<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> It is submitted that the industry is a rice sheller unit, which falls under small scale orange category and has been established after obtaining consent to establish (NOC) vide no.</span><span style="font-family: 'Tahoma','sans-serif';"> CTE/Fresh/FZR/2022/19175683 </span><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">dated 09.07.2022, valid upto 30.06.2023 for </span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">manufacturing of</span><span style="font-family: 'Tahoma','sans-serif';"> Raw Rice With Dryer @ 5 TPH and Sorted Rice @ 5 TPH</span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">, under Orange category, with certain conditions mentioned therein and following additional condition that:-</span></p>
<p class="MsoListParagraph" style="margin-left: 0in; text-align: justify; text-indent: 0in; mso-list: l1 level1 lfo2;"><!-- [if !supportLists]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: Tahoma; mso-bidi-language: PA;">1.<span style="font-variant-numeric: normal; font-variant-east-asian: normal; font-stretch: normal; font-size: 7pt; line-height: normal; font-family: 'Times New Roman';"> </span></span><!--[endif]--><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">The industry will develop the site strictly as per site plan submitted and install its air pollution control device chimney in khasra no. 55//5 in order to comply with the siting guidelines and will not install air pollution control device chimney in khasra no. 55//4 and 55//7/1.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> Now, the industry has applied for obtaining fresh consents to operate under the Water Act, 1974 and the Air Act, 1981 </span><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;">for the </span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">manufacturing of Raw Rice With Dryer @ 5 TPH and Sorted Rice @ 5 TPH, under Orange category. The detail of case is as under:-</span></p>
<p class="TableParagraph" style="margin-top: 4.75pt; text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;"> The industry has submitted electricity bill as a proof of date of commissioning of its unit, which shows that electric connection has been issued to M/s</span><span style="font-family: 'Tahoma','sans-serif';"> Aashirwad Rice and General Mills, VPO Ratoul, Tehsil Zira Distt. Ferozepur on dated 13.09.2022. </span></p>
<p class="TableParagraph" style="margin-top: 4.75pt; text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-bidi-language: PA;"> The industry has submitted proposed building plan under </span><span style="font-family: 'Tahoma','sans-serif';">section-6 of the Factories Act, 1948 and Punjab Factories Rules 1952 from the Director of Factories, Punjab Department of Labour, SAS Nagar, which is duly signed by Er. Hanish Gupta, Competent Person, Approved under Factories Act, 1948. </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> The industry has </span><span style="font-family: 'Tahoma','sans-serif';">deposited Rs. 56,700/- vide UTR/Ref. No. <span class="txt4"> N052232339899711 </span></span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">dated 21.02.2023 </span><span style="font-family: 'Tahoma','sans-serif';">as water consent fee under the Water Act, 1974 and Rs. 56,700/- vide UTR/Ref. No. <span class="txt4"> N052232339926949 </span></span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">dated 21.02.2023</span><span style="font-family: 'Tahoma','sans-serif';"> as air consent fee under the Air Act, 1981, against the fixed assets of Rs. 262.49 Lakhs as on 31.01.2023 as per CA certificate submitted by it. Thus, the consent fee is adequate upto 30.09.2027 under each Acts..</span></p>
<p class="MsoNormal" style="margin-bottom: 6.0pt; text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> The industry was visited by AEE of this office on 02.03.2023 and it was observed as under:-</span></p>

The industry has installed machinery for the production of sorted raw rice with dryer.</span></p>

The industry has provided pollution control device chimney in khasra no. 55//5.</span></p>

The length of the said walls is more than 70 feet and height is more than 15 feet. </span></p>

<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> The industry is complying with the code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office.</span></p>

<p class="MsoNormal" style="text-align: justify;"><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;"> Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2027 for operation of rice sheller unit to manufacture</span><span style="font-family: 'Tahoma','sans-serif';"> Raw Rice With Dryer @ 5 TPH and Sorted Rice @ 5 TPH</span><span style="font-family: 'Tahoma','sans-serif'; mso-fareast-font-family: 'Times New Roman'; mso-bidi-language: PA;">, under Orange category, subject to the suitable conditions.</span></p> |
