Kindly find attached the detailed inspection report along with agenda note. Further observations are as under:- Earlier, the industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 through offline mode which were valid up to 31/03/2016 on the name & style of M/s Sevson Agro Chemicals, O/s Old Octroi Post, G.T. Road, Amritsar for manufacturing of Zinc Sulphate @ 2 MTD by using Sulphuric Acid & Zinc Ash as raw materials.           The industry was sent numerous notices/reminders (by post) to apply for obtaining renewal of consents under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974, but the industry was failed to apply for the renewal of the same. Thereafter, the notice for violation of the provisions of the Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 was serve through special messenger and it was found that the industry was lying closed. On further enquiry from nearby people it was found that the industry was lying closed from few years. Accordingly, the report was sent to Zonal Office, Amritsar.           Now, the industry has applied for obtaining consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 on the new name & style of M/s A.R. Agro Chemicals. The project proponent has submitted a lease deed mentioning that he has taken up the complete project on lease starting from 15/12/2022 up to 28/02/2028. The project proponent has also submitted MSME certificate, site plan/location plan, electricity bill and Letter issued by DTP, Amritsar bearing no. 1342 dated 10/07/2012, in which it was stated that the site of the industry falls within the area reserved for industries.           The industry was visited by officer of this office on 06/03/2023 and observed as under:- 1.    The industry is engaged in the process of manufacturing of Zinc Sulphate by reacting Zinc Ash and Sulphuric Acid into a reaction vessel. 2.    The industry has provided reaction vessel, filter press, cooling jacket and hydro-extractor for the manufacturing of product. 3.    The industry has provided collection tank for the storage of extracted water from the different processes which reuse into the process for manufacturing of final product. 4.    The industry has provided a wet scrubber as an APCD with recirculation tank and pump motor fitted over it. 5.    A stack of height 10 ft above the roof level is provided with proper sampling arrangements. 6.    Only domestic effluent is into sewer. 7.    The industry has not installed any D.G. set inside its premises.           It is further intimated that the industry is complying with the provisions of Water Act, 1974 and Air Act, 1981. The industry falls in Orange category in the small-scale sector and competency to decide the case lies with Senior Environmental Engineer of the Board.           Keeping in view of above, if approved, it is recommended that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry up to 30/09/2023 with suitable terms & conditions along with special condition that the industry will get analyze its emission samples within 02 months from Board’s Lab / Board’s Approved Lab.
