<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">Earlier, the industry was granted consent to operate under the Water Act, 1974 valid upto 13.09.2017 and Air Act, 1981, valid upto 30.06.2019 for dyeing of Acrylic Yarn @ 3000 Kgs/day with discharge of 320 KLD into sewer after treatment through ETP & domestic effluent @ 1.0 KLD into sewer along with boiler of capacity 3.0 TPH with trima cyclone separator as APCD with conditions mentioned therein.</p>
<p style="text-align: justify;">Thereafter, the industry was obtained ‘Consent to Establish’ / NOC for shifting of its unit at new location at Jaswal Complex, Opp Central Jail, Tajpur Road, Ludhiana, valid upto 20.01.2022.</p>
<p style="text-align: justify;">Thereafter, the industry was visited on 18.06.2022 and it was observed violating the provisions of the Water Act, 1974. Accordingly, directions were issued to the PSPCL authorities to disconnect the supply of the industry. The electric connection of the unit was disconnected by the PSPCL authorities from the pole vide TDCO no. 72/298 dated 08.08.2022.</p>
<p style="text-align: justify;">Thereafter, the industry had shifted from New Shakti Nagar, Ludhiana to new location at Jaswal Complex, Opp Central Jail, Tajpur Road, Ludhiana.</p>
<p style="text-align: justify;">Now, the industry has applied for varied consent to operate under the Water Act, 1974 & the Air Act, 1981 under green category for knitting of fabrics @ 4 T/day with discharge of domestic effluent @ 2 KLD into sewer without any water & air polluting process. The industry has also requested to restore the electric connection for green category.</p>
<p style="text-align: justify;">The industry has deposited consent fee deposited by the industry is adequate upto 26.02.2024 under both acts.</p>
<p style="text-align: justify;">Accordingly, the industry was visited by the officer of RO on 06.03.2023 and it was observed that:-</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->The industry was not in operation due to disconnection of electric supply of the industry.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->The industry has removed all the dyeing & water polluting machinery from this location and has shifted at its new unit at Tajpur Road, Ludhiana</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->3. <!--[endif]-->The industry has installed only knitting machines at the site.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->4. <!--[endif]-->There is no air polluting machinery/boiler/ DG set has been installed at site.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->5. <!--[endif]-->There is no source of generation of trade effluent only domestic effluent will be discharge into MC sewer.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->6. <!--[endif]-->The industry has granted permission by the MC, Ludhiana vide letter no. 1214/ATP-B/D dated 18.05.2018 for the operation of the unit upto August, 2023.</p>
<p style="text-align: justify;">The detail of amendment in unified zoning regulations of Master Plans notification dated 24.09.2021 (Copy attached) is as under:-</p>
<p style="text-align: justify;">"C) Industries in Industrial Mixed Zone within the Municipal Limits:</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->I. <!--[endif]-->No new industrial units shall be allowed to be set up in the Industrial Mixed Zone within the municipal limits.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->II. <!--[endif]-->All modernization/expansion within the existing industrial premises shall be permitted with no increase in pollution load on environment.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->III. <!--[endif]-->All expansion beyond the limits of existing industrial premises shall only be permitted for Green category industries, and shall be subject to fulfilling of the following conditions:</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->a) <!--[endif]-->Use of Rice husk, Coal, wood and Pet coke as fuels shall not be permitted.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->b) <!--[endif]-->Use of ZLD effluent treatment technology by the individual unit or treatment through CETP based on ZLD technology.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->c) <!--[endif]-->Wherever specific siting guidelines are prescribed by State Govt./ PPCB, etc. for industries vis-ã-vis residential areas/ other establishments, the liability to adhere to these guidelines shall lie with the activity which comes later on vice-versa principles.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->d) <!--[endif]-->Wherever green buffer zone is required as per the PPCB norms, the activity which will comes later shall be liable to adhere to the norms of reserving minimum green buffer as per requirement from their own land."</p>
<p style="text-align: justify;">The industry was earlier a scattered dyeing unit, the dyeing unit was shifted to the CETP 50 MLD compatible area at Tajpur Road. The industry has proposed dry unit under green category, which are allowed in the mix land use. Further, the case of the industry has considered as modernization with no increase in pollution load as it has changed its process from dyeing to knitting of fabrics in the same premises with same name and style and no trade effluent generation. </p>
<p style="text-align: justify;">In view of above, if approved, it is recommended that:</p>
<p style="text-align: justify;"> </p>
<p style="text-align: justify;"><!-- [if !supportLists]-->1. <!--[endif]-->Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 be issued to the PSPCL authorities for restoration of electric supply of the industry for six months.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->2. <!--[endif]-->Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry for six months under green category for knitting of fabrics @ 4 T/day with discharge of only domestic effluent @ 2 KLD into sewer with usual conditions & special condition that the industry will not install any water polluting process in this unit.</p>
