·        It is intimated that the industry is a large scale red category distillery unit. ·        Earlier, the industry was granted the consent to operate under Water Act, 1974 Vide No. CTOW/Renewal/KPR/2018/7063745 dated 23.03.2018 for trade effluent discharge of 4300 KLD into land irrigation after treatment through ETP and domestic effluent discharge of 40 KLD onto land for plantation after treatment through STP, having food division @ 237 MTD and distillery division @ 135.02 KLD and consent to operate under Air Act, 1981 Vide No. CTOA/Renewal/KPR/2018/7063339 dated 23.03.2018 which were valid upto 31.03.2023. ·        Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 through OCMMS of the Board. ·        The industry has deposited Rs. 15,00,000/- vide UTR/Reference No. INDBR32023020300838091 dated 03.02.2023 & Rs. 3,00,000/- vide UTR/Reference No. INDBR32023021300029048 dated 13.02.2023 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 15,00,000/- vide UTR/Reference No. INDBR32023020300838092 dated 03.02.2023 & Rs. 3,00,000/- vide UTR/Reference No. INDBR32023021300029047 dated 13.02.2023 under Air (Prevention & Control of Pollution) Act, 1981 which are adequate upto 31.03.2028. ·        The industry was visited by the officers of the Board on 28.02.2023 and it was observed as under:- 1.     The industry was in operation during visit and has provided 1 distillery division for production of Ethanol and one Food Division. 2.     The industry has installed ETP in distillery division consisting of collection tank/LDPE lined lagoonsà Bio-methanization àEqualization Tankà primary clarifier <span lang="EN-US" style="font-size: 14.0pt; mso-bidi-font-size: 12.0pt; line-height: 115%; font-family: Wingdings; mso-ascii-font-family: 'Times New Roman'; mso-hansi-font-family: 'Times New Roman'; letter-spacing: .05pt; mso-char-type: symbol; mso-symbol-font-family: Wingdings;">à Aeration tank 1àSecondary ClarifieràAeration tank 2àTertiary ClarifieràOutlet etc to trade effluent generated from process. 3.     The industry has installed ETP in food division consisting of Fat Trap<span lang="EN-US" style="font-size: 14.0pt; mso-bidi-font-size: 12.0pt; line-height: 115%; font-family: Wingdings; mso-ascii-font-family: 'Times New Roman'; mso-hansi-font-family: 'Times New Roman'; mso-char-type: symbol; mso-symbol-font-family: Wingdings;">à Equalization Tank<span lang="EN-US" style="font-size: 14.0pt; mso-bidi-font-size: 12.0pt; line-height: 115%; font-family: Wingdings; mso-ascii-font-family: 'Times New Roman'; mso-hansi-font-family: 'Times New Roman'; mso-char-type: symbol; mso-symbol-font-family: Wingdings;">à Primary Clarifierà Trickling FilteràAeration tank àSecondary ClarifieràOutlet etc to trade effluent generated from process. 4.     The effluent samples from Outlet of ETP for Distillery division, Outlet of ETP for Food division and Outlet after Mixing Tank where collected on 28.02.2023 results are reproduced in attachment.   As per the analysis results the various parameters were observed to be within the prescribed limits of the Board. Further, the industry has installed online monitoring system as per which pH = 7.67, BOD = 43.6 mg/l, TSS= 30.14 mg/l was noted during the visit. 5.     The industry is having plantation area of 80 acres of forestry inside for treated trade effluent discharge and 850 acres of farmers land for treated domestic effluent discharge. 6.     The industry has installed 2 no. rice husk boilers of 50 TPH and 26 TPH capacities with ESP and Cyclone as APCD’s along with adequate stack heights. The boiler of capacity 50 TPH was in operation during the visit. 7.     The stack emission sample of boiler of capacity 50 TPH with ESP as APCD installed by the industry was collected during visit on 28.2.2023. As per sample analysis report, SPM is 98 mg/Nm3 against 150 mg/Nm3 which is within the limits prescribed by the Board. The industry has submitted copy of agreement and land record regarding disposal of ash generated from the boilers installed by the industry. 8.     During visit, it has been observed that the industry has provided around 16 rain water harvesting structures which were vacant during the visit. However, these rain water harvesting pits can be used for accidental/intentional discharge of trade effluent and it is suggested that the industry may be directed to close these RWH pits immediately. 9.     The ground water monitoring of the industry is carried out bi-annually and the last sampling was carried out on 31.10.2022. The samples were colorless and the analysis results of the samples are are reproduced in attachment.                  As per above analysis results the concentration of various parameters was found to be within the prescribed limit for drinking water (in absence of alternate source). As per IS 10500:2012. Further, the above sites are also covered in the National Water Quality Monitoring Programme and is being monitored bi-annually by the Board and CPCB. As per the results of the previous years, these sites have been meeting with the prescribed standards. 10.                The industry is a large scale red category unit and competency to decide the case lies with Hon'ble Chairman of the Board.   Recommendations: - Keeping in view of above, it is recommended that the renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 31.03.2028 with suitable conditions please and additional condition that the industry shall close down its rain water harvesting pits immediately and submit compliance regarding the same to the Board within 15 days.
