It was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/LDH4/2022/19848358 dated 22/09/2022, upto 21/03/2023 for production of finishing of fabrics @ 2.2 TPD and for discharge of trade effluent @ 49 KLD & domestic effluent @ 01 KLD into CETP (40 MLD) with certain conditions. </span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 was granted vide no. CTOA/Varied/LDH4/2022/18895039 dated 06/08/2022, upto 05/08/2023 <span style="mso-bidi-font-weight: bold;">for using wood as fuel in its boiler of capacity 01 TPH attached with multi cyclone</span> as APCD & one DG set of capacity 81 KVA with canopy and adequate stack height <span style="mso-bidi-font-weight: bold;">with certain conditions.</span> </span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">Further, it is submitted that the monthly record of fresh water and trade effluent of the industry was perused and it was observed that here was a huge difference in fresh water inlet & trade effluent outlet flow. The difference for the period 01.07.2022 to 31.07.2022 was 3066.3 m3. Therefore, to check the same, the industry was visited by undersigned on 05.08.2022 and it was observed that there was stagnation of water inside the premises of industry. The industry has provided manhole at the main gate and same was checked. During checking, it was observed that the effluent from the industry was being disposal off into it which leads to PDA sewer. However, it was found that this outlet is not connected to metered outlet, thus is illegal outlet as per the Standard Operating Procedure (SOP) prescribed by PDA for CETP members. The detailed report was sent to Zonal Office-2, Ludhiana through e-noting no. <span style="mso-bidi-font-weight: bold;">19537973 dated 05.08.2022.</span></span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">Accordingly, the consent to operate granted to the industry under the Water (Prevention & Control of Pollution) Act, 1974 was revoked <span style="mso-bidi-font-style: italic;">vide Board letter no. 5600 dated 05.09.2022</span> and directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 were issued for closure of the industry as well as disconnection of electric supply. The direction was conveyed to this office vide letter no. <span style="mso-bidi-font-weight: bold;">5451 dated 26.08.2022 and 2363 dated 29.08.2022 respectively</span>. </span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;">In compliance, the electric supply available to the industry has been disconnected by PSPCL authorities vide TDCO no. 79/298 dated 29.08.2022.</span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;">Thereafter, the electricity supply to the industry was restored temporarily upto 21.03.2023 in light of directions issued vide no. 5914-17 dated 23.09.2022.</span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">Now, the industry has applied for fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 through OCMMS on 04.03.2022. </span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">The industry has already deposited consent fee Rs.<span style="mso-spacerun: yes;"> </span>31,650/- vide R.No. N344201335519367 dated 09.12.2020 & Rs. 3,600/- vide R.No. N344201335537445 dated 09.12.2021 under the Water Act, 1974, which is adequate upto 30.06.2026 against the gross value of fixed assets Rs. 39,35,808.33 and plant & machinery Rs. 21,76,665.76 as on 31.03.2022. <span style="mso-spacerun: yes;"> </span></span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">Accordingly, the industry was visited by the AEE of this office on 14.03.2023 and it was observed as under:-</span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>

<p class="MsoHeader" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.5in; mso-list: l0 level1 lfo1; tab-stops: .5in; margin: 0in 0in 6.0pt .75in;"><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">4.<span style="font-style: normal; font-variant: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-weight: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]-->The industry is discharging its trade & domestic effluent into CETP 40 MLD. The M.C. sewer in proximity of industry was verified during visit and no connection was observed during the visit. Further, the untreated waste water was being discharged through the dedicated sewer line provided by the PDA.</span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoHeader" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.5in; mso-list: l0 level1 lfo1; tab-stops: .5in; margin: 0in 0in 6.0pt .75in;"><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">5.<span style="font-style: normal; font-variant: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-weight: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]-->The perusal of the monthly report generated from the SCADA enabled system the average discharge of the industry viz a viz its shareholding is 21.26% in December, 2022, is 63.37 % in January, 2023 and is 64.95% in February, 2023.</span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>

<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">From above, it evident that the industry is complying with the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and no action is pending against the industry. </span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph;"><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"><span style="line-height: 115%;">It is added here that the stack of APCD was found broken at the level of the roof of the industry and no sampling arrangement was provided. Further, </span><span style="line-height: 115%;">the industry has installed one DG set of capacity 82.5 KVA equipped with canopy along with inadequate stack height. <span style="mso-spacerun: yes;"> </span></span><span style="line-height: 115%;">The e-note regarding violation under the Air (Prevention & Control of Pollution) Act, 1981 is sent separately vide e-note no. <span style="mso-bidi-font-weight: bold;">21490138 dated 20.03.2023</span>. </span></span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoNormal" style="text-align: justify; text-justify: inter-ideograph; line-height: normal;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">In view of above, if approved, it is proposed as under:-</span></p>
<p><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"> </span></p>
<p class="MsoListParagraph" style="text-align: justify; text-justify: inter-ideograph; text-indent: -.25in; line-height: normal; mso-list: l1 level1 lfo2;"><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;"><!-- [if !supportLists]--><span style="mso-list: Ignore;">1.<span style="font-style: normal; font-variant: normal; font-kerning: auto; font-optical-sizing: auto; font-feature-settings: normal; font-variation-settings: normal; font-weight: normal; font-stretch: normal; line-height: normal;"> </span></span><!--[endif]-->The Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be extended<span style="mso-spacerun: yes;"> </span>for another six months with suitable conditions and additional conditions as under:-</span></p>

<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">The industry shall discharge the whole consented effluent into dedicate sewer line leading to CETP for final treatment in accordance to the shares allotted to the unit. <span style="mso-tab-count: 1;"> </span></span></li>
<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-family: verdana, geneva, sans-serif; font-size: 10pt;">The industry will also dismantle any other connection available for discharge of effluent either into public sewer or PDA conveyer system.</span></li>
<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">The industry should either take measures to control its inlet parameters by good practices and selection of good chemicals for processing or shall operate and maintain its existing effluent treatment plant (ETP), regularly and efficiently, so as to achieve the inlet effluent standards of CETP as per DPR.<span style="mso-spacerun: yes;"> </span></span></li>
<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">The industry shall make the necessary arrangements to achieve the effluent standards as per the inlet designed parameters of the CETP. </span></li>
<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">There shall be no physical expansion of the unit either with the installation of new machinery or with the permission for enhanced electricity load, after the varied consents are granted for increased discharge of effluent. </span></li>
<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">The industry shall stop discharging its effluent in case due to any reason the CETP is not operational or dedicated conveyance system is overflowing. </span></li>
<li class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify; text-justify: inter-ideograph; line-height: normal; mso-list: l1 level2 lfo2;"><span style="font-size: 10pt; font-family: verdana, geneva, sans-serif;">The industry shall maintain the record of flow meter installed at source and at the outlet leading to CETP. </span></li>
