<p class="MsoNormal" style="text-align: justify; text-indent: 40.5pt;">The industry is a large scale red category unit and is engaged in manufacturing of sugar using sugarcane as raw material. The industry was earlier granted 'Consent to Operate' under Water Act, 1974 vide no. CTOW/Renewal/LDH1/2020/12392733 dated 14.05.2020 valid up to 31.03.2023 and Air Act, 1981 vide no. CTOA/Renewal/LDH1/2018/7145040 dated 02.05.2018 valid upto 31.03.2023 with special condition mentioned therein.</p>
<p class="MsoNormal" style="text-align: justify; text-indent: 40.5pt;">Now, the industry has applied for obtaining consent to operate under Water Act, 1974 & Air Act, 1981. The industry was visited by the officer of this office on 03.02.2023 & following observations were made:-</p>
<p class="MsoListParagraph" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]-->1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->The industry was in operation during visit.</p>
<p class="MsoListParagraph" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]-->2.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->The industry has installed an ETP for treatments of it trade effluent. The components of the ETP are Equalization Tank -> Anaerobic Lagoon -> Aeration Tank -> Clarifier -> Final Outlet. The ETP was in operation during visit and one treated effluent sample was collected by this office from final outlet of the ETP and sent to Boards lab Ludhiana for analysis. As per the analysis report all the parameters are within the prescribed limits of the Board. The industry has installed online pH meter, TSS meter, BOD & COD meter at the final outlet of ETP and same were found in working condition during visit and online parameters were also find within Limits.</p>
<p class="MsoListParagraph" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]-->3.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->The air emission sample were also collected and the same was sent to Zonal Lab Ludhiana for analysis, as per zonal lab report vide no. 2666-68 dated 15.02.2023, the results of SPM is beyond the prescribed standards by the Board.</p>

<p class="MsoListParagraph" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><!-- [if !supportLists]-->4.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><!--[endif]-->There is no increase in the crushing capacity of the sugar mill. The industry has provided adequate area under plantation and irrigation for discharge of its treated effluent provided within premises. As per the soil testing report the nature of the soil in the plantation area of sugar mill is sandy & industry has adequate area under plantation i.e. 58625 Sq. Mtr. for discharge of treated trade effluent @ 425 KLD (during crushing season) & treated domestic effluent @ 120 KLD.. The industry is recirculating its entire condensate water.</p>
<p class="MsoNormal" style="text-align: justify; text-indent: 40.5pt;">In view of above, it is recommended that:-</p>

<p class="MsoListParagraph" style="margin-left: 58.5pt; text-align: justify; text-indent: -.25in; mso-list: l0 level1 lfo1;"><span style="text-indent: -0.25in;">1.</span><span style="text-indent: -0.25in; font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span><span style="text-indent: -0.25in;">‘Consent to Operate’ under Water Act, 1974 may be granted to the sugar mill upto 31.03.2026 with suitable conditions as per policy of the Board.</span> </p> |
