A.   It is intimated the industry is small scale red category dyeing unit. The industry was granted ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2022/20231523 dated 16.12.2022 valid upto 15.03.2023 for production of dyed knitted fabric /yarn @ 4510 Kgs/day with discharge of trade effluent @ 414.5 KLD & domestic effluent @ 0.5 KLD into conveyance system of CETP 50 MLD with conditions mentioned therein. B.   Now, the industry applied for renewal of ‘Consent to Operate’ under the Water (Prevention & Control of Pollution) Act, 1974 through OCMMS for production of dyed knitted fabric /yarn @ 4510 Kgs/day with discharge of trade effluent @ 414.5 KLD & domestic effluent @ 0.5 KLD into conveyance system of CETP 50 MLD. C.   The industry had already deposited Rs. 36000/- under the Water Act, 1974, which is adequate upto 30.11.2023. D.   The industry was visited by the officer of the Board on 06.03.2023 and it was observed as under:- 1.    The industry was in operation. 2.    The industry has installed 07 soft flow machines (5 of 300 Kg each, 1 of 450 Kg & 1 of 600 Kg) having 17 chambers. The industry has also installed one winch machine of capacity 300 Kg for washing process. The winch machine has already sealed by this office. 3.    The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 480 KLD from its total 21 chamber of soft flow & one winch machine of capacity 300 Kg. The industry at site presently has installed only 17 chambers of soft flow. However, the industry has granted 415 KLD shares on 22.07.2022 of CETP, hence the discharge of the industry is 65 KLD more than the share allotted to it. Hence around 14% machinery of the industry was required to be sealed i.e. one winch machine of capacity 300 Kg, which was sealed during visit on 17.10.2022 as per directions of the Competent Authority of the Board. 4.    The industry has submitted the detail of nos of lots, nos of bath, liquor ratio, production and corresponding effluent generation and same is enclosed in the list of the documents submitted by the industry and matching with the data given in the application form. 5.    Presently the minimum value between the effluent generation as per GNE report and CETP share allotted to the industry is being considered by the Competent Authority for grant of consent as already approved in such cases. Accordingly, the industry presently has applied for trade effluent & domestic effluent discharge @ 415 KLD into CETP. 6.    The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its trade & domestic effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l1 level1 lfo1; tab-stops: 512.6pt; margin: 0in 4.7pt .0001pt .5in;">7.    The industry has provided the arrangement to re used its cooling water and steam condensate. 8.    The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply. 9.    Further, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level. 10. It is submitted that the industry is an existing unit at Tajpur Road, Ludhiana. The industry has not submitted any land use certificate. However, as per the Common land use certificate issued by the DTP vide letter no. 1313-DTP(L)/I-16 dated 13.04.2011.  Right side of the Tajpur Road falls in the Residential Zone and left side to the falls in the Industrial Zone. This unit falls on left side of Tajpur Road in Mahavir Jain Colony and there are industrial establishment adjoining to this unit. <span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; font-weight: normal; mso-bidi-font-weight: bold;">Till the finalization of the allotment of the shares of CETP 50 MLD, it is recommended that: 1.    Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be considered for grant upto 30.11.2023 (as per adequacy of consent fee) for the discharge of trade effluent & domestic effluent @ 415 KLD into conveyance system of CETP 50 MLD subject to the condition that:- (i)      The industry will install EMF at inlet water supply also within 01 month. (ii)    The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. (iii)   The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. (iv)   The industry shall maintain the record of flow meter installed at outlet leading to CETP. (v)    The industry shall not generate/discharge trade & domestic effluent more than 415 KLD without obtaining prior permission of the Board.
