<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->· <!--[endif]-->The project proponent has applied for obtaining ‘Consent to Establish’ / NOC under the provisions of the Water Act, 1974 & the Air Act, 1981 for establishment of service station/workshop for Servicing & Washing of Cars @ 20 Nos/day with discharge of trade effluent @ 2.6 KLD into sewer after treatment through ETP & domestic effluent @ 0.8 KLD into sewer alongwith one DG set of capacity 50 KVA. The project proponent has deposited NOC fee, which is adequate. </p>
<p style="text-align: justify;"><!-- [if !supportLists]-->· <!--[endif]-->The industry has submitted letter issued by ATP, Ludhiana vide no. 3160/ATP/B/D dated 20.12.2022 stating that the site falls under Commercial Zone as per Master Plan Ludhiana and as per Unified Zoning Regulation, Light Motor Vehicles (LMV) Auto Mobile Showrooms and Workshops Including Painting & Washing are allowed.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->· <!--[endif]-->The Govt. vide its order dated 10.10.2019 has issued the directions u/s 5 of the Environment protection Act, 1986 in which directions has been issued that no new consent or enhancement of existing consent to discharge industrial effluent into municipal sewer shall be given by PPCB. </p>
<p style="text-align: justify;"><!-- [if !supportLists]-->· <!--[endif]-->In the directions u/s 5 dated 10.10.2019, MC Ludhiana has also been directed that no new connection or enhancement of existing connection by MC Ludhiana. MC Ludhiana shall not grant any new connection or enhancement of existing connection to municipal sewer for discharging industrial effluents.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->· <!--[endif]-->The MCL vide its letter no. 1045/ACE/B2 dated 22.02.2023 has also granted the permission to this unit for discharging its treated effluent into the municipal sewer.</p>
<p style="text-align: justify;"><!-- [if !supportLists]-->· <!--[endif]-->The proposed effluent generation by workshop is only 2.6 KLD, which will be generated only from the washing of vehicles and will be treated further through captive ETP before discharge into MC sewer.</p>
<p style="text-align: justify;">Keeping in view of above, it is recommended that consent to establish/ NOC may be granted to the service station for discharge of treated trade effluent @ 2.6 KLD into municipal sewer after taking legal opinion in this regard whether allowing of industrial discharge into MC sewer is in violation of the directions u/s 5 by the State govt. as the MC, Ludhiana has already granted permission for discharge of industrial effluent.</p>
