A)   It is submitted that the industry is small scale red category dyeing unit. The industry was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH3/2023/20457939 dated 03.01.2023 valid upto 02.04.2023 for dyeing of Polyester Fabric @ 10000 Kg/day with discharge of trade effluent @ 601.5 KLD & domestic effluent @ 4.5 KLD into conveyance system of CETP 50 MLD subject to conditions mentioned therein. B)   Now, the industry has applied for varied Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 through OCMMS for dyeing of PC Fabric @ 10400 Kg/day with discharge of trade effluent @ 1123 KLD & domestic effluent @ 4.5 KLD into conveyance system of CETP 50 MLD. C)   The industries had already deposited Rs. 39,600/- vide online receipt no. 896239285 dated 11.11.2022, which is adequate upto 30.06.2027 under the Water Act, 1974. D)  The industry was visited by AEE of this office on 06.03.2023 and observed as under: <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 3.0pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo4; tab-stops: 40.5pt; background: white;">1.    The industry was in operation and engaged in the process of dyeing of fabric. <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 3.0pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo4; tab-stops: 40.5pt; background: white;">2.     The industry has installed 13 soft flow machines of capacities (2 x 800 Kg), (2 x 600 Kg), (7x300 Kg), (1x200 Kg) & (1x100 Kg) having total 31 chambers. The industry submitted that earlier the soft flow of 100 kgs was counted in the sample machine, however it has not installed any new dyeing machinery. <p class="MsoListParagraphCxSpMiddle" style="margin-bottom: 3.0pt; mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo4; tab-stops: 40.5pt; background: white;">3.    The study on effluent generation has been done by the Guru Nanak Dev Engineering College (GNE) and as per report it has total effluent generation as 606 KLD.  The industry has granted 1378 KLD shares on 22.07.2022 of CETP, hence the discharge of the industry is less than the share allotted to it. 4.    The industry has submitted the detail of nos of lots, nos of bath, liquor ratio, production and corresponding effluent generation and same is enclosed in the list of the documents submitted by the industry and matching with the data given in the application form. According to which the total effluent generation from the industry in 24 hours is around 1123 KLD. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo4; tab-stops: 512.6pt; margin: 0in 4.7pt .0001pt .5in;">5.    In this case effluent generation as calculated by the GNE is less as compared to detail of actual discharge claimed by the industry. 6.    Presently the minimum value between the effluent generation as per GNE report and CETP share allotted to the industry is being considered by the Competent Authority for grant of consent as already approved in such cases. However, the industry presently has applied for trade effluent & domestic effluent discharge @ 1127.5 KLD into CETP. <p class="MsoListParagraphCxSpMiddle" style="mso-add-space: auto; text-align: justify; text-indent: -.25in; line-height: 150%; mso-list: l3 level1 lfo4; tab-stops: 512.6pt; margin: 0in 4.7pt .0001pt .5in;">7.    The industry has provided the arrangement to re-used its cooling water and steam condensate. 8.    The industry is connected with the conveyance system of CETP 50 MLD, Tajpur Road, Ludhiana for discharge its effluent. The industry has provided the flow meter at its final outlet leading to CETP. The industry was also advised to provide the flow meter at inlet water supply. 9.    The industry has submitted 02 new Bank Guarantee of amounting Rs. 2.0 Lac & Rs. 50,000/- in lieu of old expired Bank Guarantees, which are valid upto 16.11.2023 each. 10. Further, some units have made the complaint regarding in judicial allotment of the shares by the PDA, Tajpur Road, Ludhiana, which is under process at Board and at Govt. Level.                             Till the finalization of the allotment of the shares of CETP 50 MLD, it is recommended that: 1.    Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 may be considered for grant for short period as approved by the Competent Authority in such cases for the discharge of trade effluent & domestic effluent @ 606 KLD into conveyance system of CETP 50 MLD at existing machinery subject to the condition that:- (i)      The industry will install EMF at inlet water supply also within 01 month. (ii)    The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. (iii)   The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. (iv)   The industry shall maintain the record of flow meter installed at outlet leading to CETP. (v)    The industry shall not generate/discharge trade & domestic effluent more than 606 KLD without obtaining prior permission of the Board.   Competency: SEE, ZO-II, Ludhiana
