It is submitted that the industry is a rice sheller unit, which falls under small scale orange category and has been established after obtaining consent to establish (NOC) vide no. CTE/Fresh/FZR/2022/19242721 dated 31.07.2022, valid upto 30.07.2023 for the  manufacturing of Raw rice with dryer @ 9.0 TPH alongwith sortex machine of capacity 4.0 TPH of sorted rice, under Orange category, with certain conditions mentioned therein and following special conditions as under:- 1.            The industry shall comply with the terms and conditions mentioned in the DTP letter issued vide no. 636 DTP(F) FSP-13-FZR dated 08/06/2022 and letter memo no. 910 DTP(F) FSP-13 dated 27/07/2022 by the Competent Authority.                        Now, the industry has applied for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981 for the manufacturing of Raw rice with dryer @ 9.0 TPH alongwith sortex machine of capacity 4.0 TPH of sorted rice, under Orange category. The detail of case is as under:-                        The industry has submitted completion certificate regarding installation of cyclone separators as APCD for the Pre-cleaning section and sheller section as per attached drawings/ specifications.                        The rice sheller has submitted partnership deed executed on dated 04.05.2022 between 1. Sh. Banwari Lal Gupta S/o Sh. Om Parkash, R/o New Abadi, Street No. 3, Talwandi Bhai, Distt. Ferozepur and 2. Sh. Sachin Jain S/o Sh. Rajinder Kumar Jain, R/o H. No. G-43, Oyster Garden, Ireo Water Front, Dewatwal, Distt. Ludhiana in which it is mentioned that both the above partners have decided to run the business of rice sheller unit in the name & style of M/s G.G.M. Agro Products with head office at Ferozepur-Mukatsar Road, Village Dhira Patra, Tehsil &District Ferozepur under duly executed partnership deed dated w.e.f.04.05.2022.                        The industry has submitted approved building plan from Competent Person under the Deptt. of Factories.                        The industry has deposited Rs. 54,000/- vide UTR/Ref. No.  SBIN123039891227 dated 08.02.2023 and Rs. 36,000/- vide UTR/Ref. No.  SBIN523042855912 dated 11.02.2023 as water consent fee under the Water Act, 1974 and Rs. 54,000/- vide UTR/Ref. No. SBIN223039995893 dated 08.02.2023 and Rs. 36,000/- vide UTR/Ref. No. SBIN523042857487 dated 11.02.2023 as air consent fee under the Air Act, 1981, against the fixed assets of Rs. 639.30 Lakhs as on 31/01/2023 as per CA certificate dated 15/02/2023 submitted by it. Thus, the consent fee is adequate upto 30/09/2027 under each Acts.                        The industry was visited by AEE of this office on 13.03.2023 and it was observed as under:- 1.            The industry was not in operation during visit. The industry has installed machinery for the production of sorted raw rice with 2 dryer. 2.            The industry has covered all the processing sheds. 3.            The industry has provided brick paved road from main gate of the industry to the rice room/husk area for the movements of vehicles. 4.            The industry has provided separate Cyclone Separator as APCD along with stack of adequate height to control the process emission from shelling section (1&2) as well as paddy cleaner of  dryer. 5.            The industry has provided stack of adequate height with the APCD and provisions to facilitate emission sampling. 6.            The industry has provided brick wall of adequate length & height around husk discharge / storage area and further mesh wire has been provided above the said wall, the height of said wall is 15 feet. 7.            The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation along the boundary. 8.            The industry has planted trees along its boundary wall.                        The industry is complying with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office.                          Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2027 for operation of rice sheller unit to manufacture Raw rice with dryer @ 9.0 TPH alongwith sortex machine of capacity 4.0 TPH of sorted rice, under Orange category, subject to the suitable conditions.
