CTOW/Renewal/SAS/2021/16168144 dated 08/11/2021 and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2021/16168108 dated 08/11/2021 both was valid upto 31/03/2022, subject to certain conditions and one additional conditions that:</span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; line-height: 150%; margin: 1.85pt 33.5pt .0001pt 1.0in;"><em><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">1. The industry shall comply with the decisions of hearing given to it on 2/11/2021, which were already conveyed to industry vide Board's letter no. 6158 dated 3/11/2021 in true letter and spirit.</span></em></p>
<p class="MsoBodyText" style="margin: .25pt 0in .0001pt 0in;"><span style="font-size: 12.0pt; font-family: 'Tahoma','sans-serif';"> </span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: 67.0pt; line-height: 150%; margin: 1.85pt 5.7pt .0001pt 5.0pt;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif'; mso-bidi-font-family: Raavi; mso-bidi-language: PA;">After that, the industry has applied renewal consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/SAS/2022/18273385 dated 03/05/2022 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/SAS/2022/18273349 dated 03/05/2022, which was refused due to following discrepancies:</span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: 67.0pt; line-height: 150%; margin: 1.85pt 5.7pt .0001pt 5.0pt;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">As per the special condition, the decision of the personal hearing given by the Senior Environmental Engineer of the Board on 02.11.2021 to the industry; was as under:</span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo3; margin: 1.85pt 5.7pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">1.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall maintain record for consumption of fresh water in process area, entire trade effluent generated from the process, which will be got lift to M/s JBR Technologies Pvt. Ltd., Ludhiana.</span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo3; margin: 1.85pt 5.7pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">2.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry will not discharge its untreated/ treated effluent into sewer directly or indirectly, under any circumstances.</span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo3; margin: 1.85pt 5.7pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry shall provide adequate arrangements to ensure that no acid fumes to be observed in processing area under any<span style="mso-spacerun: yes;"> </span>circumstances.</span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: 150%; mso-list: l2 level1 lfo3; margin: 1.85pt 5.7pt .0001pt 1.0in;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">4.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 be granted Short period upto 31.03.2022. Further action shall be taken after the receipt of report from the Environmental Engineer, Regional Office.</span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; mso-layout-grid-align: none; margin: 1.85pt 5.7pt .0001pt 155.25pt;"><span style="font-size: 10.0pt; font-family: 'Times New Roman','serif';"> </span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: 67.0pt; line-height: 150%; margin: 1.85pt 5.7pt .0001pt 5.0pt;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">In compliance to the above, the industry was visited by the officers of the Regional Office, Mohali on 01.04.2022 and contacted Sh. Raj Kumar, Proprietor (9501698570) and found that the industry has failed to comply with the decisions of the hearing dated 2/11/2021. Show cause notice for refusal of renewal of consent to operate applied under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 was served to the industry vide Board's letter no. 2293-94 dated 12/4/2022 alongwith an opportunity to submit the reply within 15 days. But the industry has failed to submit any reply till date.<span style="mso-spacerun: yes;"> </span>Thereafter, the consents were refused.</span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: 67.0pt; line-height: 150%; margin: 1.85pt 5.7pt .0001pt 5.0pt;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Subsequently, the industry was issued notice to apply the renewal consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 vide no. 5600 dated 30/12/2022 and vide no 328 dated 25/01/2023.</span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: 67.0pt; line-height: 150%; margin: 1.85pt 5.7pt .0001pt 5.0pt;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">Now the industry has applied for renewal of Consent to Operate under the Water (Prevention & Control<span style="letter-spacing: .05pt;"> </span>of<span style="letter-spacing: -.15pt;"> </span>Pollution) Act,<span style="letter-spacing: -.15pt;"> </span>1974 and<span style="letter-spacing: -.2pt;"> </span>Air (Prevention<span style="letter-spacing: -.2pt;"> </span>&<span style="letter-spacing: .05pt;"> </span>Control<span style="letter-spacing: -.15pt;"> </span>of Pollution)<span style="letter-spacing: -.2pt;"> </span>Act,<span style="letter-spacing: -.05pt;"> </span>1981<span style="letter-spacing: .05pt;"> </span>with requisite documents, with same production capacity. The project proponent has submitted CA certificate with value of fixed assets at Rs. 46,610/-<span style="mso-spacerun: yes;"> </span>as on 25/09/2022, which is remain same.</span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: 67.0pt; line-height: 150%; margin: 1.85pt 5.7pt .0001pt 5.0pt;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';">The industry has deposited Rs. 5500.00/- vide online UTR no. IOBAN23068262262 dated 09/03/2023 under the Water (Prevention & Control of Pollution) Act, 1974 and Rs. 6000.00/- vide online UTR no. IOBAN23068262753 dated 09/03/2023 under the Air (Prevention & Control of Pollution) Act, 1981. The consent fee deposited by the industry is adequate upto 31/03/2027, under both the Acts against the cost of the fixed assets of Rs. 46,610/- as on 25/09/2022.</span></p>

<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: 67.0pt; line-height: 150%; margin: 1.85pt 5.7pt .0001pt 5.0pt;"><span style="font-size: 12.0pt; line-height: 150%; font-family: 'Tahoma','sans-serif';"><span style="mso-spacerun: yes;"> </span>The industry has made agreement with CETP operator M/s Bantech Water Private Limited on 10/02/2023 for lifting of effluent @ 2000 ltr/month. The industry has submitted compliance of the conditions of the Consent to Operate granted under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981.</span></p>

Raj Kumar, Proprietor. <p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l0 level1 lfo1; margin: .05pt 0in .0001pt 59.0pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">3.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; font-family: 'Tahoma','sans-serif';">The industry has provided permanent underground tank for the storage of untreated effluent generated from wet process, which is made up of concrete / brick wall. The size of the tank was noted as 5’.5’’x3.9’x3’.4’. During visit, the effluent was filled upto 1’.5’’. No bypass arrangement was observed within the premises. No fume was observed within the wet process area.</span></p>

<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l0 level1 lfo1; margin: .05pt 0in .0001pt 59.0pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">5.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; font-family: 'Tahoma','sans-serif';">The industry was still disposing untreated effluent to M/s JBR i.e. upto February, 2023. The industry has shown the manifest dated 13.02.2023 (R.No. 17123) @ 1500 ltr, manifest dated 31.01.2023 (R. No. 17356) @ 1500 ltr and manifest dated 09.01.2023 (R. no. 17281) @ 1000 ltr. Now, the industry has made an agreement with M/s Bantech Enviro Ltd. As per the record, the last effluent lifted by Bantech dated 11.01.2023 @ 1.0 KL.</span></p>
<p class="MsoBodyText" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; mso-list: l0 level1 lfo1; margin: .05pt 0in .0001pt 59.0pt;"><!-- [if !supportLists]--><span style="font-size: 12.0pt; font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma;"><span style="mso-list: Ignore;">6.<span style="font: 7.0pt 'Times New Roman';"> </span></span></span><!--[endif]--><span style="font-size: 12.0pt; font-family: 'Tahoma','sans-serif';">The industry was just started maintaining the record of fresh water consumption and untreated effluent lifted by the CETP Chanallon.</span></p>
