<p class="MsoNormal" style="text-align: justify; text-indent: 76.5pt;"><span style="font-size: 10pt; line-height: 15.3333px; font-family: Tahoma, 'sans-serif'; background: white;">It is submitted that the rice sheller was granted renewal of consents to operate under the Water Act, 1974 vide no. CTOW/Renewal/BAR/2022/18270599 dated 11/04/2023 & the Air Act, 1981 vide no. CTOA/Renewal/BAR/2022/18270585 dated 11/04/2023, both valid upto 31/03/2023, for manufacturing of Raw Rice (without sortex machinery and without Dryer) @ 2.0 TPH by processing Paddy @ 3.0 TPH, as raw material.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 76.5pt;"><span style="font-size: 10pt; line-height: 15.3333px; font-family: Tahoma, 'sans-serif'; background: white;">Now, the industry has applied for obtaining renewal of consent to operate under the Water Act, 1974 & the Air Act, 1981 for operation of rice sheller unit to produce </span>Raw Rice (without sortex machinery and without Dryer) @ 2.0 TPH by processing Paddy @ 3.0 TPH<span style="font-size: 10pt; line-height: 15.3333px; font-family: Tahoma, 'sans-serif'; background: white;">, as raw material.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 76.5pt;"><span style="font-size: 10pt; line-height: 15.3333px; font-family: Tahoma, 'sans-serif'; background: white;">The industry has deposited consent fee of Rs. 4350/- through online vide UTR No. SBIN423062878628 dated 03/03/2023 under Water Act, 1974 and Rs. 4350/- through online vide UTR No. SBIN423062884674 dated 03/03/2023 under Air (Prevention & Control of Pollution) Act, 1981. The fee deposited by the rice sheller is adequate upto 31/08/2024 against the value of fixed assets of Rs. 44.48 lacs as per CA certificate dated 01/03/2023.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 76.5pt;"><span style="font-size: 10pt; line-height: 15.3333px; font-family: Tahoma, 'sans-serif'; background: white;">It is further informed the industry has submitted latest CA certificate, which shows that there is no increase in the value of plant & machinery of the industry. The rice sheller has also submitted compliance report of the conditions of the consent earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 & the Air (Prevention & Control of Pollution) Act, 1981, latest CA certificate and an undertaking to the effect that the rice sheller is complying with the conditions of the consents earlier granted to it. The industry has submitted an undertaking that they will comply with the guidelines/ notification of the Punjab Pollution Control Board/ Punjab Govt. regarding installation of bag filter. The industry has also submitted the compliance report of conditions of the consents earlier granted to it under the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 76.5pt;"><span style="font-size: 10pt; line-height: 15.3333px; font-family: Tahoma, 'sans-serif'; background: white;">The industry has also submitted the undertaking stating that the leas deed of the rice sheller is valid upto 31/08/2024 and has requested to grant the CTO under the Water Act, 1974 and the Air Act, 1981 upto 31/08/2024.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: 76.5pt;"><span style="font-size: 10pt; line-height: 15.3333px; font-family: Tahoma, 'sans-serif'; background: white;">It is pertinent to mention here that the Board vide Office Order No. 59 dated 09/08/2014 has decided to grant auto renewal of Consent to Operate/ Establish to Orange & Green Category of Industries within 7 days of its application submission without the need of visiting the site/ premises of the industry, in order to facilitate the industry.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; line-height: 15.3333px; font-family: Tahoma, 'sans-serif'; background: white;">Keeping in view of above mentioned facts, it is, therefore, recommended that renewal of consent to operate under the Water Act, 1974 & the Air Act, 1981 may be granted to the industry upto 31/08/2024 for the production of Raw Rice (without sortex machinery and without Dryer) @ 2.0 TPH by processing Paddy @ 3.0 TPH, as raw material, subject to the suitable conditions as per the policy of the Board and following special conditions that the industry shall get its APCD monitored from Board’s lab & shall submit analysis report to the Board within two month, after commissioning of the unit in the coming season.</span></p> |
