<p>As per the directions of the Competent Authority the site of the HMP was visited by AEE, ZO BTI on 14.03.2023 and it was observed as under –</p>
<p><!-- [if !supportLists]-->1. <!--[endif]-->The hot mix plant was not in operation during visit and there was no occupancy in service quarters except for chowkidaar.</p>
<p><!-- [if !supportLists]-->2. <!--[endif]-->The PP has installed rotary drum type HMP with dust collector followed by wet scrubber as APCD to contain the emissions from rotary drum however the recirculation pump attached to the wet scrubber was found dismantled therefore the APCD was not in operatable condition.</p>
<p><!-- [if !supportLists]-->3. <!--[endif]-->The hot mix plant has been provided stack of adequate height with the wet scrubber alongwith adequate sampling facility.</p>
<p><!-- [if !supportLists]-->4. <!--[endif]-->The fine dust arrested by the water scrubber was lying in the recirculation pits.</p>
<p><!-- [if !supportLists]-->5. <!--[endif]-->The PP has provided 3 no bitumen heaters with adequate stack heights.</p>
<p><!-- [if !supportLists]-->6. <!--[endif]-->The PP has stabilized the vehicle movement area in front of the HMP with the stone aggregate and provision for water sprinkling has been provided using hose pipe. However, the vehicle movement area near the service quarters was not stabilized.</p>
<p><!-- [if !supportLists]-->7. <!--[endif]-->The HMP is run on DG set which was locked in the room therefore the canopy / acoustic enclosure could not be verified however the DG set is without any stack height.</p>
<p><!-- [if !supportLists]-->8. <!--[endif]-->The PP has provided 3 chambered septic tank for treatment of its domestic effluent however the base of the septic tank was found to be unlined/ kutcha.</p>
<p><!-- [if !supportLists]-->9. <!--[endif]-->The PP has not provided adequate plantation at site.</p>
<p>From above it is clear that the industry is violating the provisions of Air Act, 1981 and SOP framed for HMP.</p>
<p>If approved, the HMP may be issued notice u/s 31- A of Air Act, 1981 for violation of the provisions of Air Act, 1981 alongwith SCN for refusal of Consent to Operate under the provisions of Air Act, 1981 with an opportunity of personal hearing before CEE(B) for above violations.</p>
