CTOW/Varied/PTA/2021/16053301 dated 23/07/2021 having validity upto 30/09/2030 for discharge of domestic effluent @ 1.0 KLD onto land for irrigation after treatment from septic tank and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/PTA/2021/16140696 dated 23/07/2021 having validity upto 30/09/2030 for operation of poultry farm having 52,000 birds capacity, under green category subject to conditions mentioned therein. </span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; line-height: 130%; text-align: justify;"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">Now, the poultry farm has applied for obtaining varied consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 for discharge of domestic effluent @ 2.0 KLD onto land for irrigation after treatment from septic tank and the Air (Prevention and Control of Pollution) Act, 1981 for operation of poultry farm having 95,000 birds capacity & bird feed @ </span>20 <span style="background: white;">MTD under orange category, along with requisite documents. </span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; line-height: 130%; text-align: justify;"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm has deposited Rs. 19200/- vide Receipt No. 743801685 dated 04.12.2022 on account of consent fee under the Water (Prevention and Control of Pollution) Act, 1974 and Rs. 19200/- vide Receipt No. 217229692 dated 04.12.2022 on account of consent fee under the Air (Prevention and Control of Pollution) Act, 1981. The poultry farm had already deposited Rs. 46200/- vide Receipt No. 679367514 dated 16.12.2020 on account of consent fee under the Water Act, 1974 and Rs. 46200/- vide Receipt No. 354502206 dated 16.12.2020 on account of consent fee under the Air Act, 1981. The total consent fee deposited by the poultry farm is adequate upto 30.09.2030 against the gross fixed assets of Rs. 2.37 Crore as on 18.10.2022 as per CA certificate submitted by the poultry farm. The poultry farm has also deposited Rs. 15700/- vide UTR No. SBIN523003532941 dated 03.01.2023 as NOC Regularization fee due to increase in fixed assets. </span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; line-height: 130%; text-align: justify;"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm has submitted compliance report of consent conditions earlier granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981. </span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; line-height: 130%; text-align: justify;"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">To verify the contents of the application, the poultry farm was visited by the undersigned on 10.03.2023 . During visit, it was observed as under:- </span></p>
<p class="MsoListParagraph" style="margin: 0in 0in 3pt 27.35pt; text-indent: -27.35pt; line-height: 110%; text-align: justify;"><!-- [if !supportLists]-->1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm has constructed 02 nos. double storey sheds for egg laying birds, having capacity of 95,000 birds. </span></p>
<p class="MsoListParagraph" style="margin: 0in 0in 3pt 27.35pt; text-indent: -27.35pt; line-height: 110%; text-align: justify;"><!-- [if !supportLists]-->2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm has maintained 10 mtr distance between poultry sheds and farm boundary as per siting criteria fixed in the guidelines on poultry farms issued by the Central Pollution Control Board. </span></p>
<p class="MsoListParagraph" style="margin: 0in 0in 3pt 27.35pt; text-indent: -27.35pt; line-height: 110%; text-align: justify;"><!-- [if !supportLists]-->3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm has installed one no. feed mills in its premises with dust collector as APCD and stack of height 10 ft above the roof of the shed</span>.</p>
<p class="MsoListParagraph" style="margin: 0in 0in 3pt 27.35pt; text-indent: -27.35pt; line-height: 110%; text-align: justify;"><!-- [if !supportLists]-->4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm has installed one no. DG set of 42 KVA capacity equipped with canopy and adequate stack height within its premises. </span></p>
<p class="MsoListParagraph" style="margin: 0in 0in 3pt 27.35pt; text-indent: -27.35pt; line-height: 110%; text-align: justify;"><!-- [if !supportLists]-->5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm has provided auto water nipples for the birds to drink water and a very little quantity of water from these nipples make their way to the channels which leads to plantation area. </span></p>
<p class="MsoListParagraph" style="margin: 0in 0in 3pt 27.35pt; text-indent: -27.35pt; line-height: 110%; text-align: justify;"><!-- [if !supportLists]-->6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm has provided septic tank for treatment of domestic effluent. The treated domestic effluent shall be discharged onto land for plantation along the boundary wall of the unit. </span></p>
<p class="MsoListParagraph" style="margin: 0in 0in 3pt 27.35pt; text-indent: -27.35pt; line-height: 110%; text-align: justify;"><!-- [if !supportLists]-->7.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm has provided approximate 20 ft. deep pit for burial of dead birds and covered with the concrete from top. </span></p>
<p class="MsoListParagraph" style="margin: 0in 0in 3pt 27.35pt; text-indent: -27.35pt; line-height: 110%; text-align: justify;"><!-- [if !supportLists]-->8.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm has also provided plantation around the boundary wall. </span></p>
