Sanjay Chopra, Director Project   The officers of the Board brought out that the institute was earlier granted consent to establish (NOC for expansion) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no.  CTE/ Exp/ SAS/ 2022/ 199223163 dated 14/10/2022, having validity upto 30/8/2023 for Operation of Educational Insitute Hostel having 10,000 Hostellers total build-up area is about 1,44, 850 Sqm namely 'Nek Chand Hostel Complex' and for generation of domestic effluent @ 1058 KLD – After STP, 450 KLD reused for flushing; 100 KLD for HVAC System; 508 KLD – Green Area within premises and 9 acres as per Karnal Technology, subject to certain conditions as mentioned therein. Thereafter, the institute was granted partial consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/ Fresh/ SAS/ 2022/ 19110844 dated 25/8/2022 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/ Fresh/ SAS/ 2022/ 19110495 dated 25/8/2022, were valid upto 31/12/2022 for Operation of Academic Block 1 to 5, One Hostel Building block and sports complex to serve 5000 day scholar and 600 hosteller students, only, subject to certain conditions as mentioned therein. The institute was visited by officer of the Board on 23/12/2022  and the institute has installed STP @ 1.5 MLD to treat the domestic effluent generated from hostel of Nek Chand Campus of the university. The STP was in operation. It was also observed the quality of treated effluent was not good. The filter press was not in operational condition and no sludge was observed in the STP area. Further, effluent sample was collected from the outlet of STP and sent to the Board lab for analysis. padding: 0in 5.4pt 0in 5.4pt;" valign="top" width="202"> 10 </td> </tr> </tbody> </table> </div>   Therefore, the institute was also served show cause notice for revocation of consent to operate granted under the Water (Prevention & Control of Pollution) Act, 1974 vide Board's letter no. 179-80 dated 9/1/2022 alongwith an opportunity to submit reply within 15-days. However, no reply was received from the institute. The institute has now applied for renewal of partial consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 for existing project of Education institute with 5000 day scholars and 600 hostellers, for Academic Block 1 to 5, 01 Hostel Building block and sports complex with requisite documents. The site was visited by officer of the Board on 17/1/2023 and it was observed that: 1)            The institute has submitted an undertaking that they will treat the domestic effluent through the existing STP of capacity 1.5 MLD installed in its sister concern unit namely M/s Nek Chand Hostel Building till the installation of new STP of capacity 1.5 MLD, which is adequate to treat the effluent generated @ 245 KLD. However, the institute has already placed an order to M/s Eco Paryavaran vide letter dated 26.5.2022 for installation of the new STP @ 1.5 MLD and the installation work of STP has been started at the site. The representative conformed that the entire STP work shall be completed till April, 2023. 2)            The institute has provided dual plumbing line in the every block for utilization of treated effluent for flushing purpose. During visit, the hostel building has been checked and the institute has provided treated water storage tank of capacity 25,000 ltr for flushing purpose. 3)            The solid waste is commonly lifted by private vendor for further treatment. The institute has not installed mechanical bio-composter. 4)            The STP installed in Nak Chand Hostel Building is not achieving the standard It is evident that the industry is continuously violating the provisions of the Water (Prevention & Control of Pollution) Act, 1974 as well as has failed to comply with the conditions imposed in the consent to operate earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974, will fully causing water pollution in the vicinity, thus violating the provisions of the said Act, intentionally and deliberately. It was proposed to refuse consent to operate applied by institute under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, after affording an opportunity of personal hearing.  Therefore, the institute was served show cause notice for refusal of consent to operate applied under the Water (Prevention & Control of Pollution) Act, 1974 vide Board's letter no. 1441-42 dated 28/2/2023 alongwith an opportunity of personal hearing before the Chairman of the Board on 10/3/2023. The representatives of the institute submitted during the hearing that they have installed STP 1.5 MLD to treat the domestic effluent generated from main campus of the university which is in operation. In additional to existing STP, a new STP plant capacity 1.5 MLD is under construction and it will be completed by 30/4/2023. They have fixed the clarifier tubes and also the sludge has been removed now the treated water quality is upto the mark. To ensure the water quality, they have also sent the samples to PBTI at Mohali for testing. The report of treated water has also submitted. They have never used any mobile tankers for discharging of treated effluent any time. The plantation area is cleaned and well maintained. They are also getting 10 acres land on lease for plantation. They have resolved all the issues related to effluent generated. After hearing the officers of the Board and the representatives of the institute, the Chairman of the Board decided as under: 1)            The institute shall continue operate its existing STP regularly and efficiently and treated effluent be discharged onto land for plantation conforming to the effluent standards prescribed by the Board. 2)            The institute shall deposit a bank guarantee of Rs. 10.0 Lacs (valid for one year) in the O/o Environmental Engineer, Regional Office, SAS Nagar within 7-days as an assurance to properly operate STP and achieve the prescribed effluent standards and compliance with the environmental laws. 3)            The institute shall submit the time line (PERT Chart) for installation of new STP of capacity 1.5 MLD, within 7-days. 4)            The institute shall submit the registered lease deed used/ to be used for onto land plantation as per Karnal Technology along with revenue record and shall well maintain the plantation area as per karnal technology so as to ensure that there is no wild vegetation in the plantation area, shall provide permanent pipeline network for uniform distribution of wastewater in the entire plantation area and shall ensure that there is no stagnation of wastewater in the plantation area at any time. 5)            The institute shall also documentary proof in which mention the how much wastewater is generated from the different buildings/ project along with total population project wise,  which is leading to the terminal STP installed/ to be installed along with carrying the effluent  through pipe network up to equalization tank of STP, within 7-days. 6)            The Senior Environmental Engineer, Zonal Office-1, Patiala shall visit the institute (The officer may also take assistance from any EE/ AEE/ ASO/ JSO of the Board as per requirement) to verify its statements and other documents submitted by the institute as per above mentioned decisions. and submit report/ recommendations accordingly. If approved, proceedings of the personal hearing as above may be conveyed to the institute and Environmental Engineer, PPCB, RO, SAS Nagar for compliance and sending the report, respectively.
