<p>RO has reported that earlier, the hospital was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/ASR/2019/9281551 dated 28/03/2019 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/ASR/2018/7218883 dated 12/04/2018 which are valid up to dated 31/03/2023 (for 175 Beds).</p>
<p> Now, the hospital has applied for renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 along with <span lang="EN-IN">Power of Attorney -IHL-31st Dec-23, IHL MOA & AOA, Air Certificate, Air Compliance Report, Analysis Report, CA certificate, Compliance report of previous granted consents</span>.</p>
<p> The Hospital was visited by officer of this office on 17/02/2023 and observed as under:-</p>
<p>1. The Hospital comprising of 175 beds and is engaged in providing medical health services.</p>
<p>2. The Hospital has installed an STP to treat the domestic effluent, which was in operation at the time of visit and discharge after STP is into sewer.</p>
<p>3. During visit, the treated effluent sample were collected and sent to Zonal Lab, Jalandhar for analysis and as per the analysis report received from Zonal Lab, Jalandhar vide no. 489-91 dated 27/02/2023 the various parameters i.e. pH=8, TSS=10 mg/l, COD=48 mg/, BOD=12 mg/, O&G=BDL and Bioassay=100% survival of fish in 100% effluent after 96 hours are found within the limit as prescribed by the Board.</p>
<p>4. The hospital has installed water treatment equipment in Laboratory and Operation Theatre with the help of Sodium Hypochlorite Solution.</p>
<p>5. The hospital has maintained the record of treated effluent discharge.</p>
<p>6. The hospital has also installed captive oxygen generation plant in the basement.</p>
<p>7. The hospital has installed D.G. sets of capacity 750 KVA (02 nos.), which are fitted with canopies.</p>
<p> It is further intimated that the hospital is complying with the conditions of consents granted earlier under Water Act, 1974 and Air Act, 1981. </p>
<p>RO has recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 31/03/2028 with suitable terms & conditions along with special condition that the hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.</p>
<p> Keeping in view of above, it is recommended that the consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the hospital up to 31/03/2028 with suitable terms & conditions along with special condition as under:-</p>
<p>1. The project proponent shall maintain records of fresh water consumption and operation of STP on daily basis.</p>
<p>2. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.</p>
<p>3. The Project Proponent shall develop the vermi-composting/composting to manage the bio-degradable solid wastes.</p>
<p>4. The project proponent shall not throw burn or burry any solid wastes in open outside premises or in drain / water bodies.</p>
<p>5. The project proponent shall ensure that there are no usages of single use plastic - thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.</p>
<p>6. The project proponent shall not use or allow to use single use plastic (SUP) items in the premises as same are banned from 01/07/2022 as per the Notification of Govt. of India as well as Punjab.</p>

<p>7. The unit will submit effluent analysis report as per schedule prescribed by the Board for such type of hospitals. </p>
<p>8. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.</p>