<p class="MsoListParagraph" style="margin: 0in 0in 3pt 27.35pt; text-indent: -27.35pt; line-height: 110%; text-align: justify;"><!-- [if !supportLists]-->9.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm is complying with the conditions of consents granted to it under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 as well as the code of practice prescribed by the Board letter no. SEE(HQ-2)/2017/1034 dated 02/11/2017/ as well as environmental guidelines issued by CPCB. </span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; line-height: 130%; text-align: justify;"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The industry is complying with provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 </span></p>
<p class="MsoNormal" style="margin-bottom: 3pt; line-height: 130%; text-align: justify;"><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">In view of above, may if approved, recommendation be sent to SEE, Zonal Office-1, Patiala that varied consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 may be granted to the poultry farm upto 30.09.3030 for operation of poultry farm having 95,000 birds capacity & bird feed @ 20 MTD and to discharge of domestic effluent @ 2.0 KLD onto land for irrigation after treatment from septic tank under orange category subject to suitable conditions and following special conditions as under: </span></p>
<p class="MsoListParagraphCxSpFirst" style="margin-left: 27pt; text-indent: -27pt; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm shall not increase its bird capacity without obtaining prior NOC/consent to operate from the Board as well as without providing adequate pollution control measures. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 27pt; text-indent: -27pt; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm shall strictly comply with the environmental guidelines for poultry farm issued by CPCB vide letter no. 20-4032/PCI-SSI/Poultry/2015/13165 dated 20.10.2015. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 27pt; text-indent: -27pt; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm shall ensure that there is no public nuisance polluted in the area due to activities within its premises. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 27pt; text-indent: -27pt; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm shall find out the possibility for incineration of dead birds in the incinerator installed by common bio medical waste treatment facility operator at Ludhiana namely M/s Medicare Enviro Management Pvt. Ltd., Ludhiana for proper / safe disposal of the dead birds. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 27pt; text-indent: -27pt; line-height: 150%; text-align: justify;"><!-- [if !supportLists]-->5.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="mso-bidi-font-family: Calibri; mso-bidi-theme-font: minor-latin; background: white;">The poultry farm is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).</span></p>
<p class="MsoListParagraph" style="margin-bottom: 6pt; margin-left: 27pt; text-indent: -27pt; line-height: normal; background: white; text-align: justify;"><!-- [if !supportLists]--><span lang="EN-IN">6.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">The poultry farm shall comply with "Environmental guidelines for Poultry Farms" notified by CPCB dated 10.01.2022, which are reproduced as under:-</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: 45pt; text-indent: -27pt; line-height: normal; background: white; text-align: justify;"><!-- [if !supportLists]-->(i)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]--><span style="background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;">Minimization of odour/gaseous pollution</span></p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: 1in; text-indent: -27pt; line-height: normal; background: white; text-align: justify;"><!-- [if !supportLists]-->b)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->Dust collector system should be installed to control emissions from mixing and grinding section of the feed mill.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 1in; text-indent: -27pt; line-height: normal; background: white; text-align: justify;"><!-- [if !supportLists]-->c)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->Workers in the feed mill shall be provided with dust masks to protect them from dust.</p>

<p class="MsoListParagraphCxSpMiddle" style="margin-left: 1in; text-indent: -27pt; line-height: normal; background: white; text-align: justify;"><!-- [if !supportLists]-->b)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->Poultry housing shall be ventilated allowing sufficient supply of fresh air to remove humidity, dissipate heat and prevent build-up of gases such as methane, carbon dioxide, ammonia, etc.</p>
<p class="MsoListParagraphCxSpMiddle" style="margin-left: 1in; text-indent: -27pt; line-height: normal; background: white; text-align: justify;"><!-- [if !supportLists]-->c)<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->Excreta shall be scratched at least once in two days as needed for mixing of litter and to keep bedding material (rice husk, saw dust, wood shavings etc.) dry in case of deep litter houses the waste material. This waste shall be utilised for composting after completion of the cycle.</p>

To facilitate the easy transfer of the first stage material to the secondary stage, the proper designing of the primary stage (first stage) facility is desirable as illustrated in figure 5.5. Failure to do so will result into poor compost. The temperature in the secondary stage unit will begin to raise as beneficial bacterial activity begins and will peak in 5 to 10 days.</p>
