<p style="text-align: justify;">The agenda note and report / recommendations of AEE/EE, RO, may kindly be perused.</p>
<p style="text-align: justify;">It is submitted that earlier the electric connection of the BKO was disconnected u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 as it was observed using unauthorized / non consented fuel i.e. coal, saw dust and pet cock during the visit on 13.04.2022. Thereafter, the electric connected was restored temporarily upto 01.03.2023.</p>
<p style="text-align: justify;">Now, the BKO has applied for consent to operate and restoration of electric connection.</p>
<p style="text-align: justify;">After the disconnection, BKO was visited by officer of the Board on 27.09.22 and 09.01.23 & 27.02.23 and it was observed that the BKO is using authorized/ consented fuel and complying with the provisions of Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act, 1981.</p>
<p style="text-align: justify;">In view of above, it is recommended that:-</p>
<p style="text-align: justify;">1. Directions u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981 may be issued to PSPCL Authorities for restore the electric connection of the BKO permanently.</p>
<p style="text-align: justify;">2. Consent to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the brick kiln for one year with special conditions that:-</p>
<p style="text-align: justify;">a) The brick kiln to submit final completion certificate from PSCST within one month.</p>
<p style="text-align: justify;">b) The brick kiln shall not use/stored any unauthorized fuel at the kiln site. </p>
<p style="text-align: justify;">c) The Brick Kiln may also develop the vermicomposting/composting to manage the biodegradable solid waste. PP shall not throw, burn or bury any solid wastes in open, outside premises or in drain/water bodies.</p>
<p style="text-align: justify;">d) The Brick kiln shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.</p>
<p style="text-align: justify;">e) The Brick kiln shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.</p>
<p style="text-align: justify;">f) The Brick kiln shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner. </p>
