<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify; line-height: normal;"><span lang="EN-US" style="font-family: 'Verdana',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi; color: black; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">Sir, it is submitted that in reference to this office letter no. 457 dated 02.02.2023, the District Town Planner, Department of Town & Country Planning, Bathinda has submitted that the site of the said colony is falls in PCPIR Zone as per notified master plan of Raman Mandi and as per report of master plan Raman Mandi, the establishments for Residences for watch & ward staffs, residences for industrial workers / management is permissible. However, the labour colony must full fill the siting criteria prescribed by the PPCB.</span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify; line-height: normal;"><span lang="EN-US" style="font-family: 'Verdana',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi; color: black; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;"><span style="mso-spacerun: yes;"> </span>It is further intimated that the subject cited colony has not any rice sheller, Brick Kiln within 500-meter radius, any air polluting industry within 100-meter and any MAH unit within 250-meter radius of the colony. However, M/s Khalsa Construction Company, a Hot Mix Plant is lying closed near the colony, which was earlier granted temporary consents to operate under Water Act, 1974 and Air Act, 1981 valid upto 31.12.2021 for petrochemical expansion of the existing refinery. Separate E-note has been initiated to issue directions u/s 31-A of Air Act, 1981 for the sealing of hot mix plant.</span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify; line-height: normal;"><span lang="EN-US" style="font-family: 'Verdana',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi; color: black; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">The PSPCL authorities failed to submit reply / compliance of the letter issued by PPCB vide no. 454-55 dated 02.02.2023.</span></p>
<p class="MsoNormal" style="margin-bottom: 0cm; text-align: justify; line-height: normal;"><span lang="EN-US" style="font-family: 'Verdana',sans-serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: Raavi; mso-bidi-theme-font: minor-bidi; color: black; background: white; mso-fareast-language: EN-IN; mso-bidi-language: PA;">It is therefore recommended that short term consent may be issued to the colony under the provision of the Water Act, 1974 with suitable conditions and PSPCL authorities may be given personal hearing before the competent authority for non-compliance of the directions issued u/s 33-A of the Water Act, 1974.</span></p> |
