The unit is a small scale Orange category Hotel.  Earlier the hotel was granted consent under Water Act, 1974 valid upto 30.09.2025. Thereafter, the hotel was visited by RO and found not complying and accordingly the hotel was given hearing before the Senior Environmental Engineer of the Board on 11.11.2022 and it was decided that consent to operate granted under the Water Act, 1974 to the hotel be revoked and hotel shall submit the bank guarantee of Rs. 1.0 lac as an assurance to comply with provisions of Water Act, 1974 and solid waste management within 07-days.           The consent to operate granted under the Water Act, 1974 to the hotel was revoked by the Board. Now, the hotel has applied for consent under Water Act, 1974 through OCMMS. As per agenda note, RO has reported that the hotel cum restaurant was visited by the AEE on 09.02.2023 and observed that the hotel cum restaurant is not generating any trade effluent only domestic effluent discharging into M.C Sewer after STP.  The Samples of outlet of STP were collected on 13.01.2023 and as per analysis report all the parameters are within the prescribed limits. The hotel has provided compost bins for composting of Bio-degradable solid waste generated from the hotel. The hotel has also submitted the bank guarantee of Rs. 1.0 lacs (0532-BG0050-22) dated 30.11.2022 valid upto 30.11.2023.                                    Keeping in view of above, it is recommended that consent to operate under Water Act, 1974 may be granted upto 30.09.2025 with usual conditions and special conditions that:-  1.       This consent is granted to the Hotel without any star rating. 2.       The hotel shall comply with provisions of the Master Plan prepared by the Country & Town Planning Department. 3.       The hotel shall comply with guidelines for control of pollution and enforcement of environment norms for hotels/restaurants/motels/banquets etc issued by the Board vide its office order no. SEE(HQ2)/2021/64 dated 02.02.2021. 4.       The establishment shall obtain necessary permissions from Punjab Water Regulation and Development Authority (PWRDA)/ Central Groundwater (CGWA) for extraction of groundwater as and when required. 5.       The establishment shall install water meter at groundwater extraction pits/points for recording flow/quantity of water extraction and the same shall be within the limit/quantity approved by the concerned Authority. 6.       The establishment shall maximize the reuse of treated water for non-potable purpose/gardening, etc. 8. The establishment shall furnish quarterly reports to the PPCB showing quantity of water consumption (month-wise) and quantity of treated water. 7.       Rain water harvesting system shall be installed by all establishment in consultation with the PWRDA/CGWA. The hotels/halls shall go for ground-based/artificial storage systems, storage tanks and other similar arrangements. 8.       The hotel shall use efficient fixtures such as low flow shower heads, bath, sink faucet aerators, low flow toilets. 9.       The establishments shall use approved fuel such as LPG, PNG, Charcoal for tandoor, boiler, etc. with preference to cleaner fuels. 10.   The establishments shall properly channelize the fugitive emissions including emissions from cooking & kitchen operations by providing proper ducting/hood arrangement and proper exhaust system and emissions. 11.   The establishments shall properly handle, manage and dispose the solid waste generated and comply with the provisions of the Solid Waste Management Rules, 2016. 12.   As per clause 3 (8) of the Solid Waste Management Rules, 2016, marriage halls generating waste of more than 100 kg/day fall under the category of ‘Bulk Waste Generator’ and should ensure compliance with the provisions of the Rules, and in specific the following:         I.            4(1)(d). Store horticulture waste and garden waste generated from such premises separately in within the own premises and       II.            4(2) No waste generator shall throw, burn or burry the solid waste generated by him, on streets, open public spaces outsides his premises or in the drain or water bodies.     III.            4(8) All hotels and restaurants shall, within one year from the date of notification of these rules and in partnership with the local body ensure segregated of waste at sources as prescribed in these rules, facilitate collection of segregated waste in separate streams, handover recyclable material to either the authorized waste pickers or the authorized recyclers. The bio-degradable waste shall be processed, treated and disposed off through composting or bio-methanation within the premises as far as possible. The residual waste shall be given to the waste collectors or agency as directed by the Local body. 13.   The establishments shall ensure that food waste shall kept in segregated from at source and shall be treated/ processed in organic waste convertor or through any other scientific way allowed under the Solid Waste Management Rules, 2016 and treated compost/ by product shall be used as manure or for other useful purposes. 14.   The establishments shall ensure that the hazardous waste (used oil, used batteries) generated in the premises are collected property and disposed only to authorizes recyclers registered with MoEF&CC/CPCB and valid operating license of PPCB. 15.   The hotel shall not use any banned single use plastic items as per Govt. of India notification issued in August, 2021. 16.   The establishment shall obtain permission from designated as per provisions of Noise Pollution (regulation & Control) Rules, 2000. 17.   The establishment shall comply with provision of Noise Rules Specifically Rules 5 and Rules 6 of the Noise Rules. 18.   The DJ set, if used should be operated within the premises till 10 PM only. No loudspeakers and bands should be permitted beyond 10 PM. 19.   The DG sets shall comply with the provisions of Noise Pollution Control limits. 20.   Use of only green crackers to be permitted upto 10 PM as per Hon’ble Supreme Court Guidelines. 23. The guidelines issued by District Administration/Police Authorities concerned departments for abatement and control of noise pollution shall also remain applicable.     IV.            24. The establishment shall obtain necessary permissions/or revised from the concerned departments under the above said guidelines for Traffic movement, Fire safety, Building plan and for development of green belt.(Competency- Senior Environmental Engineer).
