CTOA/Renewal/SAS/2022/17830749 dated 21.03.2022, valid till 30.09.2025 for manufacturing of Decorative Paints @ 40000 KL/year and Perfomance Coatings @ 20000 KL/year using Aluminium Pigments @ 2026 Kg/Year, chemicals @ 141577 Kg/Year, Driers @ 181087 Kg/Year, Extenders @ 3293906 Kg/Year, Nitrocellulose @ 237013 Kg/Year, Resins @ 4956593 Kg/Year, Solvents @ 5868299 Kg/Year, Water Based Latex @ 2847729 Kg/Year, Additives @ 373630 Kg/Year, Water Based Latex @ 444853 Kg/Year and Pigments @ 1118054 Kg/Year and generation of Trade Effluent @ 2.0 KLD to be treated in ETP & disposal into onto land for plantation/irrigation on 10 acres and Domestic Effluent @ 16.0 KLD <span style="mso-spacerun: yes;"> </span>into MC sewer with special conditions as under:</span></p>

<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 115%; font-family: 'Arial',sans-serif; mso-ascii-theme-font: minor-bidi; mso-hansi-theme-font: minor-bidi; mso-bidi-theme-font: minor-bidi;">The project proponent has submitted CA Certificate with value of fixed assets of Rs. 95.62 crore as on 31.12.2022. The fees deposited by the project proponent Rs. 5,28,000/- vide UTR no. DEUTR92021012100001133 dated 21.01.2021 under Water (Prevention & Control of Pollution) Act, 1974, the consent fee under Water Act, 1974 is adequate till 31.07.2025 after deducting NOC regularization charges for increase in assets. The value of CA Certificate has increased by Rs 1.35 crores as compared to CA Certificate submitted while obtaining previous Consent to Operate. The industry has submitted that Akzo Nobel never do any kind of expansion/modification without prior approval of board and abide board recommendations always and the said increased plant and machinery amount due to spares parts purchased and consumption during the mentioned period. The industry has submitted assets data as on 13.03.2023 vide email dated 13.03.2023 as per which no machinery has been added by the industry after last consent granted to it which may result in increase in production capacity.</span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 115%; font-family: 'Arial',sans-serif; mso-ascii-theme-font: minor-bidi; mso-hansi-theme-font: minor-bidi; mso-bidi-theme-font: minor-bidi;">The project proponent has submitted effluent analysis report of the ETP outlet collected by the M/s Eco Laboratories & Consultants Pvt. Ltd. on 20.12.2022 and the results are as under:</span></p>

<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 115%; font-family: 'Arial',sans-serif; mso-ascii-theme-font: minor-bidi; mso-hansi-theme-font: minor-bidi; mso-bidi-theme-font: minor-bidi;">The reading of the EMF meter provided at the outlet of ETP before UF was 92.1 m3. The industry is maintaining record of operation of ETP, no. of totes received in ETP area and no. of totes treated. As per record also, the no. of totes pending for treatment were 2 only. The industry has provided filter press and 3 no. sludge drying bed. No trade effluent is being generated from the solvent based paint manufacturing facility, as the solvent is being recovered in solvent recovery plant installed within the industry. The same is being utilized in the process.<span style="mso-spacerun: yes;"> </span>The domestic effluent is discharged into MC sewer. </span></p>
<p class="MsoListParagraphCxSpMiddle" style="text-align: justify; text-justify: inter-ideograph;"><span lang="EN-IN" style="font-size: 12.0pt; line-height: 115%; font-family: 'Arial',sans-serif; mso-ascii-theme-font: minor-bidi; mso-hansi-theme-font: minor-bidi; mso-bidi-theme-font: minor-bidi;">The sample of effluent was collected from the water line leading to RO reject storage tank from where it is lifted to electric evaporator of 500 ltr capacity installed by the industry in compliance of the conditions of the previous CTO. As per record checked from 01.03.2023 to 13.03.2023, 5.79 KLD effluent has been treated in ETP. The representative informed that the effluent is being generated when they want to change the color of batch mix and accordingly collection tanks are washed. </span></p>

The industry has provided 2 no. storage tanks of capacity 5000 ltr in which fractional distillation of the spent solvent is being done followed by single stage cooling in condenser using water. The vent of the spent solvent storage tank was connected to condenser which is further connected to recovered solvent storage tank in closed loop. The vent provided over the recovered solvent tank for discharge of emissions is pumped through VOC absorption media. The height of the vent of the condenser is adequate. The industry has installed TOC Analyzer over the vent. Proper ventilation was being maintained and workers were requisite PPEs. The industry has provided lab for analysis of solvents. The industry has made arrangement for fire-fightning using CO2 cylinders and firefighting water line. The industry has obtained license from Petroleum and safety organization, GOI which is valid till 31.12.2024. The industry is maintaining record regarding spent solvent received in the SRP, qty. of recovered solvent and qty of recovered solvent sent to processing section. The SRP section is provided with the stack of adequate height. The industry is complying with the Standard Operating Procedures prescribed for such units.</span></p>
