<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">Earlier, the industry was a washing unit and were discharging untreated effluent into the conveyance system of 50 MLD. As such, directions u/s 33-A of the Water (Prevention & Control of Pollution) Act 1974 were issued for disconnection of the electric connection and same was disconnected by PSPCL vide TDCO no. 77/298 dt. 16.08.2022. However, the industry was found during visit on 16.12.2022. The industry was found operational and added a dyeing process.</p>
<p style="text-align: justify;">Accordingly, the industry was given personal hearing before the SEE, ZO-II, Ludhiana on 09.02.2023, Wherein it was decided as under:</p>
<p style="text-align: justify;">1. Consent to operate under Water Act, 1974 applied by the industry be refused.</p>
<p style="text-align: justify;">2. The industry shall not operate its water polluting process till it obtain NOC for operating of dyeing at the said location.</p>
<p style="text-align: justify;">3. A registered letter be written to PSPCL Authorities regarding non-compliance of the directions issued u/s 33-A of the Water Act, 1974 for disconnection of electric connection available to the industry and to check how the electric connection continues, even for adjoining plot.</p>
<p style="text-align: justify;">4. Regional Office-3, Ludhiana shall contact the PSPCL authorities regarding effective compliance of the directions issued u/s 33-A of the Water Act, 1974 for disconnection of electric connection available to the industry.</p>
<p style="text-align: justify;">Accordingly, consents were refused on 27.02.2023 and as per decision no. 3, PSPCL was written by this office letter no. 989 dated 03.03.2023. However, no reply has been received till date. Further, RO has taken up with the PSPCL authorities for disconnection of electric connection of the unit. The electric connection of the unit now has been disconnected by the PSPCL authorities.</p>
<p style="text-align: justify;">Now, the industry has applied for fresh ‘Consents to Operate’ under the Water Act 1974 and under the Air Act, 1981 for dyeing & washing of caps @ 300000 Nos/year with discharge of trade effluent @ 5 KLD onto land for plantation after treated through ETP & domestic effluent @ 0.5 KLD into sewer along with 01 baby boiler of capacity 0.5 TPH. The industry had already deposited consent fee, which is adequate upto 30.06.2025 under both acts.</p>
<p style="text-align: justify;">The industry has submitted certificate regarding classification of area from ATP, Municipal Corporation, Ludhiana vide no. 2850/ATP/B/D dated 24.08.2022 is stating that the site of the industry falls in industrial zone.</p>
<p style="text-align: justify;">Accordingly, the site of the industry was visited by AEE of RO on 03.03.2023 and observed as under:-</p>
<p style="text-align: justify;">1. The industry was not in operation during visit & its electric connection was lying disconnected from pole.</p>
<p style="text-align: justify;">2. The industry is engaged in dyeing & washing of army caps.</p>
<p style="text-align: justify;">3. The industry has installed one dyeing/ washing tub capacity (500 Pcs caps, water 250 Ltr), 04 felting machines (3 à 250 pc cap, 1 à 500 PC cap). The process was not in operation due to disconnection.</p>
<p style="text-align: justify;">4. The industry has installed ETP consist of screening, collection tank, chemical dosing, flocultor, tube settler, sump and filters. The ETP was not in operation due to non- operation of the unit. The adequacy of the same will be checked after operation of the unit.</p>
<p style="text-align: justify;">5. The industry has provided new water meter at water supply and outlet of ETP.</p>
<p style="text-align: justify;">6. The industry has provided new sapling in an area around 75 Sq yards inside the unit and 300 Sq yard in the adjoining plot for the disposal of treated effluent. The plantation area is adequate as comparison to the proposed discharge of the industry.</p>
<p style="text-align: justify;">7. The industry has provided one Hazardous waste room of capacity 8’ X 8’ X 10’ for the storage of hazardous waste and same found empty during visit.</p>
<p style="text-align: justify;">8. The industry has installed one wood fired baby boiler with adequate stack height.</p>
<p style="text-align: justify;">9. The industry has ensured to comply with the pollution control laws in future.</p>
<p style="text-align: justify;">In view of above, it is recommended that:</p>
<p style="text-align: justify;">1. Directions be issued u/s 33-A of the Water Act, 1974 to the PSPCL authorities for temporarily restoration of the electric connection of the unit for six months.</p>
<p style="text-align: justify;">2. Suitable amount of Environmental Compensation be imposed to the industry.</p>
<p style="text-align: justify;">3. Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for six months with usual conditions and with special condition that the industry shall dispose of its treated trade and domestic effluent onto land for plantation in environmental sound manner.</p>
