<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">It is submitted that the project proponent has proposed to establish a petrol pump under small-scale green category and has accordingly submitted the application for obtaining consent to establish (NOC) of the Board for setting up of a new Petrol and Diesel Retail Outlet for dispensing of Petrol & Diesel @ 5000 Ltr/day under the name & style of M/s Mann Filling Station, Sangrur-Patran Road, Village Mehlan, Tehsil Sunam, District Sangrur along with </span><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman';">requisite documents through OCMMS of the Board. The proposed land falls in the revenue estate of Village Mehlan, Tehsil Sunam, District Sangrur bearing Khewat no. 288/409 (5-4) measuring of land 5.0 Kanal 4 Marla. </span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">The project proponent has also deposited NOC fee of Rs. 2,200/- vide R. No. 909201705 dated 09/02/2023 against the value of fixed assets mentioned in project report of Rs. 48.65 lacs, which is adequate for one year. The project proponent has also submitted approved site/location plan.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">It is worth to mention here that Central Pollution Control Board has framed sitting guidelines for setting up of new petrol pump vide memo no. B-13011/1/2019-20/AQM/10822 dated 07/01/2020 and same are as under:-</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">"In case of sitting criteria for petrol pumps, new Retail Outlets shall not be located within a radial distance of 50 meters (from fill point dispensing units vent pipe whichever is nearest) from schools, hospitals (10 beds and above) and residential areas designated as per local laws.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">In case of constraints in providing 50 meters distance, the retail outlet shall implement additional safety measures as prescribed by PESO.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">In no case, the distance between new retail outlet from schools, hospitals (10 beds and above) and residential area designated as per local laws shall be less than 30 meters.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">No high tension line shall pass over the retail outlet.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">These guidelines are supplementary to all existing relevant Rules. Guidelines Order: etc."</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">In reference to above sitting guidelines, the project proponent has submitted letter issued by SDM, Sunam vide no. 44/L.P.A. dated 12/01/2023 stating that the site falls outside the distance of 50 mtr from Religious Place, School, hospital and residential houses.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.5pt; background: white;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">To verify the facts, the proposed site of the retail outlet was visited by AEE of this office on 17/03/2023 and it was observed as under: -</span></p>

The site is situated at Sangrur-Patran Road, Village Mehlan, Tehsil Sunam.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; background: white; margin: 0cm 0cm .0001pt 22.5pt;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">2. No construction activity has been started at the site.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; background: white; margin: 0cm 0cm .0001pt 22.5pt;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">2. There is no school, hospital, within 50-meter radius of the proposed site. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; background: white; margin: 0cm 0cm .0001pt 21.3pt;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">3. During visit, it was observed that a high tension line passing in front of the the proposed site of retail outlet. </span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; background: white; margin: 0cm 0cm .0001pt 22.5pt;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">4. The project proponent has proposed to install DG of capacity 15 KVA, which will be equipped with canopy and adequate stack height.</span></p>
<p class="MsoNormal" style="text-align: justify; text-indent: -18.0pt; background: white; margin: 0cm 0cm .0001pt 22.5pt;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">5. The project proponent will not generate any trade effluent. Domestic effluent@ 0.6 is proposed to discharge onto land for plantation after passing through septic tank.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.65pt; background: white;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">From the above, it is clear that proposed site for the retail outlet comply with sitting criteria prescribed by the CPCB & suitable for the establishment of retail outlet at the proposed site.</span></p>
<p class="MsoNormal" style="margin-bottom: .0001pt; text-align: justify; text-indent: 49.65pt; background: white;"><span lang="EN-US" style="mso-bidi-font-size: 11.0pt; line-height: 115%; font-family: 'Bookman Old Style','serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'Times New Roman'; color: #5d5d5d;">Keeping in view of above, the application for establishment of a new Petrol/Diesel-cum-CNG Retail Outlet for dispensing of Petrol & Diesel @ 5000 Ltr/day may kindly be considered as per sitting guidelines issued by Central Pollution Control Board in light of the compliance to the additional safety measures prescribed by “<strong>The Petroleum and Explosives Safety Organization</strong> <strong>(PESO)</strong>”.<span style="mso-tab-count: 10;"> </span></span></p>

For the installation of diesel generated set of capacity more than 10 KVA, petrol pump shall obtain consent to operate of the Board under the provisions of the Air (Prevention & Control of Pollution) Act, 1981.</span></p>
