<p style="text-align: justify;"><span lang="EN-US">It is submitted that the industry was earlier granted consent to operate under the Water Act, 1974 vide no. CTOW/Renewal/FGS/2021/16796642 dated 16/9/2021, valid upto 30/9/2023 and the Air Act, 1981 vide no. CTOA/Renewal/FGS/2021/16796643, dated 16/9/2021 valid upto 30/9/2022 for manufacturing of Raw Rice @ 2.67 T/Hour (without drier) by using Paddy @ 4 T/Hour as raw material subject to conditions mentioned therein.</span></p>
<p style="text-align: justify;"><span lang="EN-US">Now, the industry has applied for renewal of consent to operate granted under the Water Act, 1974 for manufacturing of Raw Rice @ 2.67 T/Hour (without drier) by using Paddy @ 4 T/Hour as raw material under Orange Category along with requisite documents. The industry has also deposited of Rs. 16800/- vide online R. no. 26985265</span> dated 11/3/2023 Water Consent fee (alongwith Rs. 500/- as application form fee) against the fixed assets of Rs. 101.41 Lakhs as on 22/11/2022 as per CA certificate dated 22/11/2022 submitted by the industry. Therefore, the consent fee deposited by the industry under the Water Act, 1974 is adequate upto 30/9/2024.</p>
<p style="text-align: justify;"><span lang="EN-US">The industry has also submitted stack emissions sampling reports and analyzed by NABL Laboratory carried out on 17/2/2023. As per the report, the concentration of particulate matter is 302.3 mg/Nm3 (From port hole on stacks of Rice Shelling Sections after APCD), which are within the permissible limits as prescribed by the Board. </span></p>
<p style="text-align: justify;"><span lang="EN-US">The industry has also submitted compliance report of consent conditions earlier granted to it under the Water Act, 1974.</span></p>
<p style="text-align: justify;"><span lang="EN-US">As per modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 regarding harmonization of classification of industrial sectors under red, orange, green, white categories vide its letter dated 07.03.2016 along with the "Final documents on revised classification of industrial sectors under red, orange, green & white categories" which also includes the consent period for which the consents are to be granted to red, orange & green category industries for five years, ten years & 15 years respectively. The Board vide its letter no. 9982-1003 dated 27.03.2018 has requested this office to strictly follow consent validity criteria as mentioned in the modified directions issued by CPCB u/s 18(1) (b) of the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
<p style="text-align: justify;"><span lang="EN-US">It is pertinent to mention here that the Board vide Office Order No. 59 dated 2/2/2016 decided to grant auto renewal of Consent to Operate/ Establish to Orange & Green Category of Industries within 7 days of its application submission without the need of visiting the site/ premises of the industry, in order to facilitate the industry. </span></p>
<p style="text-align: justify;"><span lang="EN-US">Keeping above in view, it is recommended that the consent to operate granted under the Water Act, 1974 to the industry may be renewed upto 30/9/2024 for manufacturing of Raw Rice @ Raw Rice @ 2.67 T/Hour (without drier) by using Paddy @ 4 T/Hour as raw material under Orange Category subject to certain condition and following additional conditions that: </span></p>
<p style="text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">1. </span><!--[endif]--><span lang="EN-US">This consent is valid for manufacturing of Rice @ Raw Rice @ 2.67 T/Hour by using Paddy @ 4 T/Hour. </span></p>
<p style="text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">2. </span><!--[endif]--><span lang="EN-US">The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).</span></p>
<p style="text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">3. </span><!--[endif]--><span lang="EN-US">The industry shall make plantation in the open area, where the same is feasible, to contribute to increase in the green cover and shall inform the Board in this regard before commissioning of the unit before next shelling season. </span></p>
<p style="text-align: justify;"><!-- [if !supportLists]--><span lang="EN-US">4. </span><!--[endif]--><span lang="EN-US">The industry shall inform the Board in writing as and when any change is occurred in the Partnership Deed / Proprietorship / Memorandum of Article of Association, especially with regard to the name and address of the Partner / Proprietor / Director / Subscriber etc, and in any case the industry fails to do so and later on it comes to the notice of the Board that there is any change in Partnership Deed / Proprietorship / Memorandum of Article of Association, action as deem fit under the provision of said Act shall be taken.</span></p>
