Ø  It is submitted that earlier application i.e., 20834116 for obtaining NOC expansion was returned due to the reason that the industry has failed to submit the reply of the clarification raised by PBIP regarding that the unit has not submitted any project cost estimation for the said change in form of brief project report. However, it is still required to be clarification from the unit whether the said change in proposal shall increase the estimated project cost for expansion and if the said change is such that the estimated cost increases from 15 Crore, then the unit is required to deposit balance NOC fees. Ø  Now, the industry has again applied for obtaining NOC expansion along with mentioning changes in the storage of Class of product i.e., A & B alongwith tank details (Installation and commissioning of one new 45 KL underground storage tank for ATF) Ø  The industry has also submitted the detail of budget allocated for this purpose which is 1257.54 lacs, from where it is clear that there is no increase in estimated cost with the proposed changes, hence NOC expansion fee deposited by the industry is adequate. Ø  Earlier, the depot was granted consents to operate of the Board under Water Act, 1974 & Air Act, 1981 vide no. CTOW/Renewal/BTI/2021/15141457 & CTOA/Renewal/BTI/2021/15138591 dated 03.05.2021 for Storage of MS @ 4164 KL, Storage of HSD @ 44770 KL, Storage of SKO@ 1916 KL and Storage of Ethanol @ 400 KL, which is valid upto 31.03.2025, with suitable conditions mentioned therein. Ø  The industry has applied for obtaining permission from PESO regarding the expansion (copy of application is attached). Further, as per notified master plan, Bathinda site falls in Warehousing/Godown/Logistics zone. Ø  The depot has deposited the NOC fee of Rs. 36000/- through online vide R.no. 984386897 dated 02.08.2022, for the increased fixed assets of Rs. 1257.54 lacs as per project report, which is adequate upto one year. Ø  The industry was already visited by AEE of this office on 04.02.2023 and it was observed as under: - 1.       The industry is a bulk Depot and is engaged in the storage of the petroleum products. 2.       The depot has constructed a new one underground Storage Tank of 45 KL tank for the storage of ATF. 3.       The industry has provided septic tank for the treatment of domestic effluent from the admin building, guard/driver area and office washing area and same is discharged onto land for plantation/green belt developed inside the premise. 4.       The industry has installed automatic Oil Water Separator. 5.       The depot has provided mechanical composting machine for the management of bio-degradable waste and other waste is recyclable. 6.       The industry has three no. DG sets of capacity 300KVA, 160KVA and 250KVA. All DG sets are equipped with canopy and stack of adequate height. Ø  From above it is clear that the site is suitable for the expansion of the project in its existing capacity within the premises and industry is complying with the conditions of previously granted consent to operate of the Board under Water Act, 1974 & Air Act, 1981. Ø  Keeping in view of above, it is recommended that the consent to establish (NOC) for the expansion in existing capacity may be granted to the industry for change of capacity in Storage of MS (Class-A) from 4164 KL to 7806 KL, Storage of Ethanol (Class-A) from 400 KL to 1258 KL, Storage of HSD (Class-B) from 44750 KL to 36466 KL, Storage of SKO (Class-B) 1916 KL to 0 KL, and Storage of ATF (Class-B) from 0 KL to 5745 KL (including One New underground Storage Tank of 45 KL), for a period of one year with suitable conditions.
