It is submitted that the industry is a rice sheller unit, which falls under small scale orange category and has been established after obtaining consent to establish (NOC) vide no. CTE/Fresh/FZR/2022/19298018 dated 16.07.2022, valid upto 30.06.2023 for the  manufacturing of Raw rice with dryer @ 5.0 TPH alongwith sortex machine of capacity 5.0 TPH of sorted rice, under Orange category, with certain conditions mentioned therein and following special conditions as under:- 1.                   This Consent to Establish (NOC) is granted for the establishment of rice sheller unit in 32 kanals 08 marlas 04 sarsahi (4.053 acres) bearing hadbast no. 140 Khewat / khatoni no. 53/127, khasra no. 10min//4(1-8), 5/3(4-0), 6/1(5-12), 6/2(2-8), 7min-east(3-12), 11min//10min-west(4-0), 11min-north and west-guth(2-13), 10//15/2min-north(1-19) land area 25 kanals 12 marlas in the revenue estate of village Roshan Shah Wala and bearing Khewat / khatoni no. 71,73/77,79, khasra no. 34min//16/2(1-8), 24/1(2-0), 25/2min(0-4-4), 39//4/2(0-4) land area 3 kanals 16 marlas in revenue estate of village Behak Pacharia and bearing khewat / khatoni no. 214/275, khasra no. 34//25/1/2min(1-6), 39//4/1min(1-14) land area 3 kanals in the revenue estate of village Behak Pacharia, Tehsil Zira, District Ferozepur, as per CLU.                        Now, the industry has applied for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981 on 27.02.2023 for the manufacturing of Raw rice with dryer @ 5.0 TPH alongwith sortex machine of capacity 5.0 TPH of sorted rice, under Orange category. The detail of case is as under:-                        The industry has submitted completion certificate regarding installation of cyclone separators as APCD for the Pre-cleaning section and sheller section as per attached drawings/ specifications.                        The industry has deposited Rs. 54,000/- deposited vide UTR/Ref. No. SBIN323052350991 dated 21.02.2023 as water consent fee under the Water Act, 1974 and Rs. 54,000/- deposited vide UTR/Ref. No. SBIN323052348390 dated 21.02.2023 as air consent fee under the Air Act, 1981, against the fixed assets of Rs. 206.96 Lakhs as on 10/01/2023 as per CA certificate dated 10/01/2023 submitted by it. Thus, the consent fee is adequate upto 30/09/2027 under each Acts.                        The industry was visited by undersigned on 13.03.2023 and it was observed as under:- 1.                   The industry was not in operation during visit. The industry has installed machinery for the production of sorted raw rice with dryer. 2.                   The industry has covered all the processing sheds. 3.                   The industry has provided brick paved road from main gate of the industry to the rice room/husk area for the movements of vehicles. 4.                   The industry has provided separate Cyclone Separator as APCD along with stack of adequate height to control the process emission from shelling section as well as paddy cleaner of  dryer. 5.                   The industry has provided stack of adequate height with the APCD and provisions to facilitate emission sampling. 6.                   The industry has provided brick wall of adequate length & height around husk discharge / storage area and further mesh wire has been provided above the said wall, the height of said wall is 15 feet. 7.                   The industry has provided septic tank for treatment of domestic effluent with provision to discharge onto land for irrigation along the boundary. 8.                   The industry has planted trees along its boundary wall.                        The industry is complying with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office.                        Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2027 for operation of rice sheller unit to manufacture Raw rice with dryer @ 5.0 TPH alongwith sortex machine of capacity 5.0 TPH of sorted rice, under Orange category, subject to the suitable conditions.
